3. Generations of asylum seekers

With this family history behind me, questions of immigration are never far from my mind. I owe my existence to the generosity of the UK in taking in generations of refugees, as well as the kindness shown by one wealthy unmarried Christian woman – who agreed to foster my father for a few months until his parents arrived, but as that never happened, becoming his guardian until adulthood.

7. What kind of Prime Minister would Miliband make?

Ed Miliband spent a year-and-a-half in the Cabinet between 2008 and 2010, and spent more than five years working as an advisor in the Treasury before he entered parliament in 2005. If he does become Prime Minister after May 7th, then, he will start the job with far more familiarity with government at the highest level than some of his recent predecessors, not least Tony Blair and David Cameron.

9. How to win the 2015 General Election

If you want to win votes and get elected in Britain, at least in general elections, then you had better get a party. The occasional and isolated exceptions only prove the rule. Before the 2010 general election, in the wake of the parliamentary expenses scandal, there was speculation that independent candidates might do unusually well, but in the event this did not happen. Elected politicians have a wonderful capacity for persuading themselves that their electoral success is to be explained by their obvious personal qualities, but the evidence is all against them.

10. Why do politicians break their promises on migration?

Immigration policies in the US and UK look very different right now. Barack Obama is painting immigration as part of the American dream, and forcing executive action to protect five million unauthorized immigrants from deportation. Meanwhile, David Cameron’s government is treating immigration “like a disease”, vowing to cut net migration “to the tens of thousands” and sending around posters saying “go home”. US immigration policies appear radically open while UK policies appear radically closed.

But beneath appearances there is a strikingly symmetrical gap between talk and action in both places. While courageously defying Congress to protect Mexico’s huddled masses, Obama is also presiding over a “formidable immigration enforcement machinery”, which consumes more federal dollars than all other law enforcement agencies combined, detains more unauthorized immigrants than inmates in all federal prisons, and has already deported millions.

While talking tough, the UK government remains even more open to immigration than most classic settler societies: it switched from open Imperial borders to open EU borders without evolving a modern migration management system in the interim. Net migration is beyond government control because emigration and EU migration cannot be hindered, family migrants can appeal to the courts, and foreign workers and students are economically needed.

So these debates are mirror images: the US is talking open while acting closed; the UK is talking closed but acting open. What explains this pattern? The different talk is no mystery: Obama’s Democrats lean Left while Cameron’s Conservatives lean Right. But this cannot explain the gaps between talk and action. These are related to another political division that cuts across the left-right spectrum: the division between “Open and Closed”.

Different party factions have different reasons for being open or closed to immigration. On the Left, the Liberal Intelligentsia is culturally open, valuing diversity and minority rights, while the Labour Movement is economically closed, fearing immigration will undermine wages and working conditions. On the Right, the Business Elite is economically open to cheap and pliable migrant labour, while the Nationalist Right is culturally closed to immigration, fearing it dilutes national identity. Left and Right were once the markers of class, but now your education, accent and address only indicate whether you’re Open or Closed.

Sympathetic talk can often satisfy culturally motivated supporters, but economic interest groups demand more concrete action in the opposite direction. So, a right-leaning leader may talk tough to appease the Nationalist Right, but keep actual policies more open to please the Business Elite. A left-leaning leader may talk open to arouse the Liberal Intelligentsia, but act more closed so as to soothe the Labour Movement. These two-track strategies can unite party factions, and even appeal to “strange bedfellows” across the aisle.

US and UK immigration debates illustrate this pattern. The UK government always knew it would miss its net migration target: its own 2011 impact assessments predicted making about half the promised reductions. This must have reassured Business Elites, who monitor such signals. Meanwhile for the Nationalist Right it’s enough to have “a governing party committed to reducing net migration” as “a longer term objective”. It’s the thought that counts for these easygoing fellows.

So, the Conservatives’ net migration targets are failing rather successfully. The clearest beneficiary is UKIP – a more natural Tory sidekick than the Lib Dems, and one which, by straddling the Closed end of the spectrum, siphons substantial support from the Labour Movement. Almost half the UK electorate supports the Tories or UKIP; together they easily dominate the divided Left which, by aping the old Tory One Nation slogan, offers nothing concrete to the Labour Movement, and disappoints the Liberal Intelligentsia, who ask, ‘Why doesn’t a man with Miliband’s refugee background stand up for what’s right?’

Maybe Miliband should have followed Barack Obama instead of David Cameron. Obama knows that the thought also counts for America’s Liberal Intelligentsia. For example, Paul Krugman writes, “Today’s immigrants are the same, in aspiration and behavior, as my grandparents were — people seeking a better life, and by and large finding it. That’s why I enthusiastically support President Obama’s new immigration initiative. It’s a simple matter of human decency.”

It’s also a simple matter of political pragmatism. Hispanics will comprise 30% of all Americans by 2050; many of those protected today are their parents. Both parties know this but the Democrats are more motivated by it. They have won amongst Hispanic voters in every presidential election in living memory, often with 60-80% majorities: losing Hispanic voters would be game changing. But the Republicans just can’t bring themselves to let Obama win by passing comprehensive immigration reform. Just spite the face now: worry about sewing the nose back on later.

Obama’s actions secure the Hispanic vote, but more importantly they pacify the Labour Movement. Milton Friedman once argued that immigration benefits America’s economy as long as it’s illegal. For ‘economy’ read ‘employers’, who want workers they can hire and fire at will without paying for costly minimum wages or working conditions. In other words, Friedman liked unauthorized immigration because he thought it undermined everything the Labour Movement believes in. No wonder the unions hated him: he was a red flag to a bull.

Luckily Obama’s actions don’t protect ‘illegal immigrants’. Those protected have not migrated for over five years, long enough for someone to become a full citizen in most countries, the US included. They are not immigrants anymore, but unauthorized residents. And once they’re authorized, they’ll just be plain old workers: no longer enemies of the Labour Movement, but souls ripe for conversion to it. For the real immigrants, the velvet glove comes off, and an iron-fisted border force instills mortal dread in anyone whose dreams of being exploited in the First World might threaten US health and safety procedures. To be clear, Obama’s actions protect the resident labour force from unauthorized immigration.

So, Obama’s talk-open-act-closed strategy is working quite nicely for the Democrats, throwing a bone to the Labour Movement while massaging the conscience of the Liberal Intelligentsia – and even courting the Business Elite, who would rather not break the law just by giving jobs to people who want them. So even if they don’t revive Obama’s standing, the executive orders are a shot in the arm for the Democrats. It’s Hillary’s race to lose in 2016 (although come to think of it, that’s what The Economist said during the 2007 primaries…).

In sum: the politics of international migration reveal a new political landscape that cannot be captured by the old categories of Left and Right. Governments on both sides of the Atlantic are talking one way on immigration but acting another, so as to satisfy conflicting demands from Open and Closed party factions while wooing their opponents’ supporters.

So are Left and Right parties dinosaurs? Not necessarily. Things may look different in countries with more parties, but I suspect that the four factions outlined above will crop up even in countries led by multi-party coalitions. We need more studies to know – if this framework works in your country, I’d be interested to hear. Another interesting challenge is to understand how these patterns relate to the rise of anti-immigrant sentiment – a question touched on by a recent special issue of Migration Studies.

11. Touchy-feely politics

In April 2009, Barack and Michelle Obama met Queen Elizabeth I during their first state visit to England. At one point during their encounter, Michelle Obama put her arm around the Queen’s lower back and rubbed her shoulder, and the Queen reciprocated. It was the kind of gesture that might seem quite unremarkable when exchanged by friends, or even casual acquaintances: but, given the participants on this particular occasion, it unsurprisingly attracted a great deal more attention. The British tabloid press responded with all the measured calm for which it is so famous. The Daily Mail called their interaction “utterly astonishing,” and saw it as evidence of a “new touchy feely protocol.”

Responding to this scenario with faux amazement of this sort, however, wrongly suggests that the rules against touching a monarch differ fundamentally from those that govern the non-royal lives that the rest of us live. Rather than brewing a storm in a royal teacup in this way, we can instead use this moment to reflect upon the role that quieter, implicit, unspoken codes and rituals continue to play in our everyday interactions. The fact that the Queen cannot typically be touched doesn’t make her unlike the rest of us: it just means that the rules are clearer and less ambiguous in her case, and so too are the moments in which they are contravened.

Nowhere is the presence of such tacit codes clearer, perhaps, than in moments of greeting and parting, those ritualised exchanges that book-end so many of our daily interactions. Even something as routine as a handshake has a deeper symbolism buried within it – it is likely that the gesture first came to prominence among Quakers in the seventeenth century, as a deliberately egalitarian alternative to the doffing of hats, so it carries a political message of equality in addition to its social utility. The precise way in which a handshake is carried out – its degree of limpness or firmness, say – can tacitly set the tone for the conversation that follows.

Then there are the more intimate alternatives to the handshake – an embrace, or a peck on the cheek. It’s only at such a moment that both I, and the person with whom I am speaking, have to specify and give expression to our understanding of our relationship, and its level of intimacy. It’s a potentially fraught moment. What if I reach my hand out to be shaken at the precise moment that my interlocutor leans in for a hug? What if we exchange kisses on one cheek, but I swoop in for a kiss on the other side while the other person has already withdrawn his or her face, leaving me awkwardly to pucker up at thin air? It’s hard to say whether it is more embarrassing to be the one who has expected a greater degree of intimacy and been denied it, or the one who issues an accidental rebuff. A stiff moment of silence typically follows.

Described in this way, the most routine moments, which usually pass without incident, start to sound like a potential minefield of awkwardness and humiliation. We might hope to avoid experiencing such emotions ourselves, but the very fact that they are possible confirms just how important are these quiet, everyday exchanges. The more overt rituals that still structure touch-feely politics at the highest level are simply a magnification of the role that these rituals play in our everyday lives.

Once restrictions on touching the monarch have officially been formulated, it increases the political significance that casual acts of touch can assume. While restrictions of this sort have existed in many different cultures and eras, the point at which they were codified in English history can be pinpointed quite precisely. This occurred during the reign of Henry VIII, in the form of the Eltham Ordinances of 1526, orchestrated by Cardinal Wolsey. These regulations stressed that only Gentlemen of the Privy Chamber could dress the King, but insisted “that none of the said Grooms or Ushers do approach or presume…to lay hands upon his royal person.” The fact that Henry’s body couldn’t routinely be handled enabled him to invest those moments in which he did deign to touch his subjects all the more significant.

The implications of this situation were sharply recognised by Thomas More, as reported in the posthumous biography by his son-in-law, William Roper. Roper recalled the King walking with More in his garden after dinner one day, and “holding his arm about his neck.” Roper recognised this as a great sign of favour, and congratulated More, who wryly replied that “I believe he doth as singly favour me as any subject within this realm. Howbeit, son Roper, I may tell thee I have no cause to be proud thereof, for if my head could win him a castle in France … it should not fail to go.” More’s bleakly prophetic words recognised both the importance of these moments of unobtrusive intimacy, and their tendency to pale in comparison with the brutalities of realpolitik.

This moment suggests that the “new touchy-feely protocol” between the Queen and Michelle Obama was not in fact new, but continued a long-standing tendency for rulers to allow their bodies to be accessed in casual ways at carefully chosen moments. Barack Obama has shown himself to be no less aware of the symbolic force of striking moments of gentle contact, as with the 2012 photo, shown around the world, of the President allowing a five-year-old to feel his hair and confirm that it felt like the boy’s own. The real interest in such moments, however, lies less in what they tell us about the behaviour of rulers, than in the opportunity that they provide for reflection on the significance of such moments, so often fleeting and barely registered, in our own lives. The rituals that govern everyday conduct are less explicit than the Eltham Ordinances, but it is their unspoken nature that grants them both their quiet importance, and their perennial capacity for embarrassment.

12. The chimera of anti-politics

Anti-politics is in the air. There is a prevalent feeling in many societies that politicians are up to no good, that establishment politics are at best irrelevant and at worst corrupt and power-hungry, and that the centralization of power in national parliaments and governments denies the public a voice. Larger organizations fare even worse, with the European Union’s ostensible detachment from and imperviousness to the real concerns of its citizens now its most-trumpeted feature. Discontent and anxiety build up pressure that erupts in the streets from time to time, whether in Takhrir Square or Tottenham. The Scots rail against a mysterious entity called Westminster; UKIP rides on the crest of what it terms patriotism (and others term typical European populism) intimating, as Matthew Goodwin has pointed out in the Guardian, that Nigel Farage “will lead his followers through a chain of events that will determine the destiny of his modern revolt against Westminster.”

At the height of the media interest in Wootton Bassett, when the frequent corteges of British soldiers who were killed in Afghanistan wended their way through the high street while the townspeople stood in silence, its organizers claimed that it was a spontaneous and apolitical display of respect. “There are no politics here,” stated the local MP. Those involved held that the national stratum of politicians was superfluous to the authentic feeling of solidarity that could solely be generated at the grass roots. A clear resistance emerged to national politics trying to monopolize the mourning that only a town at England’s heart could convey.

Academics have been drawn in to the same phenomenon. A new Anti-politics and Depoliticization Specialist Group has been set up by the Political Studies Association in the UK dedicated, as it describes itself, to “providing a forum for researchers examining those processes throughout society that seem to have marginalized normative political debates, taken power away from elected politicians and fostered an air of disengagement, disaffection and disinterest in politics.” The term “politics” and what it apparently stands for is undoubtedly suffering from a serious reputational problem.

But all that is based on a misunderstanding of politics. Political activity and thinking isn’t something that happens in remote places and institutions outside the experience of everyday life. It is ubiquitous, rooted in human intercourse at every level. It is not merely an elite activity but one that every one of us engages in consciously or unconsciously in our relations with others: commanding, pleading, negotiating, arguing, agreeing, refusing, or resisting. There is a tendency to insist on politics being mainly about one thing: power, dissent, consensus, oppression, rupture, conciliation, decision-making, the public domain, are some of the competing contenders. But politics is about them all, albeit in different combinations.

It concerns ranking group priorities in terms of urgency or importance—whether the group is a family, a sports club or a municipality. It concerns attempts to achieve finality in human affairs, attempts always doomed to fail yet epitomised in language that refers to victory, authority, sovereignty, rights, order, persuasion—whether on winning or losing sides of political struggle. That ranges from a constitutional ruling to the exasperated parent trying to end an argument with a “because I say so.” It concerns order and disorder in human gatherings, whether parliaments, trade union meetings, classrooms, bus queues, or terrorist attacks—all have a political dimension alongside their other aspects. That gives the lie to a demonstration being anti-political, when its ends are reform, revolution or the expression of disillusionment. It concerns devising plans and weaving visions for collectivities. It concerns the multiple languages of support and withholding support that we engage in with reference to others, from loyalty and allegiance through obligation to commitment and trust. And it is manifested through conservative, progressive or reactionary tendencies that the human personality exhibits.

When those involved in the Wootton Bassett corteges claimed to be non-political, they overlooked their organizational role in making certain that every detail of the ceremony was in place. They elided the expression of national loyalty that those homages clearly entailed. They glossed over the tension between political centre and periphery that marked an asymmetry of power and voice. They assumed, without recognizing, the prioritizing of a particular group of the dead – those that fell in battle.

People everywhere engage in political practices, but they do so in different intensities. It makes no more sense to suggest that we are non-political than to suggest that we are non-psychological. Nor does anti-politics ring true, because political disengagement is still a political act: sometimes vociferously so, sometimes seeking shelter in smaller circles of political conduct. Alongside political philosophy and the history of political thought, social scientists need to explore the features of thinking politically as typical and normal features of human life. Those patterns are always with us, though their cultural forms will vary considerably across and within societies. Being anti-establishment, anti-government, anti-sleaze, even anti-state are themselves powerful political statements, never anti-politics.

13. The Scots and the Union of 1707: surly then, uncertain now

The Union of 1707 – which by uniting the English and Scottish parliaments created the new state of the United Kingdom of Great Britain – was enthusiastically sought by some Scots and grudgingly accepted by many more, even if most people would have been happier with a federal union. What until recently most historians had missed was the identification with the Union of Scottish politicians and their supporters who had suffered under the later Stuart regime. In some cases they’d been forced into exile in the Low Countries They were backers of the Revolution (of 1688-90) in Scotland, which they saw as truly glorious. They advocated union as a means of securing the gains of the Revolution (constitutional monarchy, the re-establishment of Presbyterianism and certain civil liberties) and keeping the Jacobites’ hands off the imperial crown. This was a union based on Whig principles – religious, civic and economic. It was effected, as far as Scotland was concerned, through the persistence of a number of driven individuals some of whom had advocated closer union with England in 1688-9, and were still around in 1706-7 to vote for this in the Scottish Parliament.

I take issue with the centuries-old shibboleth that in 1707 the Scots had been, in the words of Robert Burns, ‘bought and sold for English gold’, by a ‘parcel’ of roguish politicians. The Union of 1707 was not the betrayal of the Scottish nation its critics had long asserted, a measure to be overturned if Scotland was to be set back on its rightful constitutional trajectory – not as a stateless nation within the British union state but as an independent nation state.

Yet support for the Scottish Nationalists in Scotland has grown strongly since the 1970s, along with disenchantment with the British state and Westminster. Scots’ identification with Britain has fallen sharply, with most Scots now feeling more Scottish than British.

It’s pretty clear that the Union is more vulnerable today than at any previous time since the Jacobite risings of 1714-5 and 1745-6. The props upon which it was built either no longer apply – its core purpose was to ensure that Queen Anne was succeeded by a Protestant (thereby excluding the Catholic claimant, James Edward Stuart, later the ‘Old Pretender’), or are less important. Presbyterianism, the security of which was enshrined (in theory at least) in the first of the two acts that comprised the Union agreement, has ceased to matter for most Scots. Scotland’s economy is no longer under-developed – unhindered access to the English market and to England’s Atlantic and Caribbean colonies were attractions even for Scots who were otherwise opposed to incorporation.

In short, there is a case for saying that the Union is past its ‘sell by date’. Those who are keen to maintain the United Kingdom need to come up with a vision for a Union for the 21st century – or at the very least a rationale – of the kind that inspired Scots to push for such an arrangement in 1707. Many more rallied to defend it – sometimes by risking life and limb – against the Jacobite incursions of 1715 and 1745. Until recently the main pro-Union campaign, Better Together, has been criticized for emphasizing the negative aspects of Scottish independence – ‘project fear’ – rather than the positive virtues of the Union.

Yet support for Yes Scotland – the separatists’ campaign – is (at the time of writing) apparently no higher than around 40% of the electorate, suggesting that when the referendum vote happens, on 18 September this year, a majority of Scots will vote No. Comparison with other nations in Europe that have recently struggled for and achieved independence may tell us something – not least that Scotland’s experience of union with a bigger neighbor has been somewhat less oppressive. Like being in bed not with an elephant as some allege, but a teddy bear. And that currently, notwithstanding its failings, more Scots than the nationalists hoped for still feel comfortable within the Union. It’s a habit that’s lasted for more than three centuries. As things stand, not enough people have found compelling reasons to give it up.

14. What would an independent Scotland look like?

The UK Government will no doubt be shocked if the referendum on 18 September results in a Yes vote. However, it has agreed to respect the outcome of the referendum and so we must assume that David Cameron will accept the Scottish Government’s invitation to open negotiations towards independence.

The first step will be the formation of two negotiating teams — Team Scotland and Team UK, as it were. These will be led by the governments of both Scotland and the UK, although the Scottish Government has indicated that it wants other political parties in Scotland to join with it in negotiating Scotland’s position. We would expect high level points to be set out by the governments, the detail to be negotiated by civil servants.

The Scottish Government anticipates a 19 month process between a Yes vote and a formal declaration of independence in March 2016.

What then would an independent Scotland look like?

The Scottish Government plan is for an interim constitution to be in place after March 2016 with a permanent constitution to be drafted by a constitutional convention composed of representatives of civil society after Scottish elections in May 2016.

The Scottish Government intends that the Queen will remain head of state. But this and other issues would presumably be up to the constitutional convention to determine in 2016.

Similarly the Scottish Parliament will continue to be a one chamber legislature, elected by proportional representation, a model rejected by UK voters for Westminster of course in a referendum in 2011.

The Scottish Government seeks to keep the pound sterling as the currency of an independent Scotland. The UK Government’s position is that Scotland can use the pound but that there will be no formal currency union. After a Yes vote this position could change but the unionist parties are united in denying any such possibility.

The UK has heavily integrated tax, pension, and welfare systems. It will certainly be possible to disentangle these but it may take longer than 19 months. In the course of such negotiations both sides may find that it makes sense to retain elements of close cooperation in the social security area, at least in the short to medium term.

The Scottish Government has put forward a vision of Scotland as a social democracy. It will be interesting if it follows through on plans to enshrine social rights in the constitution, such as entitlements to public services, healthcare, free higher education, and a minimum standard of living. The big question is: can Scotland afford this? It would seem that a new tax model would be needed to fund a significantly higher commitment to public spending.

A third area of great interest is Scotland’s position in the world. One issue is defense. The SNP promises a Scotland free of nuclear weapons, including the removal of Trident submarines from the Clyde. This could create difficulties, both for Scotland in seeking to join NATO, but also for the remainder UK, which would need to find another base for Trident. The Scottish Government rejects firmly that it will be open to a deal on Trident’s location in turn for a currency union with London, but this may not be out of the question.

Another issue is that the Scottish Government takes a much more positive approach to the European Convention on Human Rights, than does the current UK government. In fact, the proposal is that the European Convention will become supreme law in Scotland, which even the Scottish Parliament could not legislate against. This contrasts with the current approach of the Conservative Party, and to some extent the Labour Party, in London which are both proposing to rebalance powers towards the UK Parliament and away from the European Court in Strasbourg.

Turning to the European Union, it seems clear to me that Scotland will be admitted to the EU but that the EU could drive a hard bargain on the terms of membership. Compromises are possible. Scotland does not, at present, qualify for, and in any case there is no appetite to join, the Eurozone, so a general commitment to work towards adopting the Euro may satisfy the EU. The Scottish Government also does not intend to apply for membership of the Schengen Area but will seek to remain a part the Common Travel Area, which would mean no borders and a free right to travel across the British and Irish isles.

The EU issue is also complicated because the UK’s own position in Europe is uncertain. Will the UK stay in the EU? The prospect of an in/out referendum after the next UK general election is very real. Another issue is whether an independent Scotland would gradually develop a much more pro-European mentality than we see in London. Would Scotland become positive rather than reluctant Europeans, and would Scotland seek to adopt the Euro in the medium to longer term? We don’t know for now. But if the UK votes to leave the EU, then this may well be the only option open to an independent Scotland in Europe.

To conclude, a written constitution, a stronger commitment to European human rights standards, a more pro-European Union attitude, and an attempt to build a more social welfarist state could bring about an independent Scotland that looks very different from the current UK. However, the bonds of union run deep, and if Scotland does achieve a currency union with the UK it will be tied closely to London’s tax structure. In such a scenario the economies, and therefore the constitutions, of the two countries, will surely continue to bear very many similarities. Much also depends upon relationships with the European Union. If the UK stays in the EU then Scotland and the UK could co-exist with a sterling currency union and a free travel area. If the UK votes to leave then Scotland will need to choose whether to do likewise or whether to align much more closely with Europe.

15. The Scottish referendum: where is Cicero?

In a week’s time, the residents of Scotland (not the Scottish people: Scots resident south of the border are ineligible to vote) will decide whether or not to destroy the UK as currently constituted. The polls are on a knife edge; and Alex Salmond, the leader of the separatists, has a track record as a strong finisher. If he gets his way, the UK will lose 8% of its citizens and a third of its land mass; and Scotland, cut off, at least initially, from every international body (the UN Security Council, NATO, the EU) and every UK institution (the Bank of England, the pound sterling, the BBC, the security services), will face a bleak and uncertain future.

In the first century BC, the Roman republic was collapsing as a result of its systemic inability to curb the ambitions of powerful politicians. Everyone could see that the end was nigh; no one could predict what would follow. The conditions were ideal for the development of political oratory, and Cicero emerged as Rome’s greatest orator, determined to save his country even at the cost of his own life. During his consulship, he suppressed the conspiracy of Catiline, denouncing that man and his deluded supporters in his four Catilinarian Speeches. He pulled no punches: he did not hold back, like the supporters of the Union today, for fear of appearing too “negative”. So he informed the senate:

“A plot has been formed to ensure that, following a universal massacre, there should not be a single person left even to mourn the name of the Roman people or to lament the destruction of so great an empire.”

For Catiline’s supporters, he had nothing but contempt, telling the people:

“Reclining at their banquets, embracing their whores, heavy with wine, stuffed with food, wreathed with flowers, drenched with perfume, and worn out by promiscuous sex, they belch out their plans for the massacre of decent citizens and the burning of Rome.”

Cicero went straight for the jugular. Two decades later he denounced a more powerful adversary, Mark Antony, who was attempting with much greater forces to seize control of the state. Cicero attacked him in a series of speeches, the Philippics; but Antony did a deal with Octavian, got what he wanted, and had Cicero killed. Cicero’s words at the end of the Second Philippic were prophetic:

“I defended this country when I was a young man: I shall not desert it now that I am old. I faced down the swords of Catiline: I shall not flinch before yours. Yes, and I would willingly offer my body, if the freedom of this country could at once be secured by my death. Two things alone I long for: first, that when I die I may leave the Roman people free; and second, that each person’s fate may reflect the way he has behaved towards his country.”

Where is Cicero today when we need him? The debate on the future of Scotland, and hence of the UK, has been conducted in newspapers, in TV interviews and debates, and in social media. Anonymous internet trolls hurl abuse at celebrities who dare to express their affection for Britain. The Westminster Parliament stays silent. One MP, however, is free of the party whips, and has been touring Scotland delivering passionate, hard-hitting and unapologetically negative speeches in defence of the Union. This is George Galloway, and the speech he gave in Edinburgh on 24 June can be read and listened to here.

Like Cicero, Galloway pulls no punches. He compares the current crisis with 1940, the last time the UK faced an existential threat:

“And not one person asked in that summer and autumn of 1940 and into 1941 if the pilots who were spinning above us defending us from invasion from the barbaric horde were from Suffolk or Sutherland. We were people together on a small piece of rock with 300 years of common history.”

Referring to his political differences with the other supporters of the Union, he says, “We have come together but temporarily at a moment of national peril”, declaring:

“There will be havoc if you vote Yes in September. Havoc in Edinburgh and throughout the land and you will break the hearts of many others too.”

This preference for extreme, unambiguous statements, delivered with the greatest possible emotional force, and this recognition of the significance of the historical moment, is pure Cicero. But what is most Ciceronian in Galloway’s speech is the moral dimension. Galloway is not concerned with whether the new Scottish state would have to concentrate its spending on benefits or foreign embassies. Instead, he harks back repeatedly to the Second World War, that conflict of good against evil, contrasting it with Bannockburn, “a battle 700 years ago between two French-speaking kings with Scottish people on both sides”. And, as Cicero would, he judges an issue by the moral character of the people concerned: on the one side, Brian Souter, “the gay-baiting billionaire” and major donor of the SNP, and on the other, the children’s author J. K. Rowling, “one of our highest achieving women in the history of our entire country”, whose moderate and reasoned support for the Union has earned her hate mail from fanatical separatists. Morality runs like a thread all the way through Galloway’s speech.

How come so few women are in favour of independence? Why are Scotland’s women the most resistant of all the demographics in this contest? The reason is that women simply don’t like gambling. And everything in their project is about gambling — for your future, your pension, your children and their children’s future.

“Let it be inscribed on the forehead of every citizen what he thinks about his country”, Cicero told the senate. Next week, the future of the UK will be decided by a secret ballot. If Britain survives in a political and not merely in a geographical sense, part of the credit will be due to the Ciceronian eloquence of Mr Galloway.

16. The economics of Scottish Independence

On September 18, Scots will go to the polls to vote on the question “Should Scotland be an independent country?” A “yes” vote would end the political union between England and Scotland that was enacted in 1707.

The main economic reasons for independence, according to the “Yes Scotland” campaign, is that an independent Scotland would have more affordable daycare, free university tuition, more generous retirement and health benefits, less burdensome regulation, and a more sensible tax system.

As a citizen of a former British colony, it is tempting to compare the situation in Scotland with those of British colonies and protectorates that gained their independence, such as the United States, India/Pakistan, and a variety of smaller countries in Africa, Asia, and the Americas, although such a comparison is unwarranted.

Historically, independence movements have been motivated by absence of representation in the institutions of government, discrimination against the local population, and economic grievances. These arguments do not hold in the Scottish case.

  • Scotland is an integral part of the United Kingdom. It is represented in the British Parliament in Westminster, where it holds 9% of the seats—fair representation, considering that Scotland’s population is a bit less than 8.5% of total UK population.
  • Scotland does have a considerable measure of self-government. A Scottish Parliament, created in 1998, has authority over issues such as health, education, justice, rural affairs, housing and the environment, and some limited authority over tax rates. Foreign and defense policy remain within the purview of the British government.
  • Scots do not seem to have been systematically discriminated against. At least eight prime ministers since 1900, including recent ex-PMs Tony Blair and Gordon Brown, were either born in Scotland or had significant Scottish connections.
  • Scotland is about as prosperous as the rest of the UK, with output per capita greater than those of Wales, Northern Ireland, and England outside of London (see figure).

Because the referendum asks only whether Scotland should become independent and contains no further details on how the break-up with the UK would be managed, it is important to consider some key economic issues that will need to be tackled should Scotland declare its independence.

Since Scotland already has a parliament that makes many spending and taxing decisions, we know something about Scottish fiscal policy. According to the World Bank figures, excluding oil (a resource that is expected to decline in importance in coming decades), Scotland’s budget deficit as a share of gross domestic product already exceeds those of fiscally troubled neighbors Greece, Spain, Ireland, Portugal, and Italy. Given the “Yes” campaign’s promise to make Scotland’s welfare system even more generous, the fiscal sustainability of an independent Scotland’s is unclear.

As in any divorce, the parties would need to divide their assets and liabilities.

The largest component of UK liabilities are represented by the British national debt, recently calculated at around £1.4 trillion ($2.4 trillion), or about 90 percent of UK GDP. What share of this would an independent Scotland “acquire” in the break-up?

Assets would also have to be divided. One of the greatest assets—North Sea oil—may be more straightforward to divide given that the legislation establishing the Scottish Parliament also established a maritime boundary between England and Scotland, although this may be subject to negotiation. But what about infrastructure in England funded by Scottish taxes and Scottish infrastructure paid for with English taxes?

An even more contentious item is the currency that would be used by an independent Scotland. The pro-independence camp insists that an independent Scotland would remain in a monetary union with the rest of the UK and continue to use the British pound. And, in fact, there is no reason why an independent Scotland could not declare the UK pound legal tender. Or the euro. Or the US dollar, for that matter.

The problem is that the “owner” of the pound, the Bank of England, would be under no obligation to undertake monetary policy actions to benefit Scotland. If a sluggish Scottish economy is in need of loose monetary policy while the rest of the UK is more concerned about inflation, the Bank of England would no doubt carry out policy aimed at the best interests of the UK—not Scotland.

If a Scottish financial institution was on the point of failure, would the Bank of England feel duty-bound to lend pounds? As lender of last resort in England, the Bank has an obligation to supervise—and assist, via the extension of credit—troubled English financial institutions. It seems unlikely that an independent Scotland would allow its financial institutions to be supervised and regulated by a foreign power—nor would that power be morally or legally required to extend the UK financial safety net to Scotland.

At the time of this writing (the second half of August), the smart money (and they do bet on these things in Britain) is on Scotland saying no to independence, although poll results released on August 18 found a surge in pro-independence sentiment. Whatever the polls indicate, no one is taking any chances. Several Scottish-based financial companies are establishing themselves as corporations in England so that, in the case of independence they will not be at a foreigner’s disadvantage vis-à-vis their English clients. Given the economic uncertainty generated by the vote, the sooner September 18 comes, the better for both Scotland and the UK.

17. Why study trust?

In many countries, including Britain, the Euro-elections in May showed that a substantial minority of voters are disillusioned with mainstream parties of both government and opposition. This result was widely anticipated, and all over Europe media commentators have been proclaiming that the public is losing trust in established politicians. Opinion polls certainly support this view, but what are they measuring when they ask questions about trust? It is a slippery concept which suggests very different things to different people. Social scientists cannot reach any kind of consensus on what it means, let alone on what might be undermining it. Yet most people would agree that some kind of trust in the political process is essential to a stable and prosperous society.

Social scientists have had trouble with the concept of trust because most of them attempt to reach an unambiguous definition of it, distinguishing it from all other concepts, and then apply it to all societies at different times and in different parts of the world. The results are unsatisfactory, and some are tempted to ditch the term altogether. Yet there self-evidently is such a thing as trust, and it plays a major role in our everyday life. Even if the word is often misused, we should not abandon it. My approach is different: I use the word as the focus of a semantic milieu which includes related concepts such as confidence, reliance, faith and belief, and then see how they work in practice in different historical settings.

The original impulse for Trust came from a specific historical setting: Russia during the 1990s. There I observed, at first hand, the impact on ordinary Russians of economic and political reforms inspired by Western example and in some cases directly imposed by the West. Those reforms rested on economic and political precepts derived from Western institutions and practices which dated back decades or even centuries – generating habits of mutual trust which had become so ingrained that we did not notice them anymore. In Russia those institutions and practices instead aroused wariness at first, then distrust, then resentment and even hatred of the West and its policies.

I learnt from that experience that much social solidarity derives from forms of mutual trust which are so unreflective that we are no longer aware of them. Trust does not always spring from conscious choice, as some social scientists affirm. On the contrary, some of its most important manifestations are unconscious. They are nevertheless definitely learned, not an instinctive part of human nature. It follows that forms of trust which we take for granted are not appropriate for all societies.

Despite these differences, human beings are by nature predisposed towards trust. Our ability to participate in society depends on trusting those around us unless there is strong evidence that we should not do so. We all seek to trust someone, even – perhaps especially – in what seem desperate situations. To live without trusting anyone or anything is intolerable; those who seek to mobilise trust are therefore working with the grain of human nature.

We also all need trust as a cognitive tool, to learn about the world around us. In childhood we take what our parents tell us on trust, whereas during adolescence we may well learn that some of it is untrue or inadequate. Learning to discriminate and to moderate both trust and distrust is extraordinarily difficult. The same applies in the natural sciences: we cannot replicate all experiments carried out in the past in order to check whether they are valid. We have trust most of what scientists tell us and integrate it into our world picture.

Because we all need trust so much, it tends to create a kind of herd instinct. We have a strong tendency to place our trust where those around us do so. As a senior figure in the Royal Bank of Scotland commented on the widespread profligacy which generated the 2008 financial crisis: “The problem is that in banks you have this kind of mentality, this kind of group-think, and people just keep going with what they know, and they don’t want to listen to bad news.”

Trust, then, is necessary both to avoid despair and to navigate our way through life, and it cannot always be based on what we know for certain. When we encounter unfamiliar people – and in the modern world this is a frequent experience – we usually begin by exercising an ‘advance’ of trust. If it is reciprocated, we can go on to form a fruitful relationship. But a lot depends on the nature and context of this first encounter. Does the other person speak in a familiar language, look reassuring and make gestures we can easily ‘read’? Trust is closely linked to identity – our sense of our own identity and of that of those around us.

On the whole the reason we tend to trust persons around us is because they are using symbolic systems similar to our own. To trust those whose systems are very different we have to make a conscious effort, and probably to make a tentative ‘advance’ of trust. This is the familiar problem of the ‘other’. Overcoming that initial distrust requires something close to a leap in the dark.

Whether we know it or not, we spend much of our social life as part of a trust network. Such networks can be very strong and supportive, but they also tend to erect around themselves rigid boundaries, across which distrust is projected. When two or more trust networks are in enmity with one another, an ‘advance’ of trust can only work satisfactorily if it proves possible to transform negative-sum games into positive-sum games. However, an outside threat helps two mutually distrusting networks to find common ground, settle at least some of their differences and work together to ward off the threat. When the threat is withdrawn, they may well resume their mutual enmity.

During the twentieth century the social sciences – and following them history – were mostly dominated by theories derived from the study of power and/or rational choice. We still talk glibly of the struggle between democracy and authoritarianism, without considering the kinds of social solidarity which underlie both forms of government. I believe we need to supplement political science with a kind of ‘trust science’, which studies people’s mutual sympathy, their lively and apparently ineradicable tendency to seek reciprocal relationships with one another, and also what happens when that tendency breaks down. It is supremely important to analyse forms of social solidarity which do not derive directly from power structures and/or rational choice. Among other things, such an analysis might help us to understand why certain forms of trust have become generally accepted in Western society, and why they are in crisis right now.

18. Do we have too much democracy?

It’s finally happened! After years of watching and (hopeful) waiting, tomorrow is the day that I finally step into the TEDx arena alongside an amazing array of speakers to give a short talk about ‘an idea worth spreading’. The theme is ‘Representation and Democracy’ but what can I say that has not already been said? How can I tackle a big issue in just a few minutes? How do I even try and match-up to the other speakers when they include people like the pro-democracy campaigner and Nobel Peace Prize winner Aung San Suu Kyi? Dare I suggest the problem is ‘too much’ democracy rather than ‘too little’?

The ‘three-minute thesis test’ is a relatively new form of professional training in which Ph.D. students need to provide a clear and succinct account of their thesis and why it matters in just 180 seconds.  The aim is to not only make the students think and focus on the core intellectual ‘hook’ of their research but also to hone their communication skills so they can talk to multiple audiences in multiple ways about their research. This is all jolly good and to be encouraged. TEDx talks, however, represent something of the ‘über-three minute thesis test’ in the sense that not only must you tackle a big issue but you must also do so in a way that is sophisticated yet accessible, entertaining but serious and thought provoking but not ridiculous. You get eight minutes to do this, not three, but you only get one shot at giving the talk in front of a large live audience and an even larger online audience of many millions. This is reputational poker. Here is the essence of my pitch.

The title of my talk is ‘The Problem with Democracy’. However, the problem with even talking about ‘the problem with democracy’ is that it is a loaded statement. Loaded in the sense that it suggests that (1) there is a single ‘problem’ when it might be argued a discussion of ‘the problems’ [plural] with democracy might offer a more rounded and sophisticated set of answers; and (2) loaded in the sense that it accepts that ‘a problem’ exists. I want to take on and challenge each of these assumptions in turn but before this I want to make the rather unfashionable – even heretical – suggestion [and this is my ‘hook’] that one of the problems with contemporary democracy might be that in some parts of the world we have too much democracy rather than too little. Let’s call this problem ‘hyper-democracy’.

Something seems to have gone wrong in the relationship between the governors and the governed. Recent elections at all levels display not only low turnouts but also a shift towards more extreme populist parties that offer a general message of anti-politics and a mantra of ‘If only we could get rid of all the terrible politicians then everything would be fine!’ The problem is that you cannot have democracy without politics and you cannot have politics without politicians.

For all sorts of reasons, politics is increasingly viewed as little more than a spectator sport or a retail activity. Yet, democratic politics is not a ‘click-and-collect’ online shopping channel where you make your choice and expect your goods to arrive. And if you don’t get what you want, it has become too easy to heckle – or should I say to tweet or blog – from the sidelines. Could it be that we have too much of the wrong kind of democracy and too little of the right kind of democracy? Democracy is about compromise and a sense of proportion. We don’t always get what we want, as individuals or specific groups, in a democracy but that’s just the price we pay for living in a free society as opposed to a fear society (this might be a good time to remind you that, as the research of Freedom House illustrates, most of the world’s population do not live in democratic regimes).

We may have hit a point where our political system has become too sensitive to the public’s opinions and anxieties. Just think about the second half of the twentieth century; the growth in the number and range of ‘sleazebusters’, watchdogs, and audit bodies, the increasing role of the courts and the judicialization of politics, not to mention the role of the internet and an increasingly aggressive media in holding political processes and politicians to account. This is all good. It’s democratic progress. It’s part of John Keane’s wonderful book The Life and Death of Democracy and he calls this stage of far greater popular controls over politicians ‘monitory democracy’. But you could call this ‘hyper-democracy’ because the 24/7 news-cycle creates a perpetual storm of scandal and intrigue.

Could it be that we need to give those politicians we elect just a little more leeway and ‘space’ in order to allow them to focus on delivering their promises? Could it be that politicians have become too sensitive to the immediate demands of the loudest sectional groups or the latest focus group or what’s trending on twitter? The reason I dare to ask this question is for the simple reason that ‘hyper-democracy’ does not seem to be producing contented democrats but disaffected democrats. It seems to be fuelling increasing mistrust and mass misrepresentation by the media.

However, on the one hand I am criticizing the public for not getting involved themselves and viewing politics as a spectator sport, but on the other hand I am emphasizing that politicians need a little breathing space. How do I square this circle in a manner that offers a solution to the problem of democracy? I do it like this: the problem with hyper-democracy is too much of a shallow, disengaged, and generally aggressive form of individualized market-democracy and too little of a deeper and more socially embedded model based on active and engaged citizenship. We need less shouting and more listening, less pessimism and more optimism, but most of all we need more people – from a broader range of backgrounds – to step into the arena in order to demonstrate just why democratic politics matters.

19. Margot Asquith’s Great War diary

Margot Asquith was the opinionated and irrepressible wife of Herbert Henry Asquith, the Liberal Prime Minister who led Britain into war on 4 August 1914. With the airs, if not the lineage, of an aristocrat, Margot knew everyone, and spoke as if she knew everything, and with her sharp tongue and strong views could be a political asset, or a liability, almost in the same breath. Her Great War diary is by turns revealing and insightful, funny and poignant, and it offers a remarkable view of events from her vantage point in 10 Downing Street. The diary opens with Margot witnessing the scene in the House of Commons, as the political crisis over Irish Home Rule began to be eclipsed by the even greater crisis of the threat of a European war, in which Britain might become involved…

The gallery was packed, Ly Londonderry and the Diehards sitting near Mrs Lowther—myself and Liberal ladies the other side of the gallery. The beautiful, incredibly silly Muriel Beckett and M. Lowther rushed round me, and others, pressing up, said ‘Good Heavens, Margot, what does this mean? How frightfully dangerous! Why, the Irish will be fighting tonight—what does it all mean?’ M. ‘It means your civil war is postponed, and you will, I think, never get it.’ I looked at these women who had been insolent to me all the session, when I added ‘If you read the papers, you’ll find we are on the verge of a European war.’

Redmond told H. that afternoon that if the Government liked to remove every soldier from Ireland, he would bet there would never be one hitch; and that both his volunteers and Carson’s would police Ireland with ease.

War! War!—everyone at dinner discussing how long the war would last. The average opinion was 3 weeks to 3 months. Violet said 4 weeks. H. said nothing, which amazed us! I said it would last a year. I went to tea with Con, and Betty Manners told me she had heard Kitchener at lunch say to Arthur Balfour he was sure it would last over a year.

Bad news from abroad. I was lying in bed, resting, 7.30 p.m. The strain from hour to hour waiting for telegrams, late at night; standing stunned and unable to read or write; two cabinets a day; crowds through which to pass, cheering Henry wildly—all this contributed to making me tired. H. came into my room. I saw by his face that something momentous had happened. I sat up and looked at him. For once he stood still, and didn’t walk up and down the room (He never sits down when he is talking of important things.)

H.           Well! We’ve sent what is called ‘the precautionary telegram’ to every office in the Empire—War, Navy, Post Office, etc., to be ready for war. This is what the Committee of Defence have been discussing and settling for the last two years. It has never been done before, and I am very curious to see what effect it will have. All these wires were sent between 2 and 2.30 marvellously quick. (I never saw Henry so keen outwardly—his face looked quite small and handsome. He sat on the foot of my bed.)

M.          (passionately moved, I sat up, and felt 10 feet high.) How thrilling! Oh! Tell me, aren’t you excited, darling?

H.           (who generally smiles with his eyebrows slightly turned, quite gravely kissed me, and said) It will be very interesting.

20. My democracy, which democracy?

I support democracy. I like to think I do so to the extent of willingness to fight and perhaps die for it. This is not so extravagant a claim, within living memory the men in my family were called upon to do exactly that.

Universal suffrage is consequently my birth-right, but what is it that I am being permitted to do with my vote, when the political parties have so adjusted the system to suit themselves?

In the coming elections for local councils and the European Parliament, two relatively recent changes have stripped away most of the choices voters had and given them to the political parties. The Local Government Act 2000 and the party list system, introduced for European elections in 1999, are both triumphs of management over content. Both shuffled power from an aggregate of the electors to a small number of people running the party machines.

When I first saw local government in action, as a junior reporter on a local paper, I felt admiration for the range of abilities and oratorical skill that leading councillors brought to their posts. They were people who not only worked unpaid, but often made real financial sacrifices in order to work for their locality. When I occasionally attend council meetings today I am struck by the poor quality of the debates, the inability to see the implications of policy beyond party advantage, the lack of intellectual rigour, the sheer irrelevance of most of this political process to the business of local government, which is now carried on by senior officers.

What happened in the interim? The Local Government Act 2000 did away with the old committee system that had run councils since 1835, through more than a century and a half of municipal progress. The government imposed a ‘leader and cabinet’ system. Active local democracy was ‘modernised’ into non-existence; only cabinet members now have any authority and even their role is merely advisory to the leader.

The leader appoints the cabinet; the rest of the councillors are supporters or impotent opponents. There is no political brake on the leader’s authority, but decisions can be criticised in retrospect by a ‘scrutiny committee.’ This is not local democracy but local autocracy.

Is it any wonder that people of quality are reluctant to come forward to be councillors when they have no influence except that can be garnered by toadying to the leader, who might then appoint them to the cabinet and put some money in their pockets? People of quality wanting to act in public affairs realise they could have more influence in pressure groups. Of course, there are still some meritorious councillors, just as under the old system there were some fools. My observation is that the balance has shifted and there are now fewer people of quality prepared to go through the system.

Voters were in fact given something of a choice over the introduction of the Local Government Act 2000: they could choose whether to have the directly elected mayor and cabinet system, or the leader and cabinet system. There was no option of retaining the tried and tested system of committees where every councillor had a voice. So it was a charade of a ballot where only votes in favour were requested and counted. This used to be called ‘guided democracy’ in east European countries.

As with every centralisation, those who already possessed power welcomed the developments of the Act with hands outstretched. It put more money into the system, gave senior officers more power (which, since it had to come from somewhere, meant commensurately less for elected representatives), paid councillors, and gave ever-increasing sums to cabinet members for special responsibilities.

In a few places the gimmick of directly elected leaders (confusingly referred to as mayors) was tried. The public were indifferent everywhere except London where candidates from both major parties have excelled as mayors, but London is more like a city state with a president than a municipal corporation. Elected mayors in four of thirty-two London boroughs have added to the cost of the process but contributed nothing to efficiency. Outside of London there are eleven directly elected mayors, with two other towns having tried but abandoned the system as an expensive flop. This local lack of democracy is one of the ways in which the system has become fragmented, the responsiveness of the elected moving further and further away from those they are supposed to represent and towards their party loyalty.

On a larger scale, there is the other election we face this month, for Members of the European Parliament, which has been entirely taken over by political parties. A system in which electors voted for a local MEP was replaced in 1999 by the European Party Elections Act with a party list system with the additionally unfriendly title of ‘closed list.’ That means voters can vote only for a party, and the first candidates on the list chosen by the party will get in — even if that person is heartily despised by their own supporters, so long as they are favoured by the party bosses.

This is not an arcane argument about supposed representation with no relevance to individuals. I have a property in Greece. I had a problem with the planning authorities there where I felt I was being discriminated against as a non-Greek. Contact my Member of the European Parliament, I thought. So who is that?

I found Greek MEPs with parties like the Popular Orthodox Rally or members of groupings such as the Nordic Green Left Confederation, but no member for the Dodecanese islands. After one and a half days of trying to make contact with people via the Internet, Brussels and party offices, I finally called a London MEP who had a Greek name so I supposed she might know something. She was in fact very helpful, but is this any way to run a representative democracy? I did not vote for this MEP, at best I might have voted for a party list on which she appeared somewhere.

In the UK we now have this party list system; single transferable votes (for directly elected mayors); the mixed member system for the Welsh assembly (don’t ask); regional proportional representation for the Scottish parliament and first past the post for general elections.

I still think I would still fight for democracy, but which democracy is that?

21. Prime Minister’s Questions

“Noisy and aggressive,” “childish,” “over the top,” “pointless.” These are just a few recent descriptions of Prime Minister’s Questions – the most watched event in the Parliamentary week.

Public dismay at PMQs has led the Speaker, John Bercow, to consult with party leaders over reform.  The Hansard Society asked focus groups what they thought of PMQs as part of its annual look at public engagement. Nearly half said the event is “too noisy and aggressive”, the same proportion as those who felt that MPs behave unprofessionally. Meanwhile, a majority of 33% to 27% reported that it put them off politics. Only 12% said it made them “proud of our Parliament”.

Both the Deputy Prime Minister Clegg and Labour leader Ed Miliband agreed that the baying and screeching gave politics and politicians a bad name, and while Prime Minister David Cameron was a little more guarded, he too thought that Mr Bercow’s ideas were interesting and worth looking at.

So would it help if politicians listened to each other little bit more and shouted at each other a little bit less? The fact that PMQs is simultaneously the most watched and the least respected Parliamentary event is significant. No doubt we watch it precisely because we enjoy the barracking and the bawling, and there is always the possibility of grudging admiration for a smart bit of wordplay by one or other of the combatants. Parliamentary sketch writers nearly always judge the winner of PMQs on the basis of which of the party leaders has bested the other in terms of quips and ripostes – and very rarely on the basis of political substance.

So it’s hardly an informative occasion. Indeed the Hansard’s respondents’ main gripes are that questions are scripted, and that there are too many planted questions and too few honest answers.

Once again, though, maybe this misses the point. Some will say that the civilised and serious political work is done behind the scenes in committee rooms, where party loyalty is less obviously on display, and where considered debate often takes place. On this account, PMQs occupy a very small amount of parliamentary time, and anyway, the sometimes angry jousting that takes place between party leaders on Wednesdays is as much a part of politics as the polite exchange of views we find in Parliamentary committees. Where would politics be without disagreement? Would it be politics at all?

But then there are different ways of disagreeing – and some ways could turn out to be exclusionary. One of the ideas floated by John Bercow was that the flight of women from the House of Commons was in part a result of the way in which debate is conducted there.

And it’s a fact that although good listening is much prized in daily conversation, it’s been almost completely ignored in the form of political conversation we know as democracy. While PMQs show that politicians aren’t always very good at listening to each other, they’re not much better at listening to the public either. Politicians instinctively know that listening in a democracy is vital to legitimacy. That’s why when they’re in trouble they reach for the listening card and initiate a “Big Conversation,” like the one Tony Blair started in late 2003, not so many months after the million people march against the Iraq war.

But won’t a government that listens hard and changes its mind just be accused of that ultimate political crime, the U-turn? In 2012, the Secretary of State for Education, Michael Gove, announced some radical changes in UK secondary school education, including a return to an older style assessment regime. Then in February 2013 he suddenly announced that the changes wouldn’t take place after all. Predictably, the Opposition spokesman called this a ‘humiliating climbdown’. Equally predictably, Gove’s supporters played the listening card for it was worth, with Nick Clegg saying effusively that, “There is no point having a consultation if you’ve already made up your mind what you’re going to do at the end of it.”

So it looks as though, as far as listening goes, governments are damned if they do and damned if they don’t: accused of weakness if they change their mind and of pig-headedness and a failure to listen if they don’t. On balance, I’d rather have them listening more – both to each other and to us. John Dryzek is surely right to say that, “the most effective and insidious way to silence others in politics is a refusal to listen.”

As the ancient Greek philosopher Epictetus says: “Nature hath given men and one tongue but two ears, that we may hear from others twice as much as we speak.”

22. Politics to reconnect communities

Why does art and culture matter in the twenty-first century? What does it actually deliver in terms of social benefits? An innovative new participatory arts project in South Yorkshire is examining the ‘politics of art’ and the ‘art of politics’ from a number of new angles.

“The general value of arts and culture to society has long been assumed,” a recent report from the Arts Council acknowledges, “while the specifics have just as long been debated.” It is this focus on ‘the specifics’ that is most interesting because in times of relative prosperity there was little pressure from neither public nor private funders to demonstrate the broader social impact or relevance of the arts. In times of austerity, however, the situation is very different. A focus on the STEM subjects (science, technology, engineering, and mathematics) risks eviscerating the funding for the arts and humanities unless these more creative and less tangible intellectual pursuits can demonstrate their clear social value. The vocabulary of ‘social return’, ‘intellectual productive capacity’, ‘economic generation’ may well grate against the traditional values and assumptions of the arts and culture community but it is a shadow that cannot be ignored.

The publication of The Impact of the Social Sciences (Sage, 2014) provides more than a sophisticated analysis of the value of the social sciences across a range of economic, cultural, and civic dimensions. It provides a political treatise and a strategic piece of evidence-based leverage that may play an important role in future debates over the distribution of diminishing public funds. I have no doubt that the impact of the arts and humanities is equally significant. But the problem is that the systematic creation of an evidence base remains embryonic. My personal belief that the arts and humanities are educationally critical is, in many quarters, meaningless without demonstrable evidence to support these beliefs. The methodological and epistemological challenges of delivering that research are clearly significant but as the Arts Council emphasizes ‘it is something that arts and culture organizations will have to do in order to secure funding from both public and private sources’.

As a political scientist I have always been fascinated with the relationship between art and politics. Though heretical to suggest to the arts community, I have often thought that the role of the professional politician and the professional artist (indeed, with the amateur politician and the amateur artist) were more similar than was often acknowledged. Both seek to express values and visions, to inspire hope and disgust, and both wish to present a message. It is only the medium through which that message is presented that differs (and relationships of co-option, patronage, and dependency are common between these professions). But having (crudely) established a relationship between art and politics, could it be that the true value of the arts lies not in how it responds to the needs of the economy but in how it responds to the rise of ‘disaffected democrats’ and the constellation of concerns that come together in the ‘why we hate politics’ narrative?

In a time of increasing social anomie and political disengagement, especially amongst the young and the poor, can participatory arts projects provide a way of reconnecting communities?

François Matarasso’s Use or Ornament (1997) provides one of the most systematic explorations of this question and concluded that “one of the most important outcomes of [the public’s] involvement in the arts was finding their own voice, or perhaps, the courage to use it.” More recently, the New Economics Foundation’s report Diversity and Integration (2013) suggested that young people who participated in arts programmes were more likely to see themselves as “holding the potential to do anything I want to do” and being “able to influence a group of people to get things done.” Other studies tentatively offer similarly positive conclusions but with little analytical depth in terms of identifying between political reconnection, civic reconnection or personal reconnection (in terms of personal understanding, confidence and aspiration). To return to the Arts Council’s recent report – The Wider Benefits of Art and Culture to Society – the existing research base is light on ‘the specifics’.

It is for exactly this reason that the Sir Bernard Crick Centre for the Public Understanding of Politics has joined forces with ‘Art in the Park’ as part of the Arts and Humanities Research Council’s ‘Civic Value’ programme. Young people from all across South Yorkshire will be brought together to participate in an eight week arts project that uses music, film making, dance, writing, painting or whatever medium the young people select to explore social and political issues. Artists are embedded in the research and current and former politicians can be brought into the project to facilitate sessions if that is something the young people request. Surveys, focus groups, and interviews will capture how participating in the project affects political attitudes and understandings – positive, negative, political, civic, or personal – with the aim being able to answer if the arts can breathe life back into politics and reconnect communities. Now that really would be a wider benefit for society.

23. Why the lobbying bill is a threat to the meaning of charity

On 30 January 2014 the UK government’s lobbying bill received the Royal Assent. Know more formally known as the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act, it seeks to curb the excesses in election campaign expenditure, as well as restricting the influence of the trade unions.

However, as various groups pointed out throughout its controversial parliamentary journey, Part 2 of the legislation will also have implications for charities, voluntary societies and non-governmental organisations once it comes into effect. Specifically, in restricting the amount of expenditure that non-party political bodies can spend ahead of a general election, it will severely curtail their lobbying, campaigning and advocacy work that has been a standard feature of their activities for some decades.

Understandably the sector has not welcomed the Act. The problem is that the legislation conflates general political lobbying with campaigning for a specific cause that is central to the charitable mission of an organisation. Sector leaders have critiqued the Bill as ‘awful’, ‘an absolute mess’ and ‘a real threat to democracy’.

It is not difficult to see why. The impact of charities on legislation in Britain has been profound and the examples run into many hundreds of specific Acts of Parliament. To mention but a few, a whole range of environmental groups successfully lobbied for the Climate Change Act 2008. Homelessness charities such as Shelter and the Child Poverty Action Group fought a battle for many years that resulted in the Housing Act 1977. The 1969 abolition of the death penalty can be partly attributed to the National Campaign for the Abolition of Capital Punishment and two pieces of legislation in 1967, the Sexual Offences Act and the Abortion Act, were very much influenced by the work of the Homosexual Law Reform Society and the Abortion Law Reform Association.

The list could run on and on, but the impact of advocacy by charities on the policy process has become far more extensive than the straightforward lobbying of MPs. Charities have been key witnesses in Royal Commissions, for instance. From the 1944 Commission on Equal Pay Act through to the 1993 Commission on Criminal Justice, voluntary organisations contributed over a 1,000 written submissions. At Whitehall, they have sought a continued presence along the corridors of power in much the same manner as commercial lobbying firms. They have achieved much through the often hidden and usually imprecise, unquantifiable and unknowable interpersonal relationships fostered with key civil servants, both senior and junior.

In more recent years, charities have taken advantage of early day motions in the House of Commons. Once infrequently employed, by the first decade of the 21st century, there were on average 1,875 early day motions in each parliamentary session. The most notable have managed to secure over 300 signatures and it is here that the influence of charities is particularly apparent. The topics that obtain such general — and cross-party — support have tended to be in the fields of disability, drugs, rights, public health, the environment, and road safety; all subjects on which charities have been particularly effective campaigners.

Not all of these lobbying activities have been successful. Leaders of charities have often expressed their frustration at being unable to influence politicians who refuse to listen, else being outgunned and out-voiced by lobbyists with greater financial muscle supporting their work. But the important point is that charities have had to engage in the political arena and it is the norm for them to do so. To restrict these activities now — even if only in the year in the run-up to a general election — actually serves to turn back a dominant trend in democratic participation that has come increasingly to the fore in contemporary Britain.

Having explored the history of charities, voluntary organisations and NGOs, tracing their growing power, influence and support, we found was that rather than there having been a decline in democracy over the last few decades there has actually been substantial shifts in how politics takes place. While trade unions, political parties and traditional forms of association life have witnessed varying rates of decline, support for environmental groups, humanitarian agencies and a whole range of single-issue campaigning groups has actually increased. Whether these groups represent a better or worse form of political engagement is not really the issue. The point is that the public has chosen to support charities — and charitable activity in the political realm — because ordinary citizens have felt these organisations are better placed to articulate their concerns, interests and values. As such, charities, often working at the frontier of social and political reform, but often alongside governments and the public sector, have become a crucial feature of modern liberal democracy.

One might have expected a government supposedly eager to embrace the ‘Big Society’ particular keen to free these organisations from the bureaucracy of the modern state. But it is quite clear that the Coalition has held a highly skewed, and rather old fashioned, view of appropriate charitable activity. The Conservatives imagined a world of geographically-specific, community self-help groups that might pick up litter on the roadside in their spare time at the weekend and who would never imagine that their role might be, for instance, to demand that local government obtains sufficient resources to ensure that the public sector — acting on the behalf of all citizens and not just a select few — would continue to maintain and beautify the world around us. There are clearly very different views on what charity is and what it should do.

Indeed, it is remarkable that when government spokespeople did comment on the nature of the charitable sector, they were quick to condemn the work of the bigger organisations. Lord Wei, the ‘Big Society tsar’, even went so far as to criticise the larger charities for being ‘bureaucratic and unresponsive to citizens’. With such attitudes it is no wonder the Big Society soon lost any pretence of adherence from the many thousands of bodies connected to the National Council of Voluntary Organisation.

It is tempting to see the particular form the Conservatives hoped the Big Society would take as part and parcel of a policy agenda that is connected to the lobbying bill. That is, there has never been an embrace of charities by Cameron and his ministers as the solution to society’s – and the state’s – ills. Rather, in viewing these developments alongside the huge cuts in public sector funding (which often trickled down to national and community-based charities), there has actually been a sustained attack on the very nature of charity, or at least it has developed as a sector in recent decades. It is no wonder that many charity leaders and CEOs, feeling cut off at the knees by the slashes to their budgets and damaged by the sustained abuse in the press for their mistakenly inflated salaries, now feel the Lobbying Act is seeking to gag their voice as well.

24. Look beneath the vote

Hands up if you’ve heard of National Voter Registration Day? And in the somewhat unlikely event that you have, did you realise that it took place last month?

If this momentous milestone passed you by, you’re not alone. Whatever 5 February means to the people of the United Kingdom, it’s safe to assume that electoral participation doesn’t figure prominently. This is not a surprise; it reflects a deep-seated public disengagement from politics, as indicated by the fact that only two thirds of eligible voters in the 2010 general election actually voted. Throughout the twentieth century, general election turnouts almost always exceeded 70%, but that’s a level of participation that has not been seen since 1997. Incidentally, the highest turnout since 1900 was 86.8% in January 1910, though only rate-paying men over the age of 21 could vote.

Low voter turnout is clearly a problem, but arguably a much greater worry is the growing inequality of that turnout. As a recent report from the Institute for Public Policy Research makes clear, the United Kingdom is very much a ‘divided democracy’, with electoral participation among the young and the poor declining dramatically. In the 1987 general election, for example, the turnout rate for the poorest income group was 4% lower than for the wealthiest. By 2010 the gap had grown to a staggering 23 points. A similar pattern is observable in relation to age groups. In 1970 there was an 18-point gap in turnout rates between 18–24-year-olds and those aged over 65; by 2005 this gap had more than doubled to over 40 points, before narrowing slightly to 32 points in 2010. ”If we focus on participation within these age-groups,” the IPPR report concludes “we can see that at the 2010 general election the turnout rate for a typical 70-year-old was 36 percentage points higher than that of a typical 20-year-old.”

If this isn’t bad enough there is little evidence that young people will simply start voting as they get older. On the contrary, the IPPR’s research suggests that “younger people today are less likely than previous generations to develop the habit of voting as they move into middle age.” These trends mean that politicians tend to address themselves to the older and richer sections of society – the people, in other words, that are most likely to vote. This, in turn, reinforces the views of the young and the poor that politicians don’t care about them. And that, naturally, leads to even greater political estrangement.

So what’s the solution? How do we re-establish a connection between ordinary people and politicians? In particular, how do we persuade the young and the poor that the political system really does have something to offer them?

The answers lie not in quick fixes or technological solutions – such as the introduction of compulsory voting, changing the ballot paper or promoting ‘digital democracy’ – but in adopting a fundamentally deeper, richer and more creative approach to democratic engagement. People will only vote – be they young or old, rich or poor – when they understand why democratic politics matters and what it can deliver. Therefore, to increase electoral participation we must focus on promoting the public understanding of politics from all perspectives (conservative, traditional, radical, etc.) in a way that demonstrates that individual responses to collective social challenges are rarely likely to be effective. It’s this deeper understanding, this notion of political literacy promoted by Sir Bernard Crick and defined as ‘a compound of knowledge, skills and attitudes’ that citizens can use to navigate the complex social and political choices that face us all. Political literacy can be seen as a basic social requirement that empowers people to become politically aware, effective, and engaged while also being respectful of differences of opinion or belief.

In this regard, the message from survey after survey is a dismal one. Large sections of the British public appear to know very little about the political system. Even relatively basic questions such as “What do MPs do?” or “What’s the difference between Parliament and the Executive?” tend to elicit a mixture of mild embarrassment and complete bafflement.

Given that levels of political literacy are so low, it’s little surprise that many people choose not to vote. They’re unaware of the very real benefits the political system delivers for them (clean water, social protection, healthcare, education, etc.) and they no longer believe that they can become the engine of real social change. And yet they can. Worse, by opting out of elections they risk diminishing their representation as politicians focus their messages on the groups that do vote. Young people are constantly reminded that to be “uneducated” – let alone innumerate or illiterate – is to risk deprivation and vulnerability, but in many ways to be politically illiterate brings with it exactly the same risks. Moreover, the impact of declining political literacy isn’t only felt at the individual level. With so many people in society alienated from politics, democracy itself is weakened

Such arguments are by no means abstract concerns. On 7 May 2015, a General Election will be held on the basis of individual voter registration rather than the previous system of household voter registration. Research suggests that although this transition is likely to increase electoral security it may also result in a considerable decline in levels of electoral participation amongst – yes, you’ve’ guessed it – the young and the poor.  This is not a reason to turn back from individual registration but it is a reason to step-back and acknowledge that if we’re really serious about healing a divided democracy, then we need to focus on promoting engaged citizenship through different channels and processes. We need to take some risks and stir things up, but most of all we need a long-term plan for fostering political literacy.

25. Why Parliament matters: waging war and restraining power

The 29 August 2013 will go down as a key date in British political history. Not only because of the conflict in Syria but also due to the manner in which it reflects a shift in power and challenges certain social perceptions of Parliament.

“It is very clear to me that Parliament, reflecting the views of the British people, does not want to see British military action,” the Prime Minster acknowledged, “I get that and the Government will act accordingly.” With this simple statement David Cameron mopped the blood from his nose and retreated to consider the political costs (both domestically and internationally) of losing the vote on intervention in the Syrian conflict by just 13 votes. While commentators discuss the future of ‘the special relationship’ with the United States, and whether President Obama will risk going into Syria alone, there is great value is stepping back a little from the heat of battle and reflecting upon exactly why the vote in the House of Commons matters. In this regard, three inter-related issues deserve brief comment.

The broader political canvas on which the vote on military intervention in Syria must be painted can be summed up by what is known as the Parliamentary Decline Thesis (PDT). In its simplest manifestation the PDT suggests that the government became gradually more ascendant over Parliament during the twentieth century. Texts that lamented the ‘decline’ or ‘death’ of Parliament — such as Christopher Hollis’ Can Parliament Survive? (1949), George Keeton’s The Passing of Parliament (1952), Anthony Sampson’s Anatomy of Britain (1962), Bruce Lenman’s The Eclipse of Parliament (1992), to mention just a few examples — have dominated both the academic study of politics and how Parliament is commonly perceived.

What the vote on Syria reveals is the manner in which the balance of power between the executive and the legislature is far more complex than the PDT arguably allows for. There is no doubt that the executive generally controls the business of the House but independent-minded MPs are far more numerous, and the strength of the main parties far more constrained, than is generally understood. (Richard Crossman’s introduction to the 1964 re-print of Walter Bagehot’s The English Constitution provides a wonderful account of this fact.)

Drilling down still further, this critique of the PDT can be strengthened by examining the changing constitutional arrangements for the use of armed force. The formal legal-constitutional position over the use of armed force is relatively straightforward: Her Majesty’s armed forces are deployed under Royal Prerogative, exercised in practice by the Prime Minister and Cabinet. However, the last decade has seen increased debate and discussion about Parliament’s role in approving the use of armed force overseas. From Tam Dalyell’s proposed ten-minute rule bill in 1999 that would have required ‘the prior approval — by a simply majority of the House of Commons — of military action by the UK forces against Iraq’ through to the vote on war in Iraq on 18 March 2003, the balance of power between the executive and legislature in relation to waging war has clearly shifted towards Parliament. Prior assent in the form of a vote on a substantive motion is now required before armed force can be deployed. The problem for David Cameron is that he is the first Prime Minister to have been defeated in a vote of this nature.

Defeat for the coalition government brings us to our third and final issue: public engagement and confidence in politics (and therefore politicians). The data and survey evidence on public attitudes to political institutions, political processes and politicians is generally overwhelmingly negative with a strong sense that MPs in particular have become disconnected from the broader society they are supposed to represent and protect. The public’s perception is no doubt related to the dominance of the PDT but on this occasion it appears that a majority of MPs placed their responsibility to the public above party political loyalties.

With less than 22% of the public currently supporting military intervention in Syria, Parliament really has ‘reflected the views of the British people’. The bottom line seems to be that the public understands that ‘punitive strikes’ are unlikely to have much impact on a Syrian President who has been inflicting atrocities on his people for more than thirty months. (Only in Britain could war crimes in Syria be relegated for several months beneath a media feeding frenzy about Jeremy Paxman’s beard!) War is ugly, brutal, and messy; promises of ‘clinical’ or ‘surgical’ strikes cannot hide this fact.

At a broader level — if there is one — what the ‘war vote’ on the 29 August 2013 really reveals is that politics matters and sometimes works. Parliament is not toothless and it has the ability to play a leading role in restraining the executive in certain situations. Could it be that maybe politics isn’t quite as broken as so many ‘disaffected democrats’ seem to think?
