When the grown- ups reject the new law and threaten to behave like children, King Timmy issues the Bill of Grown-ups which allows adults to act like children. Now in the Country of Hearts, adults are children and children are adults. Despite these shocking reforms, the Country of Hearts runs quite smoothly. John the Nervous, Andre the Gluttonous, and Marvin the Slowminded, three neighboring kings, are keeping a close eye on the events in the Country of Hearts. When they hear of King Timmy's reforms, they give Timmy an ultimatum: either allow them to take over the Country of Hearts or they will declare war against his kingdom. Timmy decides to fight the war, but tricks the three kings into fighting with pies and tarts. The whole nation, adults and children support King Timmy. Everybody contributes what they can to the war effort. King Timmy defeats the three kings and restores peace to his kingdom. The Country of Hearts returns to its "upside down" life as usual. But now the children grow tired of grown-up responsibilities and want to go back to their original roles. Alas, the adults enjoy their second childhood so much that they refuse to assume their parental roles again. At last, King Timmy and his two friends, Frank and Betty, come up with a solution: Operation Sniffle. The next morning all the children in the Country of Hearts pretend to be sick and stay in bed. Upon seeing their children's distress, the adults become parents again.
The end, very happy indeed.
