1. The long, strange journey

From the Long March to the massive, glittering spectacle of the Beijing Summer Olympics’ opening ceremony in 2008, what a long, strange journey it has been for the Chinese Communist Party (CCP). On July 1, the party celebrated its 90th birthday, marking the occasion with everything from a splashy, star-studded cinematic tribute to the party’s early years to a “praise concert” staged by two of the country’s officially sanctioned Christian groups.

The party’s nine-decade existence has provided plenty of grist for both critics and apologists to debate its legacy. On the one hand, Jung Chang and Jon Halliday’s sensationalistic bestseller Mao: The Unknown Story, paints the party’s founding father as a demonic figure whose rule was brutal and disastrous for China. In the words of the authors, Mao’s sole accomplishment was bringing “unprecedented misery” to “the whole of China.”

On the opposite extreme, the self-aggrandizing accounts of the party’s history that are being promulgated in China right now portray its leaders as unstinting paragons of virtue. This is the impression given not only by the CCP’s commemorative film — which presents Mao as an idealistic young patriot in love — but also by the hagiographic accounts offered in the country’s newspapers. These articles refer to the party as a “powerful spiritual force” that has never stopped “achieving new victories” for the nation.

The truth is somewhere between Chang and Halliday’s spine-tingling horror story and the fairy tale endorsed by the party. With that in mind, what follows are five pairs of the Chinese Communist Party’s interrelated triumphs and tragedies. This list is not intended to deliver a final verdict on the party’s 90 years of existence, but to remind us that, while its failures have been very bad indeed, its accomplishments illustrate why some in China will sincerely wish the party a happy birthday.

Early in its history, the CCP played an important role in anti-imperialist mass struggles that galvanized the Chinese population. During the May 30 Movement of 1925, for example, it helped to bring thousands of protesters to the streets to decry the mistreatment of Chinese workers in Japanese mills, and it spearheaded major boycotts of Japanese goods when that country began making military incursions into north China in the 1930s.

Later, the Red Army contributed greatly to the 1945 rout of Japanese invaders, earning a reputation as determined and selfless guerrilla fighters and beginning the process of finally ending what the party refers to as China’s “century of humiliation.”

The CCP sometimes exaggerates its role in defeating imperialism and downplays the complementary activities of other groups, but it still has a patriotic and nationalistic record that is a source of pride for many Chinese.

But don’t forget: The CCP’s fear-mongering over foreign threats.

Time and time again, the party has used the bogeymen of international conspiracies and foreign influence to justify harsh acts of repression. 2. Mao’s (red) star is on the rise

For in China, as elsewhere, milestone moments are fitting times for backward glances and often accompanied by symbolic gestures that invite scrutiny.

What kinds of historical echoes sound loudest in today’s China? And which past leaders deserve the most credit — and blame — for setting the country on its current trajectory?

These are timely questions as the Chinese Communist Party geared up for its 90th birthday celebration on July 1. For in China, as elsewhere, milestone moments are fitting times for backward glances and often accompanied by symbolic gestures that invite scrutiny.

One thing is obvious: Mao Zedong (1893-1976), though long gone, has hardly been forgotten in the West or East. Nor should he be, in light of the indelible stamp he has left on China.

He certainly remains omnipresent at commemorative moments. Two years ago, for example, the massive celebratory parade held to mark the 60th birthday of the People’s Republic (the sort that during his lifetime would have passed right before him as he waved to the crowd) unfolded directly in front of the giant portrait of Mao that faces Tiananmen Square. And this year, an actor playing Mao is one of the stars of The Beginning of the Great Revival, the big-budget and officially sponsored cinematic spectacle devoted to the Communist Party’s early years that is playing in theaters across China (and drawing lots of viewers, albeit in some cases ones pressured into seeing it rather than choosing to go on their own).

The continuing influence of Mao is also attested to in many books that stress the degree to which — for good or for ill — he set China on its current path. One of the most sophisticated works of this sort to date, published by Harvard University earlier this year and co-edited by political scientists Sebastian Heilmann and Elizabeth J. Perry, is Mao’s Invisible Hand: The Political Foundations of Adaptive Governance in China. It argues that even the party’s tendency to reinvent itself periodically and continually try new strategies can be seen as a legacy of its best-known leader. For Mao was nothing if not experimental in his tinkering with orthodox Marxist approaches to everything from rural insurrections (he thought them much more valuable than did Karl Marx) to state-supported mass movements.

While Heilmann and Perry’s book makes a strong case for emphasizing Mao’s legacy, a forthcoming work from the same publishing house, Deng Xiaoping and the Transformation of China, offers a compelling brief for thinking that the Great Helmsman’s most famous successor. Though short in stature, Deng, too, casts a very long shadow.

3. China: Behind the bamboo curtain

On 1 October 1954, Sir Hugh Casson, the urbane professor of interior design who had been director of architecture at the Festival of Britain, found himself standing by the Tiananmen Gate in the ancient and still walled city of Peking. In China to present a statement of friendship signed by nearly 700 British scientists and artists, he was watching a parade that the reporter James Cameron reckoned to be “the greatest show on earth”. First came the troops and the “military ironwork”, grinding past for a full hour. This was followed by a much longer civil parade in which the people marched by in barely imaginable numbers, beaming with joy at their elevated leaders who gazed back with the slightly “subdued” expression of still unaccustomed new emperors.

The spectacle with which China celebrated the fifth anniversary of the communist liberation was brilliantly organised, as Casson felt obliged to admit. He was less impressed by the admiring expressions worn by many of the other international guests: “Gold-rimmed spectacles misted with emotion, cheeks creased with years of well-meant service in this cause or in that, shirts defiantly open at the neck, badges in lapels, and there in the middle – could it have been? – an MCC tie.” That particular specimen was Ivor Montagu, a cricket-loving friend and translator of the great Soviet film-maker Sergei Eisenstein.

Sickened by the rapture of the communist regime’s ardent western friends, Casson quickly retreated to the shaded “rest room” beneath the viewing stand. Here he lingered among yellow-robed Tibetan lamas, sipping tea and exchanging impressions with other doubtful Britons: the classically minded and no longer Marxist novelist and poet Rex Warner, and AJ Ayer, the high-living logical positivist who would come home to tell the BBC that China’s parade had reminded him of the Nuremberg rallies.

Enraptured or appalled, none of these British witnesses appears to have regretted the absence of Stanley Spencer. The 63-year-old painter, so famously associated with the little Berkshire village of Cookham, had managed to escape the entire show – thanks, he later explained, to “some Mongolians”, whose timely arrival at the hotel that morning had provided the cover under which he retreated upstairs to his room.

It was the discovery that Spencer had been to China that persuaded me to look further into this forgotten episode. I soon realised that an extraordinary assortment of Britons had made their way to China in 1954, nearly two decades before 1972, when President Nixon made the stage-managed and distinctly operatic visit that has gone down in history as the moment when the west entered rapprochement with the People’s Republic of China. Were these motley British visitors just credulous idiots, for whom “Red China” was another version of the legendary Cathay? That is what the 24-year-old Douglas Hurd and the other diplomats in the British embassy compound in Peking appear to have suspected of these unwelcome freeloaders. Or was something more significant going on?

Nowadays, the rapidly increasing number of British travellers to China think nothing of getting on a plane to fly directly there. Yet Spencer had good reason to feel “trembly” as he and the five other members of his entirely unofficial cultural delegation approached the runway at Heathrow on 14 September 1954. Though Britain had recognised China a few months after the liberation, it had yet to establish proper diplomatic relations with the communist-led government, and the embarking Britons couldn’t pick up a visa until they had reached Prague. 4. The Future is Another Country: Place of the Year 2009

Peter McDonald was the first to investigate the newly opened archives of South Africa’s apartheid censorship bureaucracy in 1999. The process wasn’t easy—evidence was 9780199283347everywhere. Some materials had been deposited in the State Archives in Cape Town, some in Pretoria, others appeared to be missing, and the rest were still with the post-apartheid Film and Publication Board (FPB). As McDonald sorted the pieces startling discoveries were made, which he eventually recounted in his book The Literature Police: Apartheid Censorship and Its Cultural Consequences. For most of my professional life I have been thinking about the idea of culture as it has been shaped and reshaped over the past two hundred years, and about the processes and perils of literary guardianship, especially in the complex, intercultural world that emerged in the course of the long twentieth century. The last thing I ever imagined was that the archives of the apartheid censorship bureaucracy in South Africa would provide me with an astonishingly rich, if also disturbing, set of materials with which to address these sometimes abstruse questions.

After all, it is a truth universally acknowledged that censors are the enemies of culture. They are the hateful guardians of the law; the nightmarish state-sanctioned adversaries who have, for one reason or another, taken it upon themselves to keep modern writers and their readers in check; and, besides, they hardly warrant close study by literary scholars, since they are censorious bureaucrats whose vocabulary is limited to a simple yes or no.

This, at least, is how I always thought about censors in general and about the apartheid censors in particular. Whenever the topic was raised when I was a child attempting to grow up in the South Africa of the 1960s and 1970s, it would not take long before someone would recount a story about the censors once banning Black Beauty, Anna Sewell’s strange late Victorian horse memoir. Like many others, I thought this said everything I needed to know about the barbarous stupidity of the system. When I looked into the newly opened archives of the censorship bureaucracy in the late 1990s, and saw some of the secret censors’ reports for the first time and discovered who wrote them, I realized that I had a major problem on my hands and a huge topic for a book.

I expected to see reports signed by ex-policemen, security agents, retired military types, and the like, but what I found was that the overwhelming majority were written by literary academics, writers and esteemed university professors. That was surprising enough. Digging a little deeper into the history of the system, I discovered that a particularly influential group of these seemingly miscast figures actually saw themselves as the guardians of literature, and, more bizarrely, as defenders of a particular idea of the ‘Republic of Letters’. What on earth were they doing there? And what sense was I to make of the fact that, as the archives revealed, repression and the arts were so deeply entangled in apartheid South Africa?

The labyrinthine archival trail, which extended from South Africa to the UK, the US, Norway, Holland, East Germany and elsewhere, soon led me to a host of other, more specific but not less improbable questions. Why were works by a number of leading black writers, including Mafika Gwala, Njabulo Ndebele, Es’kia Mphahlele, and Mongane Serote, passed by the censors? Why were the eminent Afrikaans writers Andre Brink, Breyten Breytenbach and Etienne Leroux let through in the 1960s and then banned a decade later? Why were no literary works in South Africa’s nine African languages ever suppressed? Why were the supposedly most obscene bits from Wilbur Smith’s debut When the Lion Feeds published in South Africa’s largest circulation Sunday newspaper soon after the novel was banned in 1965? Why were the censors so enthusiastic about Indaba My Children, Credo Mutwa’s ethnographic collection of tribal lore? Why did the South African branch of PEN have such a troubled history? Why did J. M. Coetzee apply to be a censor? And why was Salman Rushdie’s Satanic Verses hastily banned in 1988 and why is it still illegal for South African booksellers to display it today?

Again, somewhat to my surprise, pursuing the answers to these questions led me to reflect not just on a future in which apartheid, and apartheid thinking (which was not limited to South Africa), has no place, but on the power of words in the world and on the demands of our intercultural present.

(By the way, I found no evidence to support the Black Beauty anecdote, though I did establish that South African customs officials once found a copy of Mao’s Little Red Book hidden in an edition of Anna Sewell’s equine autobiography, which they promptly impounded.)

5. Wild Swans and Chairman Mao


I recently finished reading Wild Swans by Jung Chang. This memoir has been banned in China since 1994 and apparently even pirated versions omit references to Mao.

Chang looks back over three generations of women in her family and the upheaval in their lives as they endured the Japanese occupation; the Civil War; Mao's rise to power; and the Cultural Revolution. It is a fascinating look at history and its effect on one family. From her grandmother, whose bound feet were an outward sign of her lack of freedom as a concubine to a powerful man, to Chang herself, who worked towards Mao's goals with a passion, the book describes the turmoil the Chinese have endured. It also is a tribute to their strength of character. It sold more than 10 million copies and was translated into 30 languages.

Chang has just published a controversial biography of Mao which is banned in China, but she hopes the first Chinese translation will break through. The book took 12 years to complete.

Ironically, the book Nineteen-Eighty-Four made her wonder, "in a naive way, if Orwell had ever been in China. I was reading about the society I'd been living in. How did he know?"
