1. The meaning of “terrorism”

Anyone who saw the terror on the faces of the people fleeing the attacks in Paris last week will agree that terrorism is the right word to describe the barbaric suicide bombings and the shooting of civilians that awful Friday night. The term terrorism, though once rare, has become tragically common in the twenty-first century.

3. Ideology and a conducive political environment

The editors of Oxford Islamic Studies Online asked several experts the following question:

The world has watched as ISIS (ISIL, the “Islamic State”) has moved from being a small but extreme section of the Syrian opposition to a powerful organization in control of a large swath of Iraq and Syria. Even President Obama recently admitted that the US was surprised by the success of ISIS in that region. Why have they been so successful, and why now?

Shadi Hamid, fellow at the Brookings Institution, shares his thoughts.

ISIS is a “revolutionary” organization in a way that al-Qaeda and other like-minded extremist groups never were, and never really wanted to be. The “caliphate” — the historical political entity governed by Islamic law and tradition — might have been an inspiration as well as an aspiration, but it wasn’t actually going to happen in real life. The historical weight of the caliphate, and its symbolic power among even less Islamically-minded Muslims, was simply too much (and not only that, you needed a large enough swath of territory to establish one). ISIS, even if it was destroyed tomorrow morning, will have succeeded in removing the mental block of the “caliphate.” Now, anytime there’s an ungoverned, or ungovernable, space, a militant group will think to itself: should we try to capture a piece of territory and announce our own little emirate? And, well beyond the rarefied realm of extremist groups, ISIS has succeeded in injecting the word “caliphate” back into the public discourse. In Turkey, for example, various writers, while opposing ISIS’s particular version of the caliphate, have been willing to discuss the idea of a caliphate.

In this sense, the question of whether ISIS enjoys much popular support in the Muslim world — it doesn’t — is almost beside the point. ISIS doesn’t need to be popular to be successful. In June, around 800 militants were able to defeat an Iraqi force of 30,000 in Mosul, the country’s second largest city. Ideology, morale, and, crucially, the willingness to die are force multipliers. But ideology can only take you so far without a conducive political environment. ISIS itself was perhaps inevitable, but its rise to prominence was not. It has benefited considerably from the manifest failures of Arab governance, of an outdated regional order, and of an international community that was unwilling to act as Syria descended into savage repression and civil war.

Graeme Wood made an important point in one of the only pieces I’ve read that takes ISIS’s religious inspirations seriously: “ISIS’s meticulous use of language, and its almost pedantic adherence to its own interpretation of Islamic law, have made it a strange enemy, fierce and unyielding but also scholarly and predictable.” This is where ISIS’s aspirations to governance become critical, and where Obama’s description of the group as a “terrorist organization, pure and simple” seems both problematic and detached. Emphasizing the distinctive nature of ISIS — and getting it across — becomes difficult in a public discourse that is very focused on us and dealing with our Iraq demons.

4. ISIS is an outcome of a much bigger problem

The editors of Oxford Islamic Studies Online asked several experts the following question:

The world has watched as ISIS (ISIL, the “Islamic State”) has moved from being a small but extreme section of the Syrian opposition to a powerful organization in control of a large swath of Iraq and Syria. Even President Obama recently admitted that the US was surprised by the success of ISIS in that region. Why have they been so successful, and why now?

Lebanese journalist and editor Hanin Ghaddar shares his thoughts.

To answer this question, one has to go back to the roots of this organization. ISIS did not come from a vacuum, and it is not this shadowy bunch of militants that mysteriously managed to control large areas of Iraq and Syria. ISIS has been around for a very long time, and its roots go deeper than its current military achievements.

As an organization, ISIS originated from Al-Qaeda’s group in Iraq, the Islamic State of Iraq (ISI). Abu Muhammad al-Joulani, a member of ISI, established Jabhat al-Nusra in Syria in 2011. When Abu Bakr al-Baghdadi formed ISIS in Syria, differences over ideology and strategy between ISIS and al-Nusra soon led to infighting, and eventually to a public repudiation by al-Qaeda leader Ayman al-Zawahiri after Baghdadi refused his orders to leave Syria and return to Iraq.

Due to the difference in strategy, Baghdadi sought to create the Caliphate and his main priority was to self-sustain the Islamic State by strengthening its economy. This practical side of ISIS is very significant for its quick logistical and military success. According to many news reports, ISIS’s financial assets amount to $2 billion, with money secured from oilfields in eastern Syria, banks in Iraq, in addition to military supplies captured in Mosul. In addition, ISIS’s ability to operate as a real army lies in the fact that their military council is made up of former officers from Saddam Hussein’s army.

However, the popularity of the group lies somewhere else.

The states where ISIS is expanding and flourishing are visibly Iraq and Syria — the two states where Sunnis have suffered marginalization, humiliation, and brutal killing by the pro-Iranian Shiite and Alawi regimes. In both countries, the state did not offer a safe haven for citizens; on the contrary, the sectarian rhetoric practiced by community and political leaders added to the Sunni-Shia rift.

In Iraq, former PM Nouri al-Maliki’s inability to engage in dialogue with Sunni tribes, who helped fight al-Qaeda, led to the fall of Fallujah into ISIS hands in January. Maliki alienated these tribes and refused to share power with them. After the US withdrawal in 2011, these tribes went into open revolt against Maliki.

A feeling of betrayal also boosted this revolt, as the US started talks and unstated bargains with Tehran. It is not a secret that the International Coalition’s war against ISIS Syria did not stop Assad from bombing rebels in areas where ISIS is not in control. Ignoring the brutality of Assad by the West did not help reassure the Sunnis.

When Qassem Suleimani, Iran’s Quds Force Commander, and Iranian-backed militias like Asa’ib ahl al-Haq in Iraq and Hezbollah in Syria are left to wage war against the Sunnis in both countries, and aid the regimes in killing and torturing them, many Sunnis came to see ISIS as the most powerful defense against Iran’s persecution.

But it would be too naïve to only blame regional leaders and Western powers for the rise of ISIS, and enjoy the role of the victim. We are very much responsible, as people and communities. ISIS flourished in these two countries also because of the heightened sectarian rhetoric by the people everywhere. In the streets, traditional media, social media, and inside homes and families, everyone is practicing sectarian hatred, and judging each other’s commitment to Islam.

Our governments have denounced ISIS and promised to secure all available resources to rid the world of its threats, but have we really condemned ISIS when our media, political leaders and Imams at mosques still speak the same sectarian rhetoric and call for hatred?

Both Saudi Arabia and Iran condemned ISIS and pledged to fight all terrorism. But authorities in both countries are still practicing public executions in public squares. Only recently, Saudi Shia cleric Nimr Nimr was sentenced to death. His prosecutors called for his execution by “crucifixion”, a punishment which in Saudi Arabia involves beheading followed by public display of the decapitated body. How is this really different from ISIS’s beheading practice?

Many of us condemned ISIS beheadings, and called them barbarians, yet very few objected to Hamas’s execution of the suspected informants after the recent Gaza War, or Iran’s hanging of gay teenagers from construction canes.

ISIS is a product of our culture of sectarian rhetoric, violence and hatred. ISIS thrives on the injustice and corruption razing our state institutions and communities. Therefore, any policy that aims at fighting and destroying ISIS has to take this into consideration.

To make sure another ISIS does not emerge, the roots behind ISIS’s power and popularity should be targeted. Justice needs to prioritized. Iran should not be treated as the better evil and its regional militias need to be stopped as we are trying to stop ISIS. Assad, who has caused the death of almost 200,000 people, should leave power and he and his lieutenants should be prosecuted under the auspices of the International Criminal Court (ICC) without delay. Otherwise, sectarian hatred and violence will never stop, and ISIS will only get stronger.

ISIS and Hezbollah today feed into each other’s rhetoric of violence and acts of terrorism. Without Hezbollah’s involvement in Syria, ISIS and al-Nusra wouldn’t have gained any popularity, and without ISIS’s power, causing fear among the Shia community and other minorities, Hezbollah would have suffered more pressure to leave Syria, even by its own community. They should be dealt with consistently.

In addition, our media and religious institutions should be held accountable for inciting hatred and sectarianism. Those who call for violence through TV channels and inside mosques should be punished, even if they haven’t personally spilled blood.

Our governments, regimes and leaders might not like to tone down this sectarian rhetoric, because sometimes it serves their regional political agendas. Therefore, this should come as a condition for them to join any international effort or regional initiative. International funding for governments should also come with cultural and social conditions, aimed at alleviating sectarian rhetoric and boosting citizenship.

It is a very extensive and difficult route, but it is the only way. You cannot bomb ISIS away; it will grow back. It should be eliminated from the roots.

ISIS—now just the “Islamic State” (IS)–is the latest incarnation of the jihadi movement in Iraq. The first incarnation of that movement, Tawhid wal-Jihad, was founded in 2003-4 by Abu Musab al-Zarqawi. Al-Zarqawi was not an Iraqi: as his name denotes, he came from Zarqa in Jordan. He was responsible for establishing a group affiliated with al-Qaeda in response to the American invasion of Iraq. Over time, this particular group began to evolve as it took on alliances with other jihadi groups, with non-jihadi groups, and as it separated from groups with which it had been aligned. Tawhid wal-Jihad thus evolved into al-Qaeda in Iraq, which had strained relations with “al-Qaeda central.” These strains were caused by the same factors that have created strains between IS and al-Qaeda central. Zarqawi had adopted the tactic of sparking a sectarian war in Iraq by blowing up the Golden Mosque in Samarra, thus instigating Shi’i retaliations against Iraq’s Sunni community, which, in turn, would get mobilized, radicalized, and strike back, joining al-Qaeda’s jihad

What this demonstrates is a long term problem al-Qaeda central has had with its affiliates. Al-Qaeda has always been extraordinarily weak on organization and extraordinarily strong on ideology, which is the glue that holds the organization together.

The ideology of al-Qaeda can be broken down into two parts: First, the Islamic world is at war with a transnational Crusader-Zionist alliance and it is that alliance–the “far enemy”–and not the individual despots who rule the Muslim world–the “near enemy”–which is Islam’s true enemy and which should be the target of al-Qaeda’s jihad. Second, al-Qaeda believes that the state system that has been imposed on the Muslim world was part of a conspiracy hatched by the Crusader-Zionist alliance to keep the Muslim world weak and divided. Therefore, state boundaries are to be ignored.

These two points, then, are the foundation for the al-Qaeda philosophy. It is the philosophy in which Zarqawi believed and it is also the philosophy in which the current head of IS, Abu Bakr al-Baghdadi, believes as well.

We don’t know much about al-Baghdadi. We know his name is a lie–he was not born in Baghdad, as his name denotes, but rather in Samarra. We know he was born in 1971 and has some sort of degree from Baghdad University. We also know he was imprisoned by the Americans in Camp Bucca in Iraq. It may have been there that he was radicalized, or perhaps upon making the acquaintance of al-Zarqawi.

Over time, al-Qaeda in Iraq evolved into the Islamic State of Iraq which, in turn, evolved into the Islamic State of Iraq and Syria. This took place in 2012 when Baghdadi claimed that an already existing al-Qaeda affiliate in Syria, Jabhat al-Nusra, was, in fact, part of his organization. This was unacceptable to the head of Jabhat al-Nusra, Abu Muhammad al-Jawlani. Al-Jawlani took the dispute to Ayman al-Zawahiri who ruled in his favor. Zawahiri declared Jabhat al-Nusra to be the true al-Qaeda affiliate in Syria, ordered al-Baghdadi to return to Iraq, and when al-Baghdadi refused al-Zawahiri severed ties with him and his organization.

There is a certain irony in this, inasmuch as Jabhat al-Nusra does not adhere to the al-Qaeda ideology, which is the only thing that holds the organization together. On the other hand, IS, for the most part does, although al-Qaeda purists believe al-Baghdadi jumped the gun when he declared a caliphate in Syria and Iraq with himself as caliph—a move that is as likely to split the al-Qaeda/jihadi movement as it is to unify it under a single leader. Whereas al-Baghdadi believes there should be no national boundaries dividing Syria and Iraq, al-Jawlani restricts his group’s activities to Syria. Whereas the goals of al-Baghdadi (and al-Qaeda) are much broader than bringing down an individual despot, Jabhat al-Nusra’s goal is the removal of Bashar al-Assad. And whereas al-Baghdadi (and al-Qaeda) believe in a strict, salafist interpretation of Islamic law, Jabhat al-Nusra has taken a much more temperate position in the territories it controls. The enforcement of a strict interpretation of Islamic law–from the veiling of women to the prohibition of alcohol and cigarettes to the use of hudud punishments and even crucifixions—has made IS extremely unpopular wherever it has established itself in Syria.

The recent strategy of IS has been to reestablish a caliphate, starting with the (oil-rich) territory stretching from Raqqa to as far south in Iraq as they can go. This is a strategy evolved out of al-Qaeda first articulated by Abu Musab al-Suri. For al-Suri (who believed 9/11 was a mistake), al-Qaeda’s next step was to create “emirates” in un-policed frontier areas of the Muslim world from which an al-Qaeda affiliate might “vex and exhaust” the enemy. For al-Qaeda, this would be the intermediate step that will eventually lead to a unification of the entire Muslim world. What would happen next was never made clear—Al-Qaeda has always been more definitive about what it is against rather than what it is for.

IS has demonstrated in the recent period that it is capable of dramatic military moves, particularly when it is assisted by professional military officers, such as the former Baathist officers who planned the attack on Mosul. This represents a potential problem for IS: After all, the jailors are unlikely to remain in a coalition with those they jailed after they accomplish an immediate goal. But this is not the limit of IS’s problems. Mao Zedong once wrote that in order to have an effective guerrilla organization you have to “swim like the fish in the sea”–in other words, you have to make yourself popular with the local inhabitants of an area who you wish to control and who are necessary to feed and protect you. Wherever it has taken over, IS has proved itself to be extraordinarily unpopular. The only reason IS was able to move as rapidly as it did was because the Iraqi army simply melted away rather than risking their lives for the immensely unpopular government of Nouri al-Maliki.

However it scored its victory, it should be remembered that taking territory is very different from holding territory. It should also be remembered that by taking and attempting to hold territory in Iraq, ISIS has concentrated itself and set itself up as a target.

IS has other problems as well. It is fighting on multiple fronts. In Syria, it is battling most of the rest of the opposition movement. It is also a surprisingly small organization–8,000-10,000 fighters (although recent victories might enable it to attract new recruits). The Americans used 80,000 troops in its initial invasion of Iraq in 2003 and was still unable to control the country. In addition, we should not forget the ease with which the French ousted similar groups from Timbuktu and other areas in northern Mali last year. As battle-hardened as the press claims them to be, groups like IS are no match for a professional army.

6. Terror

On the Internet, terrorists can find a wide-open playground for particularly sophisticated violence. I have no doubt that the people at the US Department of Defense, when they brought about the inception of the Internet, never thought in their worst nightmares that come 2013, every terrorist splinter group would boast a website and that all the advantages of the Internet would be at the service of terrorists for organizing, planning, and executing their attacks on innocent people.

The Internet helps terror groups in a variety of activities: recruiting members, establishing communication, attaining publicity, and raising funds. Terror organizations direct their messages to their various audiences over the net with great sophistication. The primary audience is the central core of activists, who use the website as a platform for information about various activities. Messages are disguised by pre-agreed codes, and if you’re unfamiliar with the codes, you won’t understand what’s being talked about.

By means of such encoded messages, a global network of terror can operate with great efficiency. It can manage its affairs like an international corporation: the leader passes instructions to various operations officers around the world, and they pass instructions onward to their subordinates. Using the Internet for information transfer, the organization can create a compartmentalized network of activists who cannot identify one another. Even if one cell is exposed, the damage to the overall network is minimal. Ironically, that survivability was exactly the factor that guided the US Department of Defense when it set up the Internet in anticipation of a doomsday scenario.

The second audience that the terror websites speak to is the general community of supporters. Messages for them are open, not disguised, and the operational side is toned down a little. At the site for the general public, the focus is on negative messages regarding the terror organization’s target, and on legitimizing attacks against it without going into specifics. The site presents history in a way that suits its agenda, and often it tries to attract legitimate contributions for its activities by concealing them behind various charitable fronts.

Some of these sites sell souvenirs with the terror organization’s logo, as if it were a sports team. Thus fans can buy scarves or shirts that give them a strengthened sense of identification with the terror organization. The site allows visitors to join discussions, and in some cases it also tries to attract people from the community of true believers into the community of activists. Of course such a process is undertaken with much caution in order that spies not infiltrate the organization. When new volunteers are recruited, there is a great advantage to enlisting people who don’t fit the terrorist stereotype, since such people can serve as couriers without immediately arousing suspicion. On the other hand, the less the new volunteer belongs to the community from which the terror organization sprang, or resembles a member of that community, the greater the suspicion of untrustworthiness. So such a new volunteer will be performing under close watch, or will be assigned to a one-time task that is to end in the grave.

The third audience is the group to be terrorized. In addressing this group, the organization has the objective of arousing fear, and it publicizes its terror operations in order to “win” the audience to the idea that each of them, including their family and closest friends, is likely to be the next terror victim. This baleful message is accompanied by an ultimatum to the audience: if all its demands are not met, the terror organization will make good on all its threats. The terror organization will try to show that because it’s fighting for absolute justice and has no mercy as it makes its way to that goal, it’s unstoppable. It immortalizes its terrorism in well-concocted documentary films that portray successes among its deadly operations, and by documenting executions performed on camera.

Examining the way that terror organizations address their audiences over various channels, we can see that most terror organizations deploy a rather impressive public-relations corps. Many terror organizations, not satisfied with a website alone, expand onto social networks and use other net-based avenues such as e-mail, chats, and forums.

The language of terror is quite interesting. Terrorists lay all the blame on the other party, which they label the aggressor while they present themselves as the real victims who speak in the name of human rights and who champion the oppressed. Take for example the international terror organizations. They explain that terror is the only method they have for striking back defensively at the imperialist aggressor. The terror organizations delegitimize their opponents and describe their enemy as the ultimate aggressor, a perpetrator of criminal actions such as genocide, slaughter, and massacres. Sometimes the fight is considered part of a continuing religious war and the messages bear a religious aura. For instance, a jihad with the prophet Muhammad as the commander in chief, in charge of the courageous legions that the organization represents.

Terror organizations tend to describe their murderous activities as self-defense by a persecuted underdog. They ignore the human side of their victims and use the psychological tool of dehumanization against the opponent, defining it as a group that has no human face. Thus for example, after the attack on the Twin Towers and the Pentagon on 11 September 2001, the Al Qaeda organization completely ignored the thousands of murdered people and chose to focus on the indignities that the capitalist Americans had wreaked, and were continuing to wreak, and on the importance of the Twin Towers as a symbol of the western world’s decadence.

7. Decennium 9/11: Learning the lessons

By Andrew Staniforth For Americans, no act of terrorism compares to the attacks and from that moment the history of the United States has been divided into ‘Before 9/11’ and ‘After 9/11’. In lower Manhattan, on a field in Pennsylvania, and along the banks of the Potomac, the United States suffered its largest loss of life from an enemy attack on its own soil. Within just 102 minutes, four commercial jets would be simultaneously hijacked and used as weapons of mass destruction to kill ordinary citizens as part of a coordinated attack that would shape the first decade of a new century.

9. Calling Hamas the al Qaeda of Palestine isn’t just wrong, it’s stupid

In a rousing speech before Congress on May 24, Israeli Prime Minister Benjamin Netanyahu rejected peace talks with the newly unified Palestinian government because it now includes — on paper at least — officials from the terrorist (or, in its own eyes, “resistance”) group Hamas. In a striking moment, Netanyahu defiantly declared, “Israel will not negotiate with a Palestinian government backed by the Palestinian version of al Qaeda,” a statement greeted with resounding applause from the assembled members of Congress.

But hold on a minute. Yes, Hamas, like al Qaeda, is an Islamist group that uses terrorism as a strategic tool to achieve political aims. Yes, Hamas, like al Qaeda, rejects Israel and has opposed the peace talks that moderate Palestinians have tried to move forward. And sure, the Hamas charter uses language that parallels the worst anti-Semitism of al Qaeda, enjoining believers to fight Jews wherever they may be found and accusing Jews of numerous conspiracies against Muslims, ranging from the drug trade to creating “sabotage” groups like, apparently, violent versions of Rotary and Lions clubs.

But the differences between Hamas and al Qaeda often outweigh the similarities. And ignoring these differences underestimates Hamas’s power and influence — and risks missing opportunities to push Hamas into accepting a peace deal.

While Congress was quick to applaud Bibi’s fiery analogy, U.S. counterterrorism officials know that one of the biggest differences is that Hamas has a regional focus, while al Qaeda’s is global. Hamas bears no love for the United States, but it has not deliberately targeted Americans. Al Qaeda, of course, sees the United States as its primary enemy, and it doesn’t stop there. European countries, supposed enemies of Islam such as Russia and India, and Arab regimes of all stripes are on their hit list. Other components of the “Salafi-jihadist” movement (of which al Qaeda is a part) focus operations on killing Shiite Muslims, whom they view as apostates. Hamas, in contrast, does not call for the overthrow of Arab regimes and works with Shiite Iran and the Alawite-dominated secular regime in Damascus, pragmatically preferring weapons, money, and assistance in training to ideological consistency.

Hamas, like its parent organization, the Muslim Brotherhood, also devotes much of its attention to education, health care, and social services. Like it or not, by caring for the poor and teaching the next generation of Muslims about its view of the world, Hamas is fundamentally reshaping Palestinian society. Thus, many Palestinians who do not share Hamas’s worldview nonetheless respect it; in part because the Palestinian moderates so beloved of the West have often failed to deliver on basic government functions. The old Arab nationalist visions of the 1950s and 1960s that animated the moderate Palestinian leader Mahmood Abbas and his mentor Yasir Arafat have less appeal to Palestinians today.

One of the greatest differences today, as the Arab spring raises the hope that democracy will take seed across the Middle East, is that Hamas accepts elections (and, in fact, took power in Gaza in part because of them) while al Qaeda vehemently rejects them. 10. Assassinating terrorist leaders: A matter of international law

Osama bin Laden was assassinated by U.S. special forces on May 1, 2011. Although media emphasis thus far has been focused almost entirely on the pertinent operational and political issues surrounding this “high value” killing, there are also important jurisprudential aspects to the case. These aspects require similar attention. Whether or not killing Osama was a genuinely purposeful assassination from a strategic perspective, a question that will be debated for years to come, we should now also inquire:  Was it legal?

Assassination is ordinarily a crime under international law. Still, in certain residual circumstances, the targeted killing of principal terrorist leaders can be defended as a fully permissible example of  law-enforcement. In the best of all possible worlds, there would never be any need for such decentralized or “vigilante” expressions of international justice, but – we don’t yet live in such a world. Rather, enduring in our present and still anarchic global legal order, as President Barack Obama correctly understood, the only real alternative to precise self-defense actions against terrorists is apt to be a worsening global instability, and also escalating terrorist violence against the innocent.

Almost by definition, the idea of assassination as remediation seems an oxymoron. At a minimum, this idea seemingly precludes all normal due processes of law. Yet, since the current state system’s inception in the seventeenth century, following the Thirty Years’ War and the resultant Peace of Westphalia (1648), international relations have not been governed by the same civil protections as individual states. In this world legal system, which lacks effective supra-national authority, Al Qaeda leader bin Laden was indisputably responsible for the mass killings of many noncombatant men, women and children. Had he not been assassinated by the United States, his egregious crimes would almost certainly have gone entirely unpunished.

The indiscriminacy of Al Qaeda operations under bin Laden was never the result of inadvertence. It was, instead, the intentional outcome of profoundly murderous principles that lay deeply embedded in the leader’s view of Jihad. For bin Laden, there could never be any meaningful distinction between civilians and non-civilians, innocents and non-innocents. For bin Laden, all that mattered was the distinction between Muslims and “unbelievers.”

As for the lives of unbelievers, it was all very simple.  These lives had no value. They had no sanctity.

Every government has the right and obligation to protect its own citizens. In certain circumstances, this may even extend to assassination. The point has long been understood in Washington, where every president in recent memory has given nodding or more direct approval to “high value” assassination operations. Of course,  lower-value or more tactical assassination efforts in Iraq and Afghanistan have become a very regular feature of U.S. special operations.

There are some points of legal comparison with the recent NATO strike that killed Moammar Gadhafi’s second-youngest son, and his three grandchildren. While this was a thinly-disguised assassination attempt that went awry, the target, although certainly a supporter of his own brand of terrorists, had effectively been immunized from any deliberate NATO harms by the U.N. Security Council’s  limited definition of humanitarian intervention.

11. Beyond reciprocal violence: morality, relationships and effective self-defense

A few hours after the 9/11 attacks, speaking on our local public radio station in Western Massachusetts, struggling with my tears and my voice, I said that this horrible attack can help us understand people’s suffering around the world, and be a tool for us to unite with others to create a better world. Others also said similar things. But that is not how events progressed.

Our response to that attack led to three wars we are still fighting, including the war on terror. How we fight these wars and what we do to bring them to an end will shape our sense of ourselves as a moral people, our connections to the rest of the world, our wealth and power as a nation, and our physical security.  What can we do to reduce hostility toward us, strengthen our alliances, and regain our moral leadership in the world?

One of the basic principles of human conduct is reciprocity. As one party strikes out at another,  the other, if it can, usually responds with force. Often the response is more than what is required for self-defense. It is punitive, taking revenge, teaching the other a lesson. But the first party  takes this as aggression, and responds with more violence. Israelis and Palestinians for many years engaged in mutual and often escalating retaliation, sometimes reciprocating immediately, sometimes, the Palestinians especially, the weaker party, waiting for the right opportunity.

Many young Muslims, and even non-Muslims converting to Islam, have been “radicalized” by our drone attacks, and our forces killing civilians in the course of fighting. The would-be Times Square bomber has talked to people about his distress and anger about such violence against Muslims. While we kill some who plan to attack us, especially as we harm innocent others, more turn against us.

Of course, we must protect ourselves. But positive actions are also reciprocated—not always, but often, especially if the intention for the action is perceived as positive. Non-violent reactions and practices must be part of effective self-defense. Respect is one of them. Many Muslims were killed in the 9/11 attacks, and we should have specifically included them in our public mourning. Many Arab and Muslim countries reached out to us afterwards, even Iran, and we should have responded more than we did to their sympathy and support. Effective reaching out is more challenging now, and after the mid-term elections the world might see reaching out by President Obama as acting out of weakness. But the U.S. is still the great power, and both the administration and members of Congress ought to reach out to the Muslim world.

But even as we show respect and work on good connections, we ought to stop supporting repressive Muslim regimes. That has been one of the grievances against us. An important source of Al-Qaeda has been Egyptian terrorists, who fought against a secular repressive Egyptian regime. Then as Al-Qaeda was organized by the Mujahideen, who fought against and defeated the Soviet Union in Afghanistan, they turned from such “near enemies” against the far enemy, the United States, which supported these repressive regimes.

Another important matter is dialogue between parties. Dialogue can be abused, used simply to gain time, or as a show to pacify third parties, or can even be a fraud as in Afghanistan where an “impostor” played the role of a Taliban leader in dialogue with the government . The Bush administration strongly opposed dialogue with terrorists—but then with money and other inducements got Sunnis in Iraq, who have been attacking us, to work with us. In persistent dialogue, in contrast to the very occasional negotiations between Israel and the Palestinians, the parties can develop relationships, gain trust, and then become ready to resolve practical matters.

13. WikiLeaks, Anarchism, and the State

WikiLeaks affirms on its website that “democracy and transparency go hand in hand.” This may be true in the abstract, but in the world in which we live, it is not, because the only democracies we know of operate within the confines of the nation-state, and nation-states are not comfortable with transparency. That is why the campaign by the nation-states of the world to shut the site down is proceeding with such ferocity.

Individuals – at least those who live in states committed to the rule of law – enjoy a presumptive respect for our privacy. There is no reason why anyone or any institution should have access to details of our private life. We do not owe anyone a transparent account of our lives.

WikiLeaks believes that nation-states should not enjoy a similar presumption because it believes that under the cover of secrecy, states are more likely than not to engage in nefarious activity. WikiLeaks rejects the “need-to-know” operational norm of the nation-state because it rejects its monopolization of the legitimate use of force and therefore its monopolization of the legitimate use of information.

And this is the disagreement between anarchists and realists. Realists believe that nation-states are the way to run what would otherwise be an even more anarchic world. If it weren’t the American, German or any other government dealing with each other, it would be multinational corporations, sub-national groups, and transnational organizations (some of which are terrorist groups) determining the agenda and contours of global politics. Realists assume that the disorder between entities other than nation-states would far exceed the disorder between nation-states. Anarchists believe that the disorder between nation-states – most notably, war – is the source of global friction, not its solution.

The anarchism of Julian Assange (WikiLeaks’ public face) is not so far removed from other strands of anti-statism. Assange rejects all nation-states in a plenary fashion. The American Tea Party movement does not challenge the American nation, but it does reject the American state when its focus is directed internally (rather than externally). Like Assange, the movement believes that whereas individuals do not owe to others a duty to be transparent about ourselves, states owe a duty of transparency to those who are burdened by their authority. Osama Bin Laden rejects only Western nation-states and their support of the Jewish nation-state, but he is no anarchist because he wants to create a Palestinian state. Bin Laden believes in transparency too – just not his own. The interesting point that emerges from these comparisons is that whereas the anarchist is universally and without exception against the state (and believes that all nation-states, if they exist, should be transparent in their dealings with each other), both non-state actors like Al Qaeda and sub-state actors, like the Tea Party movement, are only selectively in support of the state and the virtue of transparency when they further their perceived interests but not otherwise.

What the last three examples force is a question that will come under increasing scrutiny in the decades to come: under what conditions do we need the state? Reasonable people can and will disagree, but what is clear is that very few people are completely against the state without reservation or exceptions. Anarchists, like all purists, are a lonely b

14. After Yemen, what now for al-Qaeda? 2010 Place of the Year

The air freight bomb plot should be understood as part of al-Qaeda’s pervasive weakness rather than its strength. The intended targets, either a synagogue in Chicago and/or a UPS plane which would explode over a western city, were chosen as part of the attempt to re-focus al-Qaeda’s violence back towards western targets and pull the jihad away from the brink.

Indeed, things haven’t worked out the way Osama bin Laden hoped they would.

Quoting such diverse sources as Carl von Clausewitz, Mao Zedong, Vo Nguyen Giap and Peter Paret, al-Qaeda strategists had repeatedly emphasised the pivotal importance of attracting the support of the Muslim masses to the global jihad. For Abu Ubeid al-Qurashi, the absence of popular support meant that the mujahidin would be no more than a criminal gang. ‘It is absolutely necessary that the resistance transforms into a strategic phenomenon’, argued Abu Mus’ab al-Suri, time and time again.

However, despite the open goal handed to bin Laden by the US-led invasion of Iraq and the increased relevance and resonance of his anti-imperial rhetoric from 2003-2006, he failed to find the back of the net. His crow to Bush about Iraq being an ‘own goal’ was decidedly premature. The credibility of bin Laden’s claim to be acting in defence of Muslims exploded alongside the scores of suicide bombers dispatched to civilian centres with the direct intention of massacring swathes of (Muslim) innocents.

Moreover, where al-Qaeda in Iraq gained control over territory, as in the Diyala and Anbar provinces, the quality of life offered to the Iraqi people was a source of further alienation: music, smoking and shaving were banned, women were forced to take the veil, punishments for disobedience included rape, the chopping of hands and the beheading of children. Brutality was blended with farce as female goats were killed because their parts were not covered and their tails turned upward.

In the end, bin Laden’s ideology, which relied first and foremost on a (poetic) narrative of victimhood, became impossible to sustain. Bin Laden’s project is profoundly moral. He casts himself as the defender of basic freedoms. He eloquently portrays his jihad as entirely defensive and al-Qaeda as the vanguard group acting in defence of the umma. He maintains that all the conditions for a just war have been met.

In reality, however, all of his just war arguments – about just cause, right authority, last resort, necessity, the legitimacy of targeting civilians – are based on one fundamental assumption: that al-Qaeda is defending Muslims from non-Muslim aggressors. As such, it is essential that (1) al-Qaeda stops killing Muslims and (2) al-Qaeda starts hitting legitimate western targets and the regimes which enable the alleged western encroachment.

The emergence of al-Qaeda in the Arabian Peninsula in January 2009 can be viewed as part of this end (much as the al-Qaeda-affiliated GSPC in Algeria formed in opposition to the moral bankruptcy of the GIA). Their publications favour targeted violence such as political assassinations and attacks within US military barracks such as that perpetrated by Major Nidal Hasan at Fort Hood. Their most high-profile operations have been an assault on the US embassy in Sana’a, an attempt to assassinate the Saudi security chief Mohammed bin Nayef, and the bid by the ‘underpants bomber’ to blow up a flight from Amsterdam to Detroit.

In Yemen, al-Qaeda in the Arabian Peninsula (AQIP) have internalised lessons from Iraq and are seeking to keep the population and the tribes on side. 15. What You Should Know About Yemen 2010 Place of the Year

Yemen is Oxford’s 2010 Place of the Year. As we’re sure you very well know, Yemen is on the front page of many newspapers now because of the increased influence of Al Qaeda and the recent bombing attempts that emerged from the small middle eastern country. However, the decision to choose Yemen as the POTY was made long before any of these developments reached our ears. International tensions have a way of thrusting small, faltering states into the global spotlight. When suicide bombers attacked, and very nearly sank, the American warship U.S.S. Cole in 2000 in Yemen’s south-coast port of Adan (Aden), this remote country on the southwest corner of the Arabian Peninsula drew the world’s attention for the least desirable of reasons. Once seen as a promising if fragile experiment in Muslim-Arab democracy and as a destination for adventure tourism, Yemen suddenly found itself at the center of concern about the threat of Islamic militancy and terrorism.

Yemen occupies a small, peripheral sector of the Arabian Peninsula, but its population very nearly matches (and by some estimates exceeds) that of its vast neighbor, Saudi Arabia. The country as it is seen on the map today, its boundaries with Saudi Arabia still contentious, is the product of a 1989 merger between two neighbors, the populous, tribal Yemen Arab Republic (North Yemen) in the northwest, bordering the Red Sea, and the communist-inspired People’s Democratic Republic of Yemen (South Yemen), facing the Gulf of Adan, in the south and east. This agreement, which took effect in 1990 to create the Republic of Yemen with its capital at Sana’a in the northern interior, soon collapsed in a political crisis that precipitated a civil war in 1994. South Yemen announced its secession, North Yemen’s forces advanced into the South and captured Adan, culpable politicians were killed or exiled, and the state was restored.

The physical geography of Yemen displays rugged, deeply incised mountains in the North, where ephemeral streams flow westward to the Red Sea coast and disappear eastward into interior deserts, and lower relief in the South, where coastal topography is also rugged but interior desert plains are more extensive. Much of the craggy, arid countryside lies remote from Yemen’s meager road system and effectively beyond the reach of its government, creating refuges for rebels and bandits who ambush officials, kidnap tourists for ransom, and, more recently, set up terrorist bases. As in Afghanistan and Pakistan’s Federally Administered Tribal Areas, relief, remoteness, and cultural traditions combine to protect jihadists.

16. How should we respond to terrorist violence?

Richard English was born in 1963 in Belfast, where he is Professor of Politics at Queen’s University. He is a frequent media commentator on Irish politics and history, and on terrorism, including work for the BBC, ITN, Sky News, NPR, Newsweek and the Financial Times. His latest book is Terrorism: How to Respond, which draws on over twenty years of conversations with terrorists themselves, and on analysis of a wide range of campaigns - Algeria, Bader Meinhof, The Red Brigade, ETA, Hezbollah, the IRA, and al-Qaeda - to offer both an authoritative, accessible analysis of the problem of terrorism, and a practical approach to solving it. In the original post below, Professor English lays out what he sees as the seven key elements in responding to terrorist violence.

This summer’s fatal terrorist attacks in Afghanistan, Spain and Iraq in their various ways reflect a paradoxical reality: despite the unprecedented efforts made since 9/11 to combat terrorist violence, the terrorist problem remains at least as prevalent as it was before the commencement of the ‘War on Terror’.

Indeed, the situation has in some ways grown worse. The number of terrorist incidents recorded globally in 2001 was 1732. By 2006 – five years into the War on Terror – the figure had risen to 6659. The monthly fatality rate from terrorism in the years immediately preceding 9/11 was 109; in the five years after 9/11, the monthly death-toll from terrorism rose to 167 (and this excluded deaths from attacks in Afghanistan and Iraq – with those included, the monthly death-toll rose to 447).

Of course, there are no easy solutions to the terrorist problem. The longevity of this form of violence is a testament to that. But this long history of terror is, perversely, a tremendous resource as we seek to deal with this global, murderous challenge. For we do, in fact, have a huge body of experience to draw on as we consider how best to deal with the terrorist threat. There are – or should be – a long list of ‘known knowns’ in terms of what we should and should not do about terrorism.

The difficulty tends to be this: each state faces each its own new terrorist crisis in effectively amnesiac fashion. Depressingly for those of us who research the history of terrorism, the same mistakes tend to be made each time, as though the lessons required re-learning. I remember a conversation with a scholar in Washington DC in 2006, in which I suggested that the US might have learned far more than it apparently had about how to deal with terrorism, from historically-informed scrutiny of what other states had been through. ‘Ah, but we have to see our own crisis as exceptional,’ I was told. This is, perhaps, true enough as a depiction of prevalent opinion. But it is no less depressing, and damaging, for that.

In 2003 I published a history of the IRA. At that time, the IRA was in the process of leaving history’s stage just as the post-9/11 crisis meant that terrorism itself was becoming a global preoccupation as never before. So it seemed worthwhile to try to set out the lessons of history – Irish, but also drawn from other settings – in a systematic and accessible way, to try to address the problem of what we should do when the next terrorist crisis strikes.

My argument as a result of that process is that we can only effectively respond to terrorism if we learn the lessons of terrorism’s long history, but that we can only learn those lessons if we adopt a proper means of explaining terrorism, and that we can only explain it if we are honest and precise about exactly what terrorism is in the first place. So, what is terrorism? Why do people resort to terror? What can we learn from terrorism past? How should we respond?

The seven key elements in a response to terrorist violence, as I see them, are:

First, learn to live with it. Politicians have all too often tried to give the impression of a resolve to uproot terrorism altogether, which is self-defeating and unrealistic. Individual terrorist campaigns will come to an end, terrorism itself will not, and our best approach is to minimize and contain it.

Second, where possible, address the root causes and problems which generate awful terrorist violence. This will not always be possible (neither the goals of the Baader-Meinhof group nor of Osama bin Laden could be delivered). But there are moments in history when effective compromise can be reached, normally after terrorist groups themselves recognize that their violence is not bringing anticipated victory, and that a turn to more conventional politics makes sense.

Third, avoid an over-militarization of response. There is an understandable temptation after terrorist atrocities to respond with military muscle, and this can have beneficial effects. It has also, on very many historical occasions, back-fired, with rough-handed military action and occupation stimulating that very terrorism which it was intended to stifle.

Fourth, recognize that high-grade intelligence is the most effective resource in combating terrorist groups. From 1970s Germany to 1990s Northern Ireland there have been many cases where intelligence has decisively aided the constraining of terrorist campaigns.

Fifth, adhere to orthodox legal frameworks and remain wedded to the democratically produced framework of law. All too often the Abu Ghraib pattern has been evident, with the state transgressing the line which distinguishes its own legal activity from illegal brutality: such transgressions tend to strengthen rather than undermine terrorist violence.

Sixth, ensure the coordination of security, financial, technological and other counter-terrorist efforts, both between different agencies of the same state, and between different states allied in the fight against terrorist violence.

Seventh, maintain strong credibility of public response. Any resort to implausible caricatures of one’s enemies will prove counter-productive among that constituency which is potentially supportive of terrorist violence but likely – if presented with credible alternatives – to recognize the futility as well as the appalling bloodiness of terrorist action.

All of the above points were ignored during the post-9/11 response of the War on Terror, and each of these errors has made our current position more difficult.
