1. A crisis of European democracy?

During November 2012 hundreds of thousands of people across Europe took to the streets. The protesters were, by and large, complaining about government policies that increased taxes and lowered government spending. This initially sounds like a familiar story of popular protests against government austerity programmes, but there is a twist to the tale. Many of the people protesting were not aiming their ire at the national governments making the cuts in spending, but rather at the European Union. In Portugal, people carried effigies of their prime minister on strings and claimed he was a ‘puppet of the EU’; in Greece people burned the EU flag and shouted ‘EU out’; and in Italy people threw stones at the European Parliament offices. It was, at least for some people on the streets, not the incumbent national politicians in Lisbon, Athens, and Rome who were to blame for the problem of the day, but rather politicians and bureaucrats thousands of miles away in Brussels.

The economic crisis in Europe has illustrated that citizens are increasingly blaming not just their national governments, but also ‘Europe’ for their woes. This raises the question of whether citizens can hold European politicians to account for the outcomes for which they are thought to be responsible. The notion of democratic accountability relies on the critical assumption that voters are able to assign responsibility for policy decisions and outcomes, and sanction the government in elections if it is responsible for outcomes not seen to be ‘in their best interest’. This process, however, is clearly complicated in the multilevel system of the European Union where responsibility is not only dispersed across multiple levels of government, but there are also multiple mechanisms for sanctioning governments.

Symbolique 2006

Democratic accountability in multilevel systems can be viewed as a two-step process, where specific requirements need to be met at each step to allow voters to hold governments to account. The first step is one where voters decide which level of government, if any, is responsible for specific policy outcomes and decisions. This depends on the clarity of institutional divisions of powers across levels of government, and the information available about the responsibilities of these divisions. The second step is one where voters should be able to sanction the government in an election on the basis of performance. This depends on government clarity: that is the ability of voters to identify a cohesive political actor that they can sanction accordingly.

Both of these steps are important. Assignment of responsibility to a particular level of government is a necessary, but not sufficient, condition to be able to punish an incumbent at the polls. To do so, voters also need to know which party or individual to vote for or against. Yet, the EU lacks a clear and identifiable government. Executive power is shared between the European Council and the European Commission, and legislative power is shared between the Council of the EU and the European Parliament. The primary mechanism through which citizens can hold EU institutions to account is via elections to the European Parliament. Unlike in national parliamentary systems, the majority in the European Parliament does not ‘elect’ the EU executive, however. Despite the formal powers of the European Parliament over the approval and dismissal of the European Commission there is only a tenuous link between the political majority in the Parliament and the policies of the Commission, not least since there is no clear government-opposition division in the Parliament. Despite current attempts to present rival candidates for the post of Commission president prior to the European Parliament elections in May, there is still no competition between candidates with competing policy agendas and different records at the EU level. Without this kind of politicised contest it is simply not possible for voters to identify which parties are responsible for the current policy outcomes and which parties offer an alternative.

As a consequence, the classic model of electoral accountability cannot be applied to European Parliament elections. Even if citizens think the EU is responsible for poor policy performance in an area, they find it difficult to identify which parties are ‘governing’ and punish, or reward, them at the ballot box. This has broader implications for trust and legitimacy. When people hold the EU responsible for poor performance, but cannot hold it accountable for that performance, they become less trusting of the EU institutions as a whole. Thus the danger for the EU is that every time the system fails to deliver — such as during the Eurozone crisis — the result is declining levels of trust and a crisis of confidence in the regime as a whole, because voters lack the opportunity to punish an incumbent and elect an alternative. In other words, the lack of mechanisms to hold EU policymakers to account may lead to a more fundamental legitimacy crisis in the European Union.

2. What’s so super about Super PACs?

Back in January we published a short glossary of the jargon of the presidential primaries. Now that the campaign has begun in earnest, here is our brief guide to some of the most perplexing vocabulary of this year’s general election.

Nominating conventions

It may seem like the 2012 US presidential election has stretched on for eons, but it only officially begins with the major parties’ quadrennial nominating conventions, on August 27–30 (Republicans) and September 3–6 (Democrats). How can they be called nominating conventions if we already know who the nominees are? Before the 1970s these conventions were important events at which party leaders actually determined their nominees. In the aftermath of the tumultuous 1968 Democratic convention, however, the parties changed their nominating process so that presidential candidates are now effectively settled far in advance of the convention through a system of primaries andcaucuses, leaving the conventions themselves as largely ceremonial occasions.

Purple states, swing states, and battleground states

These three terms all refer to more or less the same thing: a state which is seen as a potential win for either of the two major parties; in the UK, the same idea is expressed by the use of marginal to describe constituencies at risk. The termbattleground state is oldest, and most transparent in origin: it is a state that the two sides are expected to actively fight over. Swing state refers to the idea that the state could swing in favor of either of the parties on election day; undecided voters are often called swing votersPurple state is a colorful metaphorical extension of the terms red state and blue state, which are used to refer to a safe state for the Republicans or Democrats, respectively (given that purple is a mixture of red and blue). Since red is the traditional color of socialist and leftist parties, the association with the conservative Republicans may seem somewhat surprising. In fact, it is a very recent development, growing out of the arbitrary color scheme on network maps during the fiercely contested 2000 election between George W. Bush and Al Gore.

Electoral vote

What really matters on election day isn’t the popular vote, but the electoral vote. The US Constitution stipulates that the president be chosen by a body, theelectoral college, consisting of electors representing each state (who are bound by the results of their state election). The total number of electors is 538, with each state having as many electors as it does senators and representatives in Congress (plus 3 for the District of Columbia).  California has the largest allotment, 55. With the exception of Maine and Nebraska, all of the states give their electoral votes to the winner of the popular vote in their state on a winner-takes-all basis, and whichever candidate wins the majority of electoral votes (270) wins the election. This means it is technically possible to win the popular vote but lose the election; in fact, this has happened three times, most recently in the 2000 election when Al Gore won the popular vote, but George W. Bush was elected president.

Veepstakes

The choice of a party’s candidate for vice president is completely in the hands of the presidential nominee, making it one of the big surprises of each campaign cycle and a topic of endless media speculation. The perceived jockeying for position among likely VP picks has come to be known colloquially as theveepstakes. The 2012 veepstakes are, of course, already over, with Joe Biden and Paul Ryan the victors.

Super PAC

If there is a single word that most characterizes the 2012 presidential election, it is probably this one. A super PAC is a type of independent political action committee (PAC for short), which is allowed to raise unlimited sums of money from corporations, unions, and individuals but is not permitted to coordinate directly with candidates. Such political action committees rose to prominence in the wake of the 2010 Supreme Court ruling in Citizens United v. Federal Election Commission and related lower-court decisions, which lifted restrictions on independent political spending by corporations and unions. Advertising funded by these super PACs is a new feature of this year’s campaign.

501(c)(4)

It isn’t often that an obscure provision of the tax code enters the general lexicon, but discussions of Super PACS often involve references to 501(c)(4)s. These organizations, named by the section of the tax code defining them, are nonprofit advocacy groups which are permitted to participate in political campaigns. 501(c)(4) organizations are not required to disclose their donors. This, combined with the new Super PACs, opens the door to the possibility of political contributions which are not only unlimited but also undisclosed: if a Super PAC receives donations through a 501(c)(4), then the original donor of the funds may remain anonymous.

The horse race

As we’ve discussed above, what really matters in a US presidential election is the outcome of the electoral vote on November 6. But that doesn’t stop commentators and journalists from obsessing about the day-to-day fluctuations in national polls; this is known colloquially as focusing on the horse race.

The online magazine Slate has embraced the metaphor and actually produced an animated chart of poll results in which the candidates are represented as racehorses.

3. Explaining membership in the British National Party

The BNP’s membership list was leaked in November 2008 by a disgruntled activist who had been expelled late in 2007; he has since admitted responsibility and been convicted. The BNP never challenged the list’s authenticity, merely stating that it was out of date. The list is apparently a complete record of membership at November–December 2007. Of the 13,009 individuals listed, 30 were missing a current address, 138 had a foreign address, and 41 lived in Northern Ireland. Of the remaining members, 12,536 (97.9 per cent) can be precisely located in Britain using the postcode field of their address (Office of National Statistics, 2004, 2008). Postcodes provide exceptionally fine resolution, down to the street level.

The distribution of members diverges significantly from the distribution of voters.  The correlation of votes with membership, across the 628 constituencies in Britain, is surprisingly modest (r ¼ 0.46). The party contested only one in five seats, but the correlation is scarcely higher in those alone. Voting also gives a misleading impression of the national distribution of the party’s support. Wales and Scotland provide over three times the proportion of members compared with voters.

Members must be matched with a population denominator. Data come from the 2001 Census, conducted in April. The great majority of members on the leaked list had joined since this date, as the BNP had 2,173 members in November 2001 (Copsey, 2008: 137). The BNP recruited only ‘indigenous Caucasian’ people (Copsey, 2008: 238). We count adults who defined their ethnicity as ‘White British’, including ‘White Scottish’. The proportion of white British adults belonging to the BNP was 0.032 per cent across Britain.

For statistical analysis, we use the finest geographical unit defined by the Census, the ‘output area’. This is a very small neighbourhood; the median covers an area of 6 hectares and contains 280 people. There are 218,038 neighbourhoods (as they will be termed) in Britain: the BNP was present in 10,165 (4.7 per cent) of them. Most of those had a single member; 11 was the maximum. The highest proportion was 5.7 per cent.

We begin with independent variables capturing economic insecurity. These are measured ecologically, as the fraction of people in the neighbourhood with a particular characteristic, though they are proxies for individual characteristics predicting support for the BNP. Education is divided into three categories: no qualifications, qualifications below university degree, and degree (denominated by people aged 16–74 years). Class is divided into five categories, from routine and semi-routine to managerial and professional (denominated by occupied population). The unemployment rate is also measured (denominated by the economically active). Alongside these sociological staples, housing is included because the BNP promotes the myth that foreigners are given privileged access to public housing. Housing tenure is divided into three categories: owned or mortgaged, rented from the local authority, and private rental (including other arrangements). Overcrowding, as defined by the Census, is also measured. (In both cases the denominator is households.) We expect, then, that white British adults are more likely to belong to the BNP in neighbourhoods with lower education, lower social class, higher unemployment, more private renting, and greater overcrowding. Control variables are entered to reflect findings that BNP voters are disproportionately male and middle aged (Ford and Goodwin, 2010; Cutts et al., 2011). Additional controls are population density and the proportion of people living in communal establishments like prisons.

4. Los Angeles Passes Library-Focused Charter Amendment

Los Angeles citizens have passed charter amendment Measure L with 63 percent of the vote–helping the 72-branch library system recover from steep budget cuts in recent years.

Here’s more from Library Journal: “The charter mandates that the library receive .0175 percent of the assessed value of all property in the city. Measure L will, over the next four years, increase that percentage to .03 percent. The library projects that this will translate to $130 million four years from now”

Do you think this kind of bill could work in other cities? The measure will help cut the library loose from the city’s general fund, making the library system responsible for new costs like “custodial services, security services, employee benefits.”
