A good thing is to be par of an association, they have information about publishers and how the market goes. In Spain we have a Federation of associations of Illustrators (FADIP). In Barcelona the association member is APIC (http://www.apic.es/). Maybe you can make them a visit and they give you all the info you need. I hope this is helpful!
