3. The chimera of anti-politics

Anti-politics is in the air. There is a prevalent feeling in many societies that politicians are up to no good, that establishment politics are at best irrelevant and at worst corrupt and power-hungry, and that the centralization of power in national parliaments and governments denies the public a voice. Larger organizations fare even worse, with the European Union’s ostensible detachment from and imperviousness to the real concerns of its citizens now its most-trumpeted feature. Discontent and anxiety build up pressure that erupts in the streets from time to time, whether in Takhrir Square or Tottenham. The Scots rail against a mysterious entity called Westminster; UKIP rides on the crest of what it terms patriotism (and others term typical European populism) intimating, as Matthew Goodwin has pointed out in the Guardian, that Nigel Farage “will lead his followers through a chain of events that will determine the destiny of his modern revolt against Westminster.”

At the height of the media interest in Wootton Bassett, when the frequent corteges of British soldiers who were killed in Afghanistan wended their way through the high street while the townspeople stood in silence, its organizers claimed that it was a spontaneous and apolitical display of respect. “There are no politics here,” stated the local MP. Those involved held that the national stratum of politicians was superfluous to the authentic feeling of solidarity that could solely be generated at the grass roots. A clear resistance emerged to national politics trying to monopolize the mourning that only a town at England’s heart could convey.

Academics have been drawn in to the same phenomenon. A new Anti-politics and Depoliticization Specialist Group has been set up by the Political Studies Association in the UK dedicated, as it describes itself, to “providing a forum for researchers examining those processes throughout society that seem to have marginalized normative political debates, taken power away from elected politicians and fostered an air of disengagement, disaffection and disinterest in politics.” The term “politics” and what it apparently stands for is undoubtedly suffering from a serious reputational problem.

But all that is based on a misunderstanding of politics. Political activity and thinking isn’t something that happens in remote places and institutions outside the experience of everyday life. It is ubiquitous, rooted in human intercourse at every level. It is not merely an elite activity but one that every one of us engages in consciously or unconsciously in our relations with others: commanding, pleading, negotiating, arguing, agreeing, refusing, or resisting. There is a tendency to insist on politics being mainly about one thing: power, dissent, consensus, oppression, rupture, conciliation, decision-making, the public domain, are some of the competing contenders. But politics is about them all, albeit in different combinations.

It concerns ranking group priorities in terms of urgency or importance—whether the group is a family, a sports club or a municipality. It concerns attempts to achieve finality in human affairs, attempts always doomed to fail yet epitomised in language that refers to victory, authority, sovereignty, rights, order, persuasion—whether on winning or losing sides of political struggle. That ranges from a constitutional ruling to the exasperated parent trying to end an argument with a “because I say so.” It concerns order and disorder in human gatherings, whether parliaments, trade union meetings, classrooms, bus queues, or terrorist attacks—all have a political dimension alongside their other aspects. That gives the lie to a demonstration being anti-political, when its ends are reform, revolution or the expression of disillusionment. It concerns devising plans and weaving visions for collectivities. It concerns the multiple languages of support and withholding support that we engage in with reference to others, from loyalty and allegiance through obligation to commitment and trust. And it is manifested through conservative, progressive or reactionary tendencies that the human personality exhibits.

When those involved in the Wootton Bassett corteges claimed to be non-political, they overlooked their organizational role in making certain that every detail of the ceremony was in place. They elided the expression of national loyalty that those homages clearly entailed. They glossed over the tension between political centre and periphery that marked an asymmetry of power and voice. They assumed, without recognizing, the prioritizing of a particular group of the dead – those that fell in battle.

People everywhere engage in political practices, but they do so in different intensities. It makes no more sense to suggest that we are non-political than to suggest that we are non-psychological. Nor does anti-politics ring true, because political disengagement is still a political act: sometimes vociferously so, sometimes seeking shelter in smaller circles of political conduct. Alongside political philosophy and the history of political thought, social scientists need to explore the features of thinking politically as typical and normal features of human life. Those patterns are always with us, though their cultural forms will vary considerably across and within societies. Being anti-establishment, anti-government, anti-sleaze, even anti-state are themselves powerful political statements, never anti-politics.

4. Why study trust?

In many countries, including Britain, the Euro-elections in May showed that a substantial minority of voters are disillusioned with mainstream parties of both government and opposition. This result was widely anticipated, and all over Europe media commentators have been proclaiming that the public is losing trust in established politicians. Opinion polls certainly support this view, but what are they measuring when they ask questions about trust? It is a slippery concept which suggests very different things to different people. Social scientists cannot reach any kind of consensus on what it means, let alone on what might be undermining it. Yet most people would agree that some kind of trust in the political process is essential to a stable and prosperous society.

Social scientists have had trouble with the concept of trust because most of them attempt to reach an unambiguous definition of it, distinguishing it from all other concepts, and then apply it to all societies at different times and in different parts of the world. The results are unsatisfactory, and some are tempted to ditch the term altogether. Yet there self-evidently is such a thing as trust, and it plays a major role in our everyday life. Even if the word is often misused, we should not abandon it. My approach is different: I use the word as the focus of a semantic milieu which includes related concepts such as confidence, reliance, faith and belief, and then see how they work in practice in different historical settings.

The original impulse for Trust came from a specific historical setting: Russia during the 1990s. There I observed, at first hand, the impact on ordinary Russians of economic and political reforms inspired by Western example and in some cases directly imposed by the West. Those reforms rested on economic and political precepts derived from Western institutions and practices which dated back decades or even centuries – generating habits of mutual trust which had become so ingrained that we did not notice them anymore. In Russia those institutions and practices instead aroused wariness at first, then distrust, then resentment and even hatred of the West and its policies.

I learnt from that experience that much social solidarity derives from forms of mutual trust which are so unreflective that we are no longer aware of them. Trust does not always spring from conscious choice, as some social scientists affirm. On the contrary, some of its most important manifestations are unconscious. They are nevertheless definitely learned, not an instinctive part of human nature. It follows that forms of trust which we take for granted are not appropriate for all societies.

Despite these differences, human beings are by nature predisposed towards trust. Our ability to participate in society depends on trusting those around us unless there is strong evidence that we should not do so. We all seek to trust someone, even – perhaps especially – in what seem desperate situations. To live without trusting anyone or anything is intolerable; those who seek to mobilise trust are therefore working with the grain of human nature.

We also all need trust as a cognitive tool, to learn about the world around us. In childhood we take what our parents tell us on trust, whereas during adolescence we may well learn that some of it is untrue or inadequate. Learning to discriminate and to moderate both trust and distrust is extraordinarily difficult. The same applies in the natural sciences: we cannot replicate all experiments carried out in the past in order to check whether they are valid. We have trust most of what scientists tell us and integrate it into our world picture.

Because we all need trust so much, it tends to create a kind of herd instinct. We have a strong tendency to place our trust where those around us do so. As a senior figure in the Royal Bank of Scotland commented on the widespread profligacy which generated the 2008 financial crisis: “The problem is that in banks you have this kind of mentality, this kind of group-think, and people just keep going with what they know, and they don’t want to listen to bad news.”

Trust, then, is necessary both to avoid despair and to navigate our way through life, and it cannot always be based on what we know for certain. When we encounter unfamiliar people – and in the modern world this is a frequent experience – we usually begin by exercising an ‘advance’ of trust. If it is reciprocated, we can go on to form a fruitful relationship. But a lot depends on the nature and context of this first encounter. Does the other person speak in a familiar language, look reassuring and make gestures we can easily ‘read’? Trust is closely linked to identity – our sense of our own identity and of that of those around us.

On the whole the reason we tend to trust persons around us is because they are using symbolic systems similar to our own. To trust those whose systems are very different we have to make a conscious effort, and probably to make a tentative ‘advance’ of trust. This is the familiar problem of the ‘other’. Overcoming that initial distrust requires something close to a leap in the dark.

Whether we know it or not, we spend much of our social life as part of a trust network. Such networks can be very strong and supportive, but they also tend to erect around themselves rigid boundaries, across which distrust is projected. When two or more trust networks are in enmity with one another, an ‘advance’ of trust can only work satisfactorily if it proves possible to transform negative-sum games into positive-sum games. However, an outside threat helps two mutually distrusting networks to find common ground, settle at least some of their differences and work together to ward off the threat. When the threat is withdrawn, they may well resume their mutual enmity.

During the twentieth century the social sciences – and following them history – were mostly dominated by theories derived from the study of power and/or rational choice. We still talk glibly of the struggle between democracy and authoritarianism, without considering the kinds of social solidarity which underlie both forms of government. I believe we need to supplement political science with a kind of ‘trust science’, which studies people’s mutual sympathy, their lively and apparently ineradicable tendency to seek reciprocal relationships with one another, and also what happens when that tendency breaks down. It is supremely important to analyse forms of social solidarity which do not derive directly from power structures and/or rational choice. Among other things, such an analysis might help us to understand why certain forms of trust have become generally accepted in Western society, and why they are in crisis right now.

5. SDCC 2014: Watchtower Thursday: Surfing the Tsunami Online

On Thursday, to mark the official opening of Comic-Con International 2014, San Diego Mayor Kevin Faulconer and San Diego City Council President Todd Gloria harnessed their inner superheroes and flew through the air on a zip-line near the downtown Convention Center.

Gloria was the interim Mayor after the Filner scandal.  Faulconer won the special election.  Faulconer has strong ties to Comic-Con: he worked PR on the second convention center expansion before he ran for public office, and supports the expansion of the convention center.  His hobbies: yachting and biking.

* Google Glass banned from Comic-Con screenings.

 Not that surprising.

6. Does the state still matter?

Governance, governance everywhere – why has the word “governance” become so common? One reason is that many people believe that the state no longer matters, or at least the state matters far less than it used to. Even politicians often tell us that the state can’t do much. They say they have no choice about many policies. The global economy compels them to introduce austerity programs. The need for competitiveness requires them to contract-out public services, including some prisons in the US.

If the state isn’t ruling through government institutions, then presumably there is a more diffuse form of governance involving various actors. So, “governance” is a broader term than “state” or “government”. Governance refers to all processes of governing, whether undertaken by a government, market, or network, whether over a family, corporation, or territory, and whether by laws, norms, power, or language. Governance focuses not only on the state and its institutions but also on the creation of rule and order in social practices.

The rise of the word “governance” as an alternative to “government” reflects some of the most important social and political trends of recent times. Social scientists sometimes talk of the hollowing-out of the state. The state has been weakened from above by the rise of regional blocs like the European Union and by the global economy. The state has been weakened from below by the use of contracts and partnerships that involve other organizations in the delivery of public services. Globalization and the transformation of the public sector mean that the state cannot dictate or coordinate public policy. The state depends in part on global, transnational, private, and voluntary sector organizations to implement many of its policies. Further, the state is rarely able to control or command these other actors. The state has to negotiate with them as best it can, and often it has little bargaining power.

But, although the role of the state has changed, these changes do not necessarily mean that the state is less important. An alternative perspective might suggest that the state has simply changed the way it acts. From this viewpoint, the state has adopted more indirect tools of governing but these are just as effective – perhaps even more so – than the ones they replaced. Whereas the state used to govern directly through bureaucratic agencies, today it governs indirectly through, for example, contracts, regulations, and targets. Perhaps, therefore, the state has not been hollowed-out so much as come to focus on meta-governance, that is, the governance of the other organizations in the markets and networks that now seem to govern us.

The hollow state and meta-governance appear to be competing descriptions of today’s politics. If we say the state has been hollowed out, we seem to imply it no longer matters. If we say the state is the key to meta-governance, we seem to imply it retains the central role in deciding public policy. Perhaps, however, the two descriptions are compatible with one another. The real lesson of the rise of the word “governance” might be that there is something wrong with our very concept of the state.

All too often people evoke the state as if it were some kind of monolithic entity. They say that “the state did something” or that “state power lay behind something”. However, the state is not a person capable of acting; rather, the state consists of various people who do not always not act in a manner consistent with one another. “The state” contains a vast range of different people in various agencies, with various relationships acting in various ways for various purposes and in accord with various beliefs. Far from being a monolithic entity that acts with one mind, the state contains within it all kinds of contests and misunderstandings.

Descriptions of a hollow state tell us that policymakers have actively tried to replace bureaucracies with markets and networks. They evoke complex policy environments in which central government departments are not necessarily the most important actors let alone the only ones. Descriptions of meta-governance tell us that policymakers introduced markets and networks as tools by which they hoped to get certain ends. They evoke the ways central government departments act in complex policy environments.

When we see the word “governance”, it should remind us that the state is an abstraction based on diverse and contested patterns of concrete activity. State action and state power do not fit one neat pattern – neither that of hollowing-out or meta-governance. Presidents, prime ministers, legislators, civil servants, and street level bureaucrats can all sometimes make a difference, but the state is stateless, for it has no essence.

7. Christine O’Donnell Regrets ‘Witch Ad’ In New Book

Tea-party backed former Senate candidate Christine O’Donnell has released her new memoir, admitting that her “I am not a witch” ad was not a good move.

The Delaware Republican who lost the 2010 Senate election called this her “lowest moment” in her new memoir Troublemaker: Let’s Do What It Takes to Make America Great Again. The book, from St. Martin’s Press, comes out out on Tuesday.

The Associated Press has more: “She says she never wanted to make the ad – which was prompted by questions about a statement she had made on a late-night talk show years earlier – and was surprised when it showed up on the Internet. She blames an insistent media consultant but also her own inability to put her foot down.” (Via Politico)

8. British politician believes dyslexia a myth

NOTE TO SELF: THIS MAN WAS ELECTED TO SERVE HIS CONSTITUENTS?

Nobody said that politicians had to be smart to get elected. Case in point, a British Labor Member of Parliment who commented in an online column that dyslexia was a myth perpetrated by educators to cover up poor teaching.

I'm sure those who are in education must have been in shock to read this statement.

The politician, one Graham Stringer, described the condition as "cruel fiction" and should be consigned to the "dustbin of history." Furthermore, he says he believes that many children can't read or write because - well - merely the wrong teaching methods are used.

Silly teachers! All those years of university to acquire knowledge and know-how to pass on to young, fertile minds only to hear from a non-teacher that they have been using the wrong methods. It's so...logical! Were that only the case...

Responding to the politician's conclusion, Charity Dyslexia Action said that dyslexia was real to the six million people in the UK who were affected by the condition.

In the column, which appeared in the Manchester Confidential, Stringer opined that millions of pounds were wasted on specialist teaching for what he labeled, a "false" condition. He also wrote that children should instead be taught to read and write by using a system called, synthetic phonics.

And the politico knows this...how?

"To label children as dyslexic because they're confused by poor teaching methods is wicked.
If dyslexia really existed then countries as diverse as Nicaragua and South Korea would not have been able to achieve literacy rates of nearly 100%. There can be no rational reason why this 'brain disorder' is of epidemic proportions in Britain but does not appear in South Korea or Nicaragua."

Financial considerations appear to be a factor in his statements. He wrote that "currently, 35,500 students receive disability allowances for dyslexia at an annual cost of £78.4m."

Furthermore, certified dyslexics get longer in exams.

Makes sense to me. If you have trouble reading/understanding the question, it takes longer to write an answer!

9. Embed Time Stories

I'm typing ODD AND THE FROST GIANTS currently. Am wondering whether to change the title to Odd and the Frost Giant, because only one Frost Giant ever comes onstage (as it were), although there are others in the background, and of course there's always Loki.

I was just looking at the new expanded Beowulf website, over at http://www.beowulfmovie.com/. They had TV spot trailers up, and I was pleased to see in this new one had lots of little bits of footage that weren't in the stuff I've seen so far (which is minutes 15-30 approximately) -- shots from the Race with Brecca, of Beowulf from the last part of the film as an older man, bits of Dragon footage, and a lot more than just Grendel's Mum in human form. It says it's easily embeddable, so I will give it a shot.

Am really looking forward to seeing it all and finding out what it is that Bob Zemeckis and his team actually made.

Thanks, Kate. I loved your link to http://welcometothefair.com/lingo/ and thought I should link to it here for people who are planning to write Novels in November. After all, half of those words are plots...

I was fascinated by this Guardian article -- http://blogs.guardian.co.uk/books/2007/10/observer_books.html -- not only because it links to the winners of the Guardian "graphic short story" prize (suddenly I find myself turning into Eddie Campbell, and wanting to explain that Graphic Novel just means comics anyway, and Graphic Short Story actually means er, comics), but I was bemused by the view of history in which quality UK newspapers started reviewing comics seriously in 1996, about eight years after the real reviews started. I think what the writer is actually saying is that he was surprised when he started editing the book page to find that his reviewers were doing reviews of graphic novels, but to his surprise these reviews and the books they were reviewing were as good as the other books they were writing about.
