Shortly after accepting a new position as Niagara Falls Fire Chief, Gerry Ormond discovers his department is rife with serious issues including missing capital funds, a hostile administration, corruption, and a casino hotel project hijacked by the Red Mafiya. Rectifying any of it proves impossible as the city administration has blocked him every step of the way. He's a chief in name only, a figurehead. Karen, his common-law wife, is savagely beaten by her estranged husband, Branko, who is a suspected Mafiya enforcer, emboldening Gerry to set things right--his way.
The more he digs, the bigger the hole he finds himself in, as firefighters begin to die. Forces he barely understands push back--hard. He stumbles into a federal investigation and is warned to back off. As he runs a gauntlet of bribes, threats, and extortions, he obsesses on tracking down Branko, putting himself and Karen in harm’s way.
