26. The Oxford DNB at 10: biography and contemporary history

Autumn 2014 marked the tenth anniversary of the publication of the Oxford Dictionary of National Biography. In a series of blog posts, academics, researchers, and editors looked at aspects of the ODNB’s online evolution in the decade since 2004. In this final post of the series, Alex May—ODNB’s editor for the very recent past— considers the Dictionary as a record of contemporary history.

When it was first published in September 2004, the Oxford DNB included biographies of people who had died (all in the ODNB are deceased) on or before 31 December 2001. In the subsequent ten years we have continued to extend the Dictionary’s coverage into the twenty-first century—with regular updates recording those who have died since 2001. Of the 4300 people whose biographies have been added to the online ODNB in this decade, 2172 died between 1 January 2001 and 31 December 2010 (our current terminus)—i.e., about 220 per year of death. While this may sound a lot, the average number of deaths per year over the same period in the UK was just short of 500,000, indicating a roughly one in 2300 chance of entering the ODNB. This does not yet approach the levels of inclusion for people who died the late nineteenth century, let alone earlier periods: someone dying in England in the first decade of the seventeenth century, for example, had a nearly three-times greater chance of being included in the ODNB than someone who died in the first decade of the twenty-first century.

‘Competition’ for spaces at the modern end of the dictionary is therefore fierce. Some subjects are certainties—prime ministers such as Ted Heath or Jim Callaghan, or Nobel prize-winning scientists such as Francis Crick or Max Perutz. There are perhaps fifty or sixty potential subjects a year about whose inclusion no-one would quibble. But there are as many as 1500 people on our lists each year, and for perhaps five or six hundred of them a very good case could be made.

This is where our advisers come in. Over the last ten years we have relied heavily on the help of some 500 people, experts and leading figures in their fields whether as scholars or practitioners, who have given unstintingly of their time and support. Advisers are enjoined to consider all the aspects of notability, including achievement, influence, fame, and notoriety. Of course, their assessments can often vary, particularly in the creative fields, but even in those it is remarkable how often they coincide.

Our advisers have also in most cases been crucial in identifying the right contributor for each new biography, whether he or she be a practitioner from the same field (we often ask politicians to write on politicians—Ted Heath and Jim Callaghan are examples of this—lawyers on lawyers, doctors on doctors, and so on), or a scholar of the particular subject area. Sadly, a number of our advisers and contributors have themselves entered the dictionary in this decade, among them the judge Tom Bingham, the politician Roy Jenkins, the journalist Tony Howard, and the historian Roy Porter.

Just as the selection of subjects is made with an eye to an imaginary reader fifty or a hundred years’ hence (will that reader need or want to find out more about that person?), so the entries themselves are written with such a reader in view. ODNB biographies are not always the last word on a subject, but they are rarely the first. Most of the ‘recently deceased’ added to the Dictionary have received one or more newspaper obituary. ODNB biographies differ from newspaper obituaries in providing more, and more reliable, biographical information, as well as being written after a period of three to four years’ reflection between death and publication of the entry—allowing information to emerge and reputations to settle. In addition, ODNB lives attempt to provide an understanding of context, and a considered assessment (implicit or explicit) of someone’s significance: in short, they aim to narrate and evaluate a person’s life in the context of the history of modern Britain and the broad sweep of a work of historical reference.

The result, over the last ten years, has been an extraordinary collection of biographies offering insights into all corners of twentieth and early twenty-first century British life, from multiple angles. The subjects themselves have ranged from the soprano Elisabeth Schwarzkopf to the godfather of punk, Malcolm McLaren; the high tory Norman St John Stevas to the IRA leader Sean MacStiofáin; the campaigner Ludovic Kennedy to the jester Jeremy Beadle; and the turkey farmer Bernard Matthews to Julia Clements, founder of the National Association of Flower Arranging Societies. By birth date they run from the founder of the Royal Ballet, Dame Ninette de Valois (born in 1898, who died in 2001), to the ‘celebrity’ Jade Goody (born in 1981, who died in 2009). Mention of the latter reminds us of Leslie Stephen’s determination to represent the whole of human life in the pages of his original, Victorian DNB. Poignantly, in light of the 100th anniversary of the outbreak of the First World War, among the oldest subjects included in the dictionary are three of the ‘last veterans’, Harry Patch, Henry Allingham, and Bill Stone, who, as the entry on them makes clear, reacted very differently to the notion of commemoration and their own late fame.

The work of selecting from thousands of possible subjects, coupled with the writing and evaluation of the chosen biographies, builds up a contemporary picture of modern Britain as we record those who’ve shaped the very recent past. As we begin the ODNB’s second decade this work continues: in January 2015 we’ll publish biographies of 230 people who died in 2011 and we’re currently editing and planning those covering the years 2012 and 2013, including what will be a major article on the life, work, and legacy of Margaret Thatcher.

Links between biography and contemporary history are further evident online—creating opportunities to search across the ODNB by profession or education, and so reveal personal networks, associations, and encounters that have shaped modern national life. Online it’s also possible to make connections between people active in or shaped by national events. Searching for Dunkirk, or Suez, or the industrial disputes of the 1970s brings up interesting results. Searching for the ‘Festival of Britain’ identifies the biographies of 35 men and women who died between 2001-2010: not just the architects who worked on the structures or the sculptors and artists whose work was showcased, but journalists, film-makers, the crystallographer Helen Megaw (whose diagrams of crystal structures adorned tea sets used during the Festival), and the footballer Bobby Robson, who worked on the site as a trainee electrician. Separately, these new entries shed light not only on the individuals concerned but on the times in which they lived. Collectively, they amount to a substantial and varied slice of modern British national life.

27. A welcome from David Cannadine, the new editor of the Oxford DNB

September 2014 marked the tenth anniversary of the publication of the Oxford Dictionary of National Biography. Over the next month a series of blog posts explore aspects of the Dictionary’s online evolution in the decade since 2004. In this post, Sir David Cannadine describes his role as the new editor of the Oxford DNB.

Here at Princeton, the new academic year is very much upon us, and I shall soon begin teaching a junior seminar on ‘Winston Churchill, Anglo-America, and the “Special Relationship”’, which is always enormously enjoyable, not least because one of the essential books on the undergraduate reading list is Paul Addison’s marvellous brief biography, published by OUP, which he developed from the outstanding entry on Churchill that he wrote for the Oxford DNB. I’ve been away from the university for a year, on leave as a visiting professor at New York University, so there is a great deal of catching up to do. This month I also assume the editorial chair at the ODNB, as its fourth editor, in succession to the late-lamented Colin Matthew, to Brian Harrison, and to Lawrence Goldman.

As such, I shall be the first ODNB editor who is not resident in Britain, let alone living and working in Oxford, but this says more about our globalized and inter-connected world than it does about me. When I was contacted, several months ago, by a New York representative of OUP, asking me whether I might consider being the next editor, I gave my permanent residence in America as a compelling reason for not taking the job on. But he insisted that, far from being a disadvantage, this was in fact something of a recommendation. In following in the footsteps of my three predecessors (all, as it happens, personal friends) I am eager to do all I can to ensure that my occupancy of the editorial chair will not prove him (and OUP) to have been mistaken.

As must be true of any historian of Britain, the Oxford DNB and its predecessor have always been an essential part of my working life; and I can vividly recall the precise moment at which that relationship (rather inauspiciously) began. As a Cambridge undergraduate, I once mentioned to one of my supervisors that I greatly admired the zest, brio, and elan of J.H. Plumb’s brief life of the earl of Chatham, which I had been given a few years before as a school prize. ‘Oh’, he sniffily replied, ‘there’s no original research there; Plumb got it all from the DNB.’ Of course, I had heard of something called DNA; but what, I wondered, was this (presumably non-molecular) sequel called the DNB? Since I was clearly expected to know, I didn’t dare ask; but I soon found out, and so began a lifelong friendship.

During my remaining undergraduate days, as I worked away in the reading room of the Cambridge University Library, the DNB became a constant source of solace and relief: for when the weekly reading list seemed overwhelming, or the essay-writing was not going well, I furtively sought distraction by pulling a random volume of the DNB off the reference shelves. As a result, I cultivated what Leslie Stephen (founding editor of the Dictionary’s Victorian edition) called ‘the great art of skipping’ from one entry to another, and this remains one of the abiding pleasures provided by the DNB’s hard-copy successor. Once I started exploring the history of the modern British aristocracy, the DNB also became an invaluable research tool, bringing to life many a peer whose entry in Burke or Debrett was confined to the barest biographical outline.

Thus approached and appreciated, it was very easy to take the DNB for granted, and it was only when I wrote a lengthy essay on the volume covering the years 1961 to 1970, for the London Review of Books in 1981, that I first realized what an extraordinary enterprise it was and, indeed, had always been since the days when Leslie Stephen first founded it almost one hundred years before. I also came to appreciate how it had developed and evolved across the intervening decades, and I gained some understanding of its strengths—and of its weaknesses, too. So I was not altogether surprised when OUP bravely decided to redo the whole Dictionary, and the DNB was triumphantly reborn as the ODNB—first published almost exactly 10 years ago—to which I contributed the biographies on George Macaulay Trevelyan and Noel Annan.

Since 2004 the Oxford DNB has continued to expand its biographical coverage with three annual online updates, the most recent of which appeared last week. In September 2013 I wrote a collective entry on the Calthorpe family for an update exploring the history of Birmingham and the Black Country, and I am eager to remain an intermittent but enthusiastic contributor now that I am editor. As we rightly mark and celebrate the tenth anniversary of the publication of the ODNB, and its successful continuation across the intervening decade, it is clear that I take over an enterprise in good spirits and an organization (as the Americans would say) in good shape. Within the United Kingdom and, indeed, around the world, the ODNB boasts an unrivalled global audience and an outstanding array of global contributors; and I greatly look forward to keeping in touch, and to getting to know many of you better, in the months and years to come.

28. The Oxford DNB at 10: new perspectives on medieval biography

September 2014 marks the tenth anniversary of the publication of the Oxford Dictionary of National Biography. Over the next month a series of blog posts explore aspects of the Dictionary’s online evolution in the decade since 2004. In this post, Henry Summerson considers how new research in medieval biography is reflected in ODNB updates.

Today’s publication of the Oxford Dictionary of National Biography’s September 2014 update—marking the Dictionary’s tenth anniversary—contains a chronological bombshell. The ODNB covers the history of Britons worldwide ‘from the earliest times’, a phrase which until now has meant since the fourth century BC, as represented by Pytheas, the Marseilles merchant whose account of the British Isles is the earliest known to survive. But a new ‘biography’ of the Red Lady of Paviland—whose incomplete skeleton was discovered in 1823 in Wales, and which today resides in Oxford’s Museum of Natural History—takes us back to distant prehistory. As the earliest known site of ceremonial human burial in western Europe, Paviland expands the Dictionary’s range by over 32,000 years.

The Red Lady’s is not the only ODNB biography pieced together from unidentified human remains (Lindow Man and the Sutton Hoo burial are others), while the new update also adds the fifteenth-century ‘Worcester Pilgrim’ whose skeleton and clothing are on display at the city’s cathedral. However, the Red Lady is the only one of these ‘historical bodies’ whose subject has changed sex—the bones having been found to be those of a pre-historical man, and not (as was thought when they were discovered), of a Roman woman.

The process of re-examination and re-interpretation which led to this discovery can serve as a paradigm for the development of the DNB, from its first edition (1885-1900) to its second (2004), and its ongoing programme of online updates. In the case of the Red Lady the moving force was in its broadest sense scientific. In this ‘he’ is not unique in the Dictionary. The bones of the East Frankish queen Eadgyth (d.946), discovered in 2008 provide another example of human remains giving rise to a recent biography. But changes in analysis have more often originated in more conventional forms of historical scholarship. Since 2004 these processes have extended the ODNB’s pre-1600 coverage by 300 men and women, so bringing the Dictionary’s complement for this period to more than 7000 individuals.

In part, these new biographies are an evolution of the Dictionary as it stood in 2004 as we broaden areas of coverage in the light of current scholarship. One example is the 100 new biographies of medieval bishops that, added to the ODNB’s existing selection, now provide a comprehensive survey of every member of the English episcopacy from the Conquest to the Reformation—a project further encouraged by the publication of new sources by the Canterbury and York Society and the Early English Episcopal Acta series.

Taken together these new biographies offer opportunities to explore the medieval church, with reference to incumbents’ background and education, the place of patronage networks, or the shifting influence of royal and papal authority. That William Alnwick (d.1449), ‘a peasant born of a low family’, could become bishop of Norwich and Lincoln is, for example, indicative of the growing complexity of later medieval episcopal administration and its need for talented men. A second ODNB project (still in progress) focuses on late-medieval monasticism. Again, some notable people have come to light, including the redoubtable Elizabeth Cressener, prioress of Dartford, who opposed even Thomas Cromwell with success.

Away from religious life, recent projects to augment the Dictionary’s medieval and early modern coverage have focused on new histories of philanthropy—with men like Thomas Alleyne, a Staffordshire clergyman whose name is preserved by three schools—and of royal courts and courtly life. Hence first-time biographies of Sir George Blage, whom Henry VIII used to address as ‘my pig’, and at a lower social level, John Skut, the tailor who made clothes for most of the king’s wives: ‘while Henry’s queens came and went, John Skut remained.’

Alongside these are many included for remarkable or interesting lives which illuminate the past in sometimes unexpected ways. At the lowest social level, such lives may have been very ordinary, but precisely because they were commonplace they were seldom recorded. Where a full biography is possible, figures of this kind are of considerable interest to historians. One such is Agnes Cowper, a Southwark ‘servant and vagrant’ in the years around 1600; attempts to discover who was responsible for her maintenance shed a fascinating light on a humble and precarious life, and an experience shared by thousands of late-Tudor Londoners. Such light falls only rarely, but the survival of sources, and the readiness of scholars to investigate them, have also led to recent biographies of the Roman officers and their wives at Vindolanda, based on the famous ‘tablets’ found at Chesterholm in Northumberland; the early fourteenth-century anchorite Christina Carpenter, who provoked outrage by leaving her cell (but later returned to it), and whose story has inspired a film, a play and a novel; and trumpeter John Blanke, whose fanfares enlivened the early Tudor court and whose portrait image is the only identifiable likeness of a black person in sixteenth-century British art.

While people like Blanke are included for their distinctiveness, most ODNB subjects can be related to the wider world of their contemporaries. A significant component of the Dictionary since 2004 has been an interest in recreating medieval and early modern networks and associations; they include the sixth-century bringers of Christianity to England, the companions of William I, and the enforcers of Magna Carta. Each establishes connections between historical figures, sets the latter in context, and charts how appreciations of these networks and their participants have developed over time—from the works of early chroniclers to contemporary historians. Indeed, in several instances, notably the Round Table knights or the ‘Merrie Men’, it is this (often imaginative) interpretation and recreation of Britain’s medieval past that is to the fore.

The importance of medieval afterlives returns us to the Red Lady of Paviland. His biography presents what can be known, or plausibly surmised, about its subject, alongside the ways in which his bodily remains (and the resulting life) have been interpreted by successive generations—each perceptibly influenced by the cultural as well as scholarly outlook of the day. Next year sees the 800th anniversary of the granting of Magna Carta, a centenary which can be confidently expected to bring further medieval subjects into Oxford Dictionary of National Biography. It is unlikely that the historians responsible will be unaffected by considerations of the long-term significance of the Charter. Nor, indeed, should they be—it is the interaction of past and present which does most to bring historical biography to life.

29. The Oxford DNB at 10: new research opportunities in the humanities

September 2014 marks the tenth anniversary of the publication of the Oxford Dictionary of National Biography. Over the next month a series of blog posts consider aspects of the ODNB’s online evolution in the decade since 2004. Here the literary historian, David Hill Radcliffe, considers how the ODNB online is shaping new research in the humanities.

The publication of the Oxford Dictionary of National Biography in September 2004 was a milestone in the history of scholarship, not least for crossing from print to digital publication. Prior to this moment a small army of biographers, myself among them, had worked almost entirely from paper sources, including the stately volumes of the first, Victorian ‘DNB’ and its 20th-century print supplement volumes. But the Oxford DNB of 2004 was conceived from the outset as a database and published online as web pages, not paper pages reproduced in facsimile. In doing away with the page image as a means of structuring digital information, the online ODNB made an important step which scholarly monographs and articles might do well to emulate.

Database design has seen dramatic changes since 2004—shifting from the relational model of columns and rows, to semi-structured data used with XML technologies, to the unstructured forms used for linking data across repositories. The implications of these developments for the future of the ODNB remain to be seen, but there is every reason to believe that its content will be increasingly accessed in ways other than the format of the traditional biographical essay. Essays are not going away, of course. But they will be supplemented by the arrays of tables, charts, maps, and graphs made possible by linked data. Indeed, the ODNB has been moving in this direction since 2004 with the addition of thousands of curated links between individuals (recorded in biographical essays) and the social hierarchies and networks to which they belonged (presented in thematic list and group entries)—and then on to content by or about a person held in archives, museums or galleries worldwide.

Online the ODNB offers scholars the opportunity to select, group, and parse information not just at the level of the article, but also in more detailed ways—and this is where computational matters get interesting. I currently use the ODNB online as a resource for a digital prosopography attached to a collection of documents called ‘Lord Byron and his Times’, tracking relationships among more than 12,000 Byron-contemporaries mentioned in nineteenth-century letters and memoirs; of these people a remarkable 5000 have entries in the ODNB. The traditional object of prosopography was to collect small amounts of information about large numbers of persons, using patterns to draw inferences about slenderly documented lives. But when computation is involved, a prosopography can be used with linked data to parse large amounts of information about large numbers of persons. As a result, one can attend to particularities, treating individuals as members of a group or social network without reducing them to the uniformity of a class identity. Digital prosopography thus returns us to something like the nineteenth-century liberalism that inspired Sir Leslie Stephen’s original DNB (1885-1900).

The key to finding patterns in large collections of lives and documents, the evolution of technology suggests, is to atomize the data. As a writer of biographies I would select from documentary sources, collecting the facts of a life, and translating them into the form of an ODNB essay. Creating a record in a prosopography involves a similar kind of abstraction: working from (say) an ODNB entry, I abstract facts from the prose, encoding names and titles and dates in a semi-structured XML template that can then be used to query my archive, comprising data from previous ODNB abstractions and other sources. For instance: ‘find relationships among persons who corresponded with Byron (or Harrow School classmates, or persons born in Nottinghamshire, etc.) mentioned in the Quarterly Review.’ An XML prosopography is but a step towards recasting the information as flexible, concise, and extensible semantic data.

While human readers can easily distinguish the character-string ‘Oxford’ as referring to the place, the university, or the press, this is a challenge for computation—like distinguishing ‘Byron’ the poet from ‘Byron’ the admiral. One can attack this problem by using algorithms to compare adjacent strings, or one can encode strings by hand to disambiguate them, or use a combination of both. Digital ODNB essays are good candidates for semantic analysis since their structure is predictable and they are dense with significant names of persons, places, events, and relationships that can be used for data-linking. One translates character-strings into semantic references, groups the references into relationships, and expresses the relationships in machine-readable form.

A popular model for parsing semantic data is via ‘triples’: statements in the form subject / property / object, which describe a relationship between the subject and the object: the tree / is in / the quad. It is powerful because it can describe anything, and its statements can be yoked together to create new statements. For example: ‘Lord Byron wrote Childe Harold’, and ‘John Murray published Childe Harold’ are both triples. Once the three components are translated into semantically disambiguated machine-readable URIs (Uniquely Referring Identifiers), computation can infer that ‘John Murray published Lord Byron.’

Now imagine the contents of the ODNB expressed not as 60,000 biographical essays but as several billion such statements. In fact, this is far from unthinkable, given the nature of the material and progress being made in information technology. The result is a wonderful back-to-the-future moment with Leslie Stephen’s Victorian DNB wedded to Charles Babbage’s calculating machine: the simplicity of the triple and the power of finding relations embedded within them. Will the fantasies of positivist historians finally be realized? Not likely; while computation is good at questions of ‘who’, ‘what’, ‘where’, and ‘when’, it is not so good at ‘why’ and ‘how’. Biographers and historians are unlikely to find themselves out of a job anytime soon. On the contrary, once works like the ODNB are rendered machine-readable and cross-query-able, scholars will find more work on their hands than they know what to do with.

So the publication of the ODNB online in September 2004 will be fondly remembered as a liminal moment when humanities scholarship crossed from paper to digital. The labour of centuries of research was carried across that important threshold, recast in a medium enabling new kinds of investigation the likes of which—ten years on—we are only beginning to contemplate.

30. African encounters in Roman Britain

Hadrian’s Wall has been in the news again recently for all the wrong reasons. Occasional wits have pondered on its significance in the Scottish Referendum, neglecting the fact that it has never marked the Anglo-Scottish border, and was certainly not constructed to keep the Scots out. Others have mistakenly insinuated that it is closed for business, following the widely reported demise of the Hadrian’s Wall Trust. And then of course there is the Game of Thrones angle, best-selling writer George R R Martin has spoken of the Wall as an inspiration for the great wall of ice that features in his books.

Media coverage of both Hadrian’s Wall Trust’s demise and Game of Thrones’ rise has sometimes played upon and propagated the notion that the Hadrian’s Wall was manned by shivering Italian legionaries guarding the fringes civilisation – irrespective of the fact that the empire actually trusted the security of the frontier to its non-citizen soldiers, the auxilia rather than to its legionaries. The tendency to overemphasise the Italian aspect reflects confusion about what the Roman Empire and its British frontier was about. But Martin, who made no claims to be speaking as a historian when he spoke of how he took the idea of legionaries from Italy, North Africa, and Greece guarding the Wall as a source of inspiration, did at least get one thing right about the Romano-British frontier.

There were indeed Africans on the Wall during the Roman period. In fact, at times there were probably more North Africans than Italians and Greeks. While all these groups were outnumbered by north-west Europeans, who tend to get discussed more often, the North African community was substantial, and its stories warrant telling.

Perhaps the most remarkable tale to survive is an episode in the Historia Augusta (Life of Severus 22) concerning the inspection of the Wall by the emperor Septimius Severus. The emperor, who was himself born in Libya, was confronted by a black soldier, part of the Wall garrison and a noted practical joker. According to the account the notoriously superstitious emperor saw in the soldier’s black skin and his brandishing of a wreath of Cyprus branches, an omen of death. And his mood was not further improved when the soldier shouted the macabre double entendre iam deus esto victor (now victor/conqueror, become a god). For of course properly speaking a Roman emperor should first die before being divinized. The late Nigerian classicist, Lloyd Thompson, made a powerful point about this intriguing passage in his seminal work Romans and Blacks, ‘the whole anecdote attributes to this man a disposition to make fun of the superstitious beliefs about black strangers’. In fact we might go further, and note just how much cultural knowledge and confidence this frontier soldier needed to play the joke – he needed to be aware of Roman funerary practices, superstitions, and the indeed the practice of emperor worship itself.

Why is this illuminating episode not better known? Perhaps it is because there is something deeply uncomfortable about what could be termed Britain’s first ‘racist joke’, or perhaps the problem lies with the source itself, the notoriously unreliable Historia Augusta. And yet as a properly forensic reading of this part of the text by Professor Tony Birley has shown, the detail included around the encounter is utterly credible, and we can identify places alluded to in it at the western end of the Wall. So it is quite reasonable to believe that this encounter took place.

Not only this, but according to the restoration of the text preferred by Birley and myself, there is a reference to a third African in this passage. The restoration post Maurum apud vallum missum in Britannia indicates that this episode took place after Severus has granted discharge to a soldier of the Mauri (the term from which ‘Moors’ derives). And has Birley has noted, we know that there was a unit of Moors stationed at Burgh-by-Sands on the Solway at this time.

Sadly, Burgh is one of the least explored forts on Hadrian’s Wall, but some sense of what may one day await an extensive campaign of excavation there comes from Transylvania in Romania, where investigations at the home of another Moorish regiment of the Roman army have revealed a temple dedicated to the gods of their homelands. Perhaps too, evidence of different North African legacies would emerge. The late Vivian Swann, a leading expert in the pottery of the Wall has presented an attractive case that the appearance of new forms of ceramics indicates the introduction of North African cuisine in northern Britain in the second and third centuries AD.

What is clear is that the Mauri of Burgh-by-Sands were not the only North Africans on the Wall. We have an African legionary’s tombstone from Birdoswald, and from the East Coast the glorious funerary stela set up to commemorate Victor, a freedman (former slave) by his former master, a trooper in a Spanish cavalry regiment. Victor’s monument now stands on display in Arbeia Museum at South Shields next to the fine, and rather better known, memorial to the Catuvellunian Regina, freedwoman and wife of Barates from Palmyra in Syria. Together these individuals, and the many other ethnic groups commemorated on the Wall, remind us of just how cosmopolitan the people of Roman frontier society were, and of how a society that stretched from the Solway and the Tyne to the Euphrates was held together.

31. How Georg Ludwig became George I

On 1 August 1714, Queen Anne died. Her last days were marked by political turmoil that saw Robert Harley, Earl of Oxford, and Henry St. John, Viscount Bolingbroke, struggle to assert their authority. However, on her deathbed Anne appointed the moderate Charles Talbot, duke of Shrewsbury, as the last ever lord treasurer. The queen’s death prompted a transition from the Stuart dynasty to the Hanoverian, and the succession of Georg Ludwig, elector of Hanover, as King George I of Great Britain and Ireland.

We now look back on the Succession as one of decisive dynastic change — one that came about as a result of the Act of Settlement (1701). This act set out how, following Anne’s death, the throne was to be inherited by the children of Sophia, Dowager Electress of Hanover, and granddaughter of James I and VI. The act had named Sophia and “the heirs of her body being protestants” as next in the line of succession precisely because William III – King from 1689 to 1702 — had been anxious to ensure that Protestant monarchy would be preserved within Britain. William’s invasion of Britain in 1688 had been, in part, justified on the basis that the ruling monarch, James II, had put himself at odds with the political nation through his espousal of “popery and arbitrary government.” Moreover, the birth of James’s son in June 1688 raised the prospect of a permanent reversion to dynastic Catholicism into the next generation.

Although William and his wife Mary had quickly established themselves in their new roles, they failed in one particular respect. They did not produce an heir. Queen Mary’s premature death in 1694 was widely mourned, but William did not rush to re-marry and ensure that the succession would be perpetuated into the next generation. Instead, attention turned to Mary’s sister, Anne, the younger of James II’s Protestant daughters. Anne was the victim of frequent gynaecological misfortune. She gave birth to many children but few thrived. In 1689 she and her husband, George, prince of Denmark, had a son, William, Duke of Gloucester. His birth was widely seen as an indication of divine approval for the recent changes on the throne, but William was a sickly child. In July 1700 he contracted smallpox and died shortly afterwards. It was his death that pushed William into formalizing succession arrangements through the Act of Settlement.

Naming Sophia as heir to William and Anne, on the basis of her Protestantism, excluded more than fifty closer blood relations who happened to be Catholic. Thus, it is easy to see why a shift from the Stuart line to the Hanoverian seemed momentous. Yet, it’s also important to remember that contemporaries talked not in terms of the Hanoverian but of the Protestant succession, stressing continuity over change. Likewise, following its arrival in England in September 1714, the new dynasty was keen to emphasise its Stuart ancestry. This can be seen in the refurbished state apartments at Hampton Court where visual representations of the Hanoverians stood alongside portraits of James I and VI, his wife Anne of Denmark, and their daughter, Elizabeth of Bohemia.

Sophia, the matriarch of the new Hanoverian dynasty, had married the youngest son of the cadet branch of the dukes of Brunswick in 1658. The fortunes of her husband, Ernst August, had risen rapidly. Through a combination of marriage, negotiation, and luck he was able to acquire the duchy of Calenberg-Göttingen and ensure that his son, Georg Ludwig — the future George I — would inherit the Duchy of Celle. In 1692 Hanover was granted electoral status, so joining an elite club with the right to elect the Holy Roman Emperor. On his father’s death in 1698, Georg Ludwig therefore inherited a major German state; three years later his status was raised further with the prospect of succession to the British thrones. In addition, Georg was an accomplished commander who served as allied supreme commander for a period during the War of the Spanish Succession that raged in Europe between 1702 and 1713/14.

During Anne’s reign (1702-14), it was unclear whether the Act of Settlement had, in fact, resolved the succession question. Support for the exiled Stuarts persisted while Anne was unwilling to allow her Hanoverian relations to come to England to represent their interests personally. The Hanoverians did, however, find staunch supporters among members of the whig party. Polemicists such as George Ridpath worked hard to promote the Hanoverian cause. Protestant dissenters also tended to support the Hanoverians. On 1 August 1714 the dissenting minister Thomas Bradbury was preaching in his meeting house in Fetter Lane, when — alerted to Anne’s death by a handkerchief dropped from the gallery — he claimed the honour of being first to pray publicly for the new king.

George I was proclaimed king without much trouble on 1 August 1714. The plans, long in preparation, were quickly put into action. A Regency council was formed, made up of whigs and some Hanover tories. Hans Kaspar von Bothmer, one of George’s Hanoverian ministers, co-ordinated the transition. The new king was sufficiently relaxed to spend several weeks sorting out governance arrangements for his German lands before departing for London. He stopped to hold talks in the United Provinces en route and only arrived at Greenwich in late September.

Having spent a day meeting key figures, George I was transported into London. A long procession of coaches followed the royal party, soldiers lined the route, and cannon fire accompanied the new king. In the immediate aftermath of their arrival George and his family were highly visible on the London social scene, seeking to emphasize their qualities and advantages over the Stuart, or Jacobite, pretenders. They were clearly Protestant, they were numerous (ensuring that the succession was secure for the immediate future), and they seemed willing to adapt. It is worth remembering that George I was 54 years old when he became king in August 1714. He had behind him a long political and military career and could easily have arrived in Britain set in his ways. Instead, in the coming years he demonstrated a willingness to work hard and take on new responsibilities—qualities that would make George a very successful immigrant.

32. Celebrating Victoria Day

Monday, 19 May is Victoria Day in Canada, which celebrates the 195th birthday of Queen Victoria on 24 May 1819. In June 1837, at the age of 18, Victoria became Queen of the United Kingdom of Great Britain and Ireland, as the Empire was called then.

Queen Victoria would reign for more than 63 years, longer than any other British Monarch to date. The Victorian Era, as it came to be known, was a time of expansion of the British Empire, as well as modernization and innovation following the Industrial Revolution of the early 19th century.

33. An illustrated history of the First World War

A hundred years on, the First World War still shapes the world in which we live. Its legacy survives in poetry, in prose, in collective memory, and in political culture. By the time the war ended in 1918, millions had died. Three major empires – Germany, Austria-Hungary, and the Ottomans – lay shattered by defeat. A fourth, Russia, was in the throes of a revolution that helped define the rest of the century. The Oxford History of the First World War brings together in a single volume many distinguished World War One historians. From its causes to its consequences, from the Western Front to the Eastern, from the strategy of the politicians to the tactics of the generals, they chart the course of the war and assess its profound political and human consequences.

The new, updated edition of the Oxford Illustrated History of the First World War has been published to mark the centenary of the War’s outbreak in 1914. Editor Sir Hew Strachan became Chichele Professor of the History of War at the University of Oxford, and a Fellow of All Souls College, and between 2003 and 2012 he directed the Oxford Programme on the Changing Character of War. The first volume of his planned trilogy on the First World War, To Arms, was published in 2001, and in 2003 he was the historian behind the 10-part series, The First World War, broadcast on Channel 4. He is a Commonwealth War Graves Commissioner and a Trustee of the Imperial War Museum, and serves on the British, Scottish, and French national committees advising on the centenary of the First World War.

34. The Normans and empire

The expansion of the peoples calling themselves the Normans throughout northern and southern Europe and the Middle East has long been one of the most popular and written about topics in medieval history. Hence, although devoted mainly to the history of the cross-Channel empire created by William the Conqueror’s conquest of the English kingdom in 1066 and the so-called loss of Normandy in 1204, I wanted to contribute to these discussions and to the ongoing debates about the impact of this expansion on the histories of the nations and cultures of Europe. That peoples from a region of northern France should become conquerors is one of the apparently inexplicable paradoxes of the subject. The other one is how the conquering Normans apparently faded away, absorbed into the societies they had conquered or within the kingdom of France.

In 1916 Charles Homer Haskins’ made the statement that the Normans represented one of the great civilising influences in European – and indeed world – history. If, a century later, hardly anyone would see it thus, the same imperatives remain, namely to locate the Normans within a context in which it remains popular to write national histories, and, for some, in the midst of debates about the balance of the History curriculum, to see them as being of paramount importance. The history of the Normans cuts across all this, but is an inescapable subject in relation to the histories of the English, French, Irish, Italian, Scottish, and Welsh. Those currently fashionable concepts – and rightly so – ‘The First English Empire’ and ‘European change’ are also at the centre of the debates.

As a concept, empire is nowadays both fashionable and much argued about, a universal phenomenon of human history that has been the subject of several major television programmes. It is a subject that requires a multidisciplinary approach. Over the last two millennia, statements by both contemporaries and subsequent commentators have often set a proclaimed imperial civilising mission as a positive feature against the impact of violence and the social and cultural subjugation of the subjects of an empire. Seen thus, the concept of empire has an obvious relevance to the subject of the Normans. And, in relation to the pan-European expansion of the Normans, and, in particular, to the creation of the kingdom of Sicily, the term diaspora, as it is understood in the social sciences, constitutes a persuasive framework of analysis. Taken together, the two terms empire and diaspora create a world in which individuals and communities had to adapt rapidly to new forms of power and cultures and in which identities are multiple, flexible, and often uncertain. For this reason, the telling of life-histories is of central importance rather than simplified notions of social and cultural identity. One consequence must be the abandonment of the currently popular and unhelpful word Normanitas. The core of this book is a history of power, diversity and multiculturalism in the midst of the complexities of a changing Europe.

The use of terms such as hard power, soft power, hegemony, core and periphery, and cultural transfer can be used to frame interpretations of many national histories, including Welsh, Scottish, and Irish, as well as English. The crucial points in all cases are the mixture of engagement with the dominant imperial power and the perpetuation of difference and diversity through the exercise of agency beyond the core. The framework is one that works especially well in relation to the evolving histories of the Welsh kingdoms/principalities and of the kingdom of Scots. It also means that the so-called ‘anarchy’ of 1135 to 1154, the succession dispute between King Stephen and the Empress Matilda becomes a civil war which needs to be set in a cross-Channel context and through which there were many continuities. And Magna Carta (1215), of which the eight-hundredth anniversary is fast approaching, becomes a consequence of imperial collapse. However, a focus on England and the British Isles just does not work. Normandy’s centrality to the history of the cross-Channel empire created in 1066 is of basic importance. Both morally and militarily the creation of the cross-Channel empire brought problems of a new kind that were for some living, or mainly domiciled, in Normandy a source of anguish. The book’s cover has indeed been chosen with this in mind. It shows troubled individuals who have narrowly escaped disaster at sea, courtesy of St Nicholas. But they successfully made the crossing. And so, of course, did the Tournai marble on which they are carved.

Professor David Bates took his PhD at the University of Exeter, and over a professional career of more than forty years, he has held posts in the Universities of Cardiff, Glasgow, London (where he was Director of the Institute of Historical Research from 2003 to 2008), East Anglia, and Caen Basse-Normandie. He has worked extensively in the archives and libraries of Normandy and northern France and has always sought to emphasise the European dimension to the history of the Normans. ‘He currently holds a Leverhulme Trust Emeritus Fellowship to enable him to complete a new biography of William the Conqueror in the Yale University Press English Monarchs series. His latest book is The Normans and Empire.

35. Declaration of independence

Finishing a book is a burden lifted accompanied by a sense of loss. At least it is for some. Academic authors, stalked by the REF in Britain and assorted performance metrics in the United States, have little time these days for either emotion. For emeriti, however, there is still a moment for reflecting upon the newly completed work in context—what were it origins, what might it contribute, how does it fit in? The answer to this last query for an historian of colonial America with a collateral interest in Britain of the same period is “oddly.” Somehow the renascence of interest in the British Empire has managed to coincide with a decline in commitment in the American academy to the history of Great Britain itself. The paradox is more apparent than real, but dissolving it simply uncovers further paradoxes nested within each other like so many homunculi.

Begin with the obvious. If Britain is no longer the jumping off point for American history, then at least its Empire retains a residual interest thanks to a supra-national framework, (mostly inadvertent) multiculturalism, and numerous instances of (white) men behaving badly. The Imperial tail can wag the metropolitan dog. But why this loss of centrality in the first place? The answer is also supposed to be obvious. Dramatic changes, actual and projected, in the racial composition of late twentieth and early twenty-first century America require that greater attention be paid to the pasts of non-European cultures. Members of such cultures have in fact been in North America all along, particularly the indigenous populations of North America at the time of European colonization and the African populations transported there to do the heavy work of “settlement.” Both are underrepresented in the traditional narratives. There are glaring imbalances to be redressed and old debts to be settled retroactively. More Africa, therefore, more “indigeneity,” less “East Coast history,” less things British or European generally.

The all but official explanation has its merits, but as it now stands it has no good account of how exactly the respective changes in public consciousness and academic specialization are correlated. Mexico and people of Mexican origin, for example, certainly enjoy a heightened salience in the United States, but it rarely gets beyond what in the nineteenth century would have been called The Mexican Question (illegal immigration, drug wars, bilingualism). Far more people in America can identify David Cameron or Tony Blair than Enrique Peña Nieto or even Vincente Fox. As for the heroic period of modern Mexican history, its Revolution, it was far better known in the youth of the author of this blog (born 1942), when it was still within living memory, than it is at present. That conception was partial and romantic, just as the popular notion of the American Revolution was and is, but at least there was then a misconception to correct and an existing interest to build upon.

One could make very similar points about the lack of any great efflorescence in the study of the Indian Subcontinent or the stagnation of interest in Southeast Asia after the end of the Vietnam War despite the increasing visibility of individuals from both regions in contemporary America. Perhaps the greatest incongruity of all, however, is the state of historiography for the period when British and American history come closest to overlapping. In the public mind Gloriana still reigns: the exhibitions, fixed and traveling, on the four hundredth anniversary of the death of Elizabeth I drew large audiences, and Henry VIII (unlike Richard III or Macbeth) is one play of Shakespeare’s that will not be staged with a contemporary America setting. The colonies of early modern Britain are another matter. In recent years whole issues of the leading journal in the field of early American history have appeared without any articles that focus on the British mainland colonies, and one number on a transnational theme carries no article on either the mainland or a British colony other than Canada in the nineteenth century. Although no one cares to admit it, there is a growing cacophony in early American historiography over what is comprehended by early and American and, for that matter, history. The present dispensation (or lack thereof) in such areas as American Indian history and the history of slavery has seen real and on more than one occasion remarkable gains. These have come, however, at a cost. Early Americanists no longer have a coherent sense of what they should be talking about or—a matter of equal or greater significance–whom they should be addressing.

Historians need not be the purveyors of usable pasts to customers preoccupied with very narrow slices of the present. But for reasons of principle and prudence alike they are in no position to entirely ignore the predilections and preconceptions of educated publics who are not quite so educated as they would like them to be. In the world’s most perfect university an increase in interest in, say, Latin America would not have to be accompanied by a decrease in the study of European countries except in so far as they once possessed an India or a Haiti. In the current reality of rationed resources this ideal has to be tempered with a dose of “either/or,” considered compromises in which some portion of the past the general public holds dear gives way to what is not so well explored as it needs to be. Instead, there seems instead to be an implicit, unexamined indifference to an existing public that knows something, is eager to know more, and, therefore, can learn to know better. Should this situation continue, outside an ever more introverted Academy the variegated publics of the future may well have no past at all.

36. Ulster since 1600: politics, economy, and society

For many people the terms Ulster, Northern Ireland, and ‘the North’ conjure up images of communal conflict, sectarianism, and peace processes of indefinite duration. More than 3,500 people were killed in the national, communal and sectarian conflict that engulfed Northern Ireland between 1969 and Easter 1998 when the Good Friday Agreement was signed. Tens of thousands were injured or maimed, while sporadic acts of political violence persist to this day.

The near-present is a powerful influence on how we view the past. Yet, in many respects, these blood-spattered years serve to distort our understanding of the lived experience of people in Ulster from 1700 onwards. True enough, this was an ethnically-divided society, but one characterised by complexities, ambiguities, contrariness and the unexpected. Above all, it is necessary to appreciate that violence was not the dominant motif in most time periods in recent centuries.

In 1600, Ulster was a thinly populated, economically backward region. By 1900, without the benefit of local coal or iron, the Belfast region had emerged as a significant industrial and commercial centre in western Europe. This social and economic dynamism was based, first, on linen textiles and later on shipbuilding and engineering. Elsewhere in Ulster, more traditional but vigorous small-farming enterprises predominated.

The story of Ulster since 1600 is one of dramatic transformation, in which immigrant entrepreneurs and workers played a vital role. Moreover, in terms of economic geography and social networks, east Ulster was well placed to benefit from the English and Scottish industrial revolutions. In fact, the north east of Ireland was the only part of the island of Ireland to experience modern industrialisation and urbanisation on a major scale. By the time of political independence in ‘southern’ Ireland, Belfast stood out as Ireland’s only industrial city.

But here is one of the many paradoxes. Despite these modernising tendencies, Belfast and the lesser towns of Ulster incubated and perpetuated forms of politico-religious conflict that have outlived similar tendencies that were once characteristic of many parts of western Europe.

There are other paradoxes. The economic trajectory of Ulster in the eighteenth century, though marred by periodic crises, was generally upwards. Yet the province of Ulster experienced higher levels of emigration, particularly to North America, than any of the other Irish provinces. These emigrants, Presbyterians in the main, went on to forge other lives in the New World. A disproportionate number were involved on the insurgents’ side in the American war of independence. At home, a minority of Presbyterians were active in the radical United Irishmen, seeking reform of the Anglican and landlord-dominated Irish political system.

Presbyterian radicalism took a new turn in the following century, focusing on reform of the landlord and tenant system and local government, but within the framework of the Union of Britain and Ireland. The industrial success of east Ulster in turn served to solidify support for the Union, among Protestant workers as well as captains of industry, aided by a resurgent Orange Order. The comparative underdevelopment of the south and west of Ireland provided ideological justification for emerging Irish nationalist and Catholic opposition to the Union. It is significant, though, that members of the Catholic working class in Belfast, Derry and Newry were not swayed by economic arguments. In conjunction with their co-religionists, they sought Home Rule and later political independence for all of Ireland.

The partition of the island in 1920-21, with six of the original nine Ulster counties forming the new statelet of Northern Ireland, was a major source of grievance to Irish nationalists, North and South. Yet much of social and cultural life proceeded as before – arguably the continuities were as important as the discontinuities – though the heat and invective of political partisanship was sometimes imported into activities as diverse as sport, schooling and language revival.

The formative phase in the making of modern Ulster was undoubtedly during the Plantation of Ulster. But maybe Ulster was a place apart, even before then, as Estyn Evans has suggested? Indeed has the distinctiveness of Ulster in recent centuries been overstated, as some others have suggested? These, and many other questions, find at least partial answers within the pages of Ulster Since 1600.

37. The familiar face of Winston Churchill

The steady flow of new books about Winston Churchill should confirm that the famous wartime prime minister is now the best known and most studied figure in modern British history.

Churchill, a tireless self-promoter in his own time, would undoubtedly have taken a great deal of satisfaction from knowing that the legend he helped to craft would endure well into the twenty-first century. Unlike most politicians, he was deeply concerned with how he would be remembered – and judged – by history. And, although the verdict today is by no means universally positive, there is no doubt that he has achieved a level of fame that few can rival.

Academic historians (like me) spend so much time immersed in the study of the past that we cannot help but see it as a crowded place full of familiar faces. And a figure like Churchill is impossible to ignore: his memory, like the man himself, positively demands our attention. But the full-time historian is generally able to tune Churchill out when necessary: for most of us, he remains just one of the many historical actors we must look at to understand the past.

For the public at large, however, the past is a very different place. Most people approach it as they would a party full of strangers: instinctively scanning the crowd as they enter in hopes of spotting a familiar face. But the more time that passes, the more unfamiliar the past becomes – and the fewer faces we are likely to recognize. Our collective historical memory is subject to a natural sort of attrition process. Most of Britain’s leading politicians, statesmen and warriors of the early twentieth-century, many of them household names in their own time, are now barely remembered at all. Lord Kitchener’s famous recruiting poster from the First World War is still instantly recognizable, but every year there are fewer and fewer people who can put a name to the face of a man who in 1914 was better known – and certainly more widely admired – than Churchill.



The process has distinctly Darwinian overtones, as the most famous figures of yesteryear gradually displace their lesser-known rivals – and eventually each other – in the competition for a place in our collective memory of the past. Only a handful of famous twentieth-century Britons can share the historical stage with Churchill and demand anything like equal billing. And even they do not seem to share his seeming immunity to the passage of time. Neville Chamberlain, for example, remains an iconic figure, although for many he is not an important historical actor in his own right so much as a supporting figure in a better-known, and implicitly more important, story: Churchill’s triumphant rise to power in 1940.

Britain has good reason to look back on the Second World War as the “People’s War”, but the fact remains that only one of “the people” could be reliably identified today in a police line-up. And he is recognizable precisely because of his role in this great conflict. Churchill’s near-mythical status was ensured by his leadership in the critical months between the army’s evacuation from Dunkirk and the Royal Air Force’s victory in the Battle of Britain. At a time when Britain’s defeat seemed not only possible but imminent, Churchill rallied and inspired the people as no other contemporary politician could have. In Britain’s national mythology, he almost single-handedly changed the course of the war by sustaining the morale of the British people at the height of the Nazi onslaught, and in so doing ensured Hitler’s ultimate downfall.

Even in 1940, there was already a tendency to regard Churchill as the personification of Britain’s collective war effort and the embodiment of the nation’s heroic defiance of Nazi Germany. Churchill himself once attempted to put his role into perspective when he declared that “It was a nation and a race dwelling all round the globe that had the lion heart. I had the luck to be called upon to give the roar.” How far Churchill really believed this is debatable. In his speeches and memoirs he consistently downplayed the doubts and fears that pervaded Britain after the fall of France. But he knew better than anyone how close Britain may have come to a negotiated peace with Hitler in 1940 – and how important was his role in preventing this.

As more and more of Churchill’s contemporaries have receded and then disappeared from public memory, the popular association of Churchill with this defining moment in Britain’s history has only grown stronger. He may soon be, if he isn’t already, the last (recognizable) man standing in the history ofBritainduring the first half of the twentieth century.

Churchill believed that history was made by “great men”, and it is hard to imagine him being troubled by this trend. Historians might lament the public’s disproportionate interest in any one particular individual, but this is not to suggest we don’t need any more books about Churchill. The central place he enjoys in our memory of the twentieth century makes it all the more important that the record is as full and accurate as possible. The challenge is to populate that history with real people, and recognize that Churchill was also a supporting character in their stories.

Elizabeth I becomes England’s Queen

The twenty-five-year-old princess was seated beneath an oak tree on the lawn of her home, Hatfield House. Suddenly, several courtiers hurried across the lawn until they reached her location, stopped, and bowed. The queen has died, they told her. You are now queen of England. Young Elizabeth, it is said, fell to her knees and quoted a line from Psalm 118: “It is the Lord’s doing, and it is marvelous in our eyes.”

Elizabeth I, daughter of King Henry VIII by his second wife, Anne Boleyn, had reached the throne by a more circuitous path than most monarchs. Her father’s first wife, Catherine of Aragon, had born a daughter, Mary, but no son. Frustrated, Henry had broken with the Catholic Church and formed the Church of England so he could divorce Catherine and marry Anne Boleyn. After she bore Elizabeth and a stillborn son, Boleyn was beheaded for adultery—a trumped-up charge—when Elizabeth was but three. Henry then married Jane Seymour, who finally produced a male heir, the prince Edward.

Much of Elizabeth’s childhood and youth were difficult and spent away from court because her father rejected her. When he died and Edward came to the throne, she soon fell under suspicion of complicity in a plot to overthrow him. Her careful response to questions saved her. When Edward died, Mary came to the throne. She tried to restore the Catholic Church, leading to several Protestant rebellions, which led the queen to throw her half-sister into the Tower of London for a few months and eventually send her to Hatfield under house arrest.

Everything changed on that November day, however. Two months later, on January 15—a day chosen in part for its astrological promise—she had her official coronation at Westminster Abbey. Elizabeth I, called Gloriana—and Good Queen Bess—ruled for nearly 45 years and gave her name to an age.

39. What can the Norman Conquest teach us about regime change?

The Norman Conquest of England, recently examined in Rob Bartlett’s television series, offers some striking parallels. The term is jargon, of a type beloved by politicians, because it attempts to foreclose on reflection and debate. The manner of the ‘change’ – by armed force – is veiled, and the agent unspecified, even though both are always obvious. Less obvious is why a particular ‘regime’ requires ‘change’ by foreign military intervention. In the case of Iraq, our own regime has tried and tried again to make the requirement obvious to us, and perhaps also to itself. One such attempt was so ‘sexed up’ that it will go down in history as the ‘dodgy dossier’.

Going back almost a millennium, we find evidence for a similarly sophisticated attempt on the part of a foreign power to justify the replacement of this country’s regime. There are, of course, many differences, in particular Duke William’s claim that he was dutifully suppressing Harold II’s brief, tyrannical usurpation, and, in his own person, restoring the true heir to Edward the Confessor.  As such, the official Norman line, embodied in Domesday Book, was that English legitimacy had been restored. Old England continued, and not even under new management. In this respect, the recent forceful change of regime in Iraq was quite different. There, a pretence has been made of imposing a novel and utterly foreign system of government, on the assumption that it is the sole, universally valid type. But in terms of the elaborate efforts made to justify Duke William’s actions, to provide legal cover for endorsement by the eleventh-century equivalent of the UN – the papal curia –, the parallels in tendentious legal scrupulosity are uncanny. We tend to think of medieval rulers, and the clerics who worked and wrote for them, as crude, simple types, unconcerned with diplomatic niceties. Nothing could be further from the truth.

Our distance from 1066 makes it easier to evaluate the results of this particular regime change. The mantra of continuity with Old England, epitomised in a ubiquitous acronym for the status quo in the ‘time’ of King Edward, in turn provided cover for the systematic removal of the English aristocracy, and a transformation in the terms on which their French replacements held their new English lands. This was elite ethnic cleansing. By seizing control of England’s past, the Normans transformed its future, and reconstructed it in their own image – all the while proclaiming that nothing had changed. Harold II was soon airbrushed out of history. By the time Domesday Book was produced, at the end of the Conqueror’s reign, Harold II had never been king. Every major English church had been or was soon to be demolished and rebuilt in the new continental style. Fifty years after the Conquest, England had been rendered almost unrecognisable, and all in the name of a regime change founded on the premise that there had been no change of regime.

Justification and reality were revealingly juxtaposed in York on Christmas Day 1069, on the third anniversary of William’s coronation. In response to English rebellion in the North, he had laid the region waste. Finally, his troops had even torched York Minster. William then arranged for his regalia to be sent up to York, so that he could solemnly display his regality in the burnt out shell of the church. In Iraq thus far the conquest seems to have been much less successful, and therefore the antithesis between the theory and the brutal facts of regime change has not (yet) been as sharply delineated.

40. Plimsolls, Poverty, and Policy

Getting friends to read a book manuscript is an interesting process, for often they highlight themes that you are only subconsciously aware of yourself. One who read mine commented that he was struck how much there was about the everyday, including shoes.

And it is true that one of the interesting aspects of the evacuation of September 1939 is the way that it shone a light on aspects of people’s lifestyles that had been ignored in the 1930s. Occasionally commentators such as the Labour MP, Churchills ChildrenFenner Brockway, in the book Hungry England, had noted that poor children wore the plimsolls that were sold in street markets. But more often this was ignored. But the theme of footwear cropped up right at the start of the evacuation process. In May 1939, for example, civil servants realised that the clothing and footwear of some children would pose problems. It was thought that while there were unlikely to be problems in London, or in towns in Kent and Hampshire, there would be in cities in the Midlands and the North. A circular issued that month informed parents about the amount and type of luggage to be taken. Each child was to carry a gas mask, change of underclothing, night clothes, slippers or plimsolls, spare socks or stockings, toothbrush, comb, towel and handkerchief, warm coat or mackintosh, rucksack, and food for the day. Parents were told the children were to be sent in their thickest clothing and warmest footwear. Moreover the evacuation practices held in the summer of 1939 confirmed that many children had neither warm clothing nor strong footwear. In Leeds, for instance, while the equipment brought was generally good, and all the children had come with gas masks, ‘the greatest weakness is in the supply of footwear’.

The civil servants realised that the success of evacuation would depend on the weather, since many parents waited for the winter before buying their children new shoes. And footwear was certainly a problem in some of the Reception Areas. In Lancaster in the North West, for example, the Billeting Officer advised parents that the money spent on their frequent visits would be better spent on footwear and clothing for their children. He wrote that:

It is very desirable to give the children every opportunity to settle down happily in their new surroundings; and for this reason parents will be wise not to visit their children too frequently. The money spent in such visits would be better spent on thick country footwear, raincoats, overcoats, or warm underclothing for the children.

The Ministry of Health responded on 2 October 1939 with a circular on footwear and clothing. This announced that £7,500 was to be distributed in the Evacuation Areas as contributions to boot and clothing funds. Moreover while the circular continued to encourage voluntary effort, there were some important shifts as time went
