Years ago, a low budget movie called Terror Cove was made in the coastal town of Boulder Bay about a monster that emerges from the sea to wreak havoc on the town. The years since the film have seen Boulder Bay experience some pretty tough economic times. One night after watching Terror Cove, Kirby and Skip notice that the events of the movie are unfolding in real life. In an effort to find a solution to the mayhem, the boys track down the director of Terror Cove, Vic Vance, and he comes to Boulder Bay. Under his leadership, the three of them secretly devise a plan to capture the "monster" during the next rainstorm. As the mystery is revealed, economic growth is restored to Boulder Bay, and Vic Vance begins filming his sequel, Return to Terror Cove.
