In most Departments, promotions above Lieutenant to those higher ranks are made or appointed by the Mayors. A lot of these promotions are not made because of the intelligence of the Lieutenant. There are several reasons that factor into the promotions to one of these higher ranks. Are you an old drinking pal, or an old friend of the Mayor?
