1. The Cuban missile crisis

The Cuban Missile Crisis was a six-day public confrontation in October 1962 between the United States and the Soviet Union over the presence of Soviet strategic nuclear missiles in Cuba. It ended when the Soviets agreed to remove the weapons in return for a US agreement not to invade Cuba and a secret assurance that American missiles in Turkey would be withdrawn. The confrontation stemmed from the ideological rivalries of the Cold War.

2. When to talk and when to walk

In the spring of 2014, after Russia annexed the Crimea, the German chancellor Angela Merkel took to the air. She jetted some 20,000 kms around the globe, visiting nine cities in seven days – from Washington to Moscow, from Paris to Kiev – holding one meeting after another with key world leaders in the hope of brokering a peace-deal. Haunted by the centenary of 1914, Merkel saw summitry as the only way to stop Europe from ‘sleepwalking’ into another great war.

3. Meeting Helmut Schmidt: the man behind the statesman

15 October 2015. Another cold, grey afternoon in Hamburg-Langenhorn. My last research visit to Helmut Schmidt’s private archive next to his home, a simple bungalow in the northern suburbs of the city. I was there to check some final references before sending my book off to press. But unexpectedly there was a chance to say hello to the former Chancellor, now ailing and housebound, before I took a taxi to the airport.

4. Cultural foreign policy from the Cold War to today

When the Academy of Motion Picture Arts and Sciences announced its nominees for the 2015 Academy Awards, the James Franco/Seth Rogen comedy The Interview wasn’t on the list. That Oscar spurned this “bromance” surprised nobody. Most critics hated the film and even Rogen’s fans found it one of his lesser works. Those audiences almost didn’t have a chance to see the film.

5. A Night Divided

As a child, I remember the Olympics mainly as an opportunity to root against the Eastern Bloc countries.  That may seem petty, but my family has/had relatives in the former Czechoslovakia, and that's what we did.  In our family, a loss by an Eastern Bloc country was a win for democracy - as if beating East Germany in pole vaulting could somehow make things better.  In reality, for the people of the Eastern Bloc, losing likely made their miserable lives worse - if they even knew about it at all.

There are many historical fiction books about wartime Germany.  A Night Divided deposits the reader in post-WWII Germany — in Berlin, on the wrong side of the wall.

In A Night Divided, 12-year-old Gerta, narrates the dangerously oppressive lifestyle into which she was unwilling thrust,

It was Sunday, August 13, 1961, a day I would remember for the rest of my life.  When a prison had been built around us as we slept.

Erected without warning, the fence (and later, the wall) that separated East Germany from West Germany sprang up overnight - a night when Gerta's father and brother had been visiting the West.  Gerta is trapped in the East with her resigned mother, and her rebellious older brother, Fritz.  Rebellion in East Germany is costly, and the price can be your life.

     "We will never be able to leave," Mama said. "The sooner you both accept that, the happier you will be."
     I nodded back at her. But I new I could never again be happy here. And I refused to accept my life inside a prison."
This is a deeply affecting novel that does not gloss over the reality of living under the constant watchful eyes of the police, the Grentztruppen or border police, and the brutal secret police, the Stasi.  In 1960s, East Germany, even a casual comment to a neighbor can be life-threatening.

Each chapter is introduced with a quote or German proverb that sets up the rationale for Gerta's continued, secretive resistance. "The only way to deal with an unfree world is to become so absolutely free that your very existence is an act of rebellion. — Albert Camus, French novelist"

Gerta Lowe is a character that the reader will cheer and remember.  A Night Divided is a chilling and riveting book, balanced by the hope of one family's love and courage.

6. The long history of World War II

World War Two was the most devastating conflict in recorded human history. It was both global in extent and total in character. It has understandably left a long and dark shadow across the decades. Yet it is three generations since hostilities formally ended in 1945 and the conflict is now a lived memory for only a few. And this growing distance in time has allowed historians to think differently about how to describe it, how to explain its course, and what subjects to focus on when considering the wartime experience.

8. Strife over strategy: shaping American foreign policy

Last month on Capitol Hill, a tedious slur on Henry Kissinger (“war criminal”) provoked an irate reaction (“low-life scum”). The clash between Senator McCain and the protesters of Code Pink garnered media coverage and YouTube clicks. The Senate’s hearings on national strategy not so much. This is unfortunate. For world-weary superpowers, opportunities for sustained strategic reflection are rare. The transfer of power in the Senate affords such an occasion, and John McCain has seized it. His committee hearings nonetheless illustrate both the many challenges facing American foreign policy and the limits of strategy as a guide to foreign-policy choice.

Making strategy is intellectual work. The strategist seeks to explain the patterns of world events, hopeful that comprehension will guide policy and permit policymakers to shape global trends. Requiring interpretation, making strategy is akin to writing history, but what the strategist explains is the present and future. Henry Kissinger once put it thus: “I think of myself as a historian… I have tried to understand the forces that are at work in this period.”

During the Cold War, the forces at work were clear — or so it now appears. The world was divided, and the United States stood for freedom and against the Soviet Union. Washington did not push the USSR too hard, for doing so risked war. Instead, policymakers adhered to a strategy of containment, the logic of which presumed that the USSR would crumble upon its inner contradictions. History vindicated this theory, and many now yearn for the coherence that containment presumably imparted to US foreign policy. The Cold War was dangerous, General Brent Scowcroft told the McCain hearings, but at least “we knew what the strategy was.”

Americans should not yearn for such clarity. Containment nostalgia distorts the actual adaptability of US foreign policy in the Cold War. The search for strategic coherence is, moreover, inappropriate to the needs of US foreign policy today, which requires not intellectual cohesion but tolerance for complexity, improvisation, and even contradiction.

Consider Henry Kissinger and Zbigniew Brzezinski — two of the sages who addressed McCain’s committee. They rank among America’s clearest strategic thinkers, but neither was in his own time a strategic dogmatist. Henry Kissinger began as an adept practitioner of Cold War geopolitics, but as new challenges mounted, he pirouetted to champion cooperation on issues, like energy, that had little to do with the Cold War. From these efforts, the International Energy Agency and the G-7 were born.

Brzezinski, with President Carter, worked to build a “framework of international cooperation” for a world that the Cold War no longer defined and brought human rights into the foreign-policy mainstream. Only as US-Soviet relations deteriorated in the late 1970s did the Carter administration adopt an invigorated anti-Soviet policy. Pragmatic adaptation to events, not devotion to strategic coherence, enabled policymakers to lead the United States through one of the hardest phases in its superpower career, prefiguring the Cold War’s resolution on American terms.

America today faces complex and discordant challenges. For John McCain, a revanchist Russia, a rising China, a truculent Iran, an implacable Islamism, and a rash of failing states make the world more dangerous than ever. McCain might have included (as Scowcroft did) global climate change, an existential challenge for industrial civilization. It is seductive to presume that a singular strategy could enable the United States to transcend, resolve, and master the myriad challenges it faces.

The hope is forlorn. Containment during the Cold War provided no roadmap for policy. At most, containment enjoined acceptance of the world’s division and optimism in the West’s prospects. Within this loose outlook, policymakers improvised and adapted, pursuing diverse agendas. The most effective, like Kissinger, understood that even superpowers do not determine the course of world events; instead, their leaders must react and respond. Presuming the reverse risks the kind of strategic hubris that embroiled the United States in the quagmire that President Obama has struggled for six years to resolve.

What role then for strategy? Strategic thinking, which weighs costs and benefits and contemplates long-range consequences, is a prerequisite for responsible foreign policy. Yet Americans should beware the notion that world affairs can be comprehended within coherent, meta-historical frameworks: the Cold War, globalization, the clash of civilizations, and so on. To be creative, strategy must acknowledge both the provisionality of its own conclusions and the validity of alternative perspectives on the world. Like history, it must remain a work in continual progress.

9. Cold War air hijackers and US-Cuban relations

In 1968, as the world convulsed in an era of social upheaval, Cuba unexpectedly became a destination for airplane hijackers. The hijackers were primarily United States citizens or residents. Commandeering aircraft from the United States to Cuba over ninety times between 1968 and 1973, Americans committed more air hijackings during this period than all other global incidents combined. Some sought refuge from petty criminal charges. A majority, however, identified with the era’s protest movements. The “skyjackers,” as they were called, included young draft dodgers seeking to make a statement against the Vietnam War, and Black radical activists seeking political asylum. Others were self-styled revolutionaries, drawn by the allure of Cuban socialism and the nation’s bold defiance of US domination. Havana and Washington, diplomatically estranged since 1961, maintained no extradition treaty.

But Cuba was an imperfect site for the realization of American skyjacker dreams. Although the surge in hijackings paralleled the warm relations between the Cuban government and US organizations such as the Black Panther Party and Students for a Democratic Society, leftwing skyjackers were not always welcome in Cuba. Many were imprisoned as common criminals or suspected CIA agents. The mutual discomfort of the United States and Cuban governments over the hijacking outbreak resulted in a rare diplomatic collaboration. Amidst the Cold War stalemate of the Nixon-Ford era, skyjackers inadvertently forced Havana and Washington to negotiate. In 1973, the two governments broke their decade-old impasse to produce a bilateral anti-hijacking accord. The hijacking episode of 1968-’73 marks the unlikely meeting point where political protest, the African American freedom struggle, and US-Cuba relations collided amid the tumult of the sixties.

For a generation of Americans radicalized by the Civil Rights era and the Vietnam War, Cuba’s social gains in universal healthcare, education, and wealth redistribution — campaigns disproportionately supported by Afro-Cubans — had made the Cuban Revolution a beacon of inspiration for the United States. Left. By 1970, several thousand Americans, traveling independently or with organizations such as the Student Nonviolent Coordinating Committee, had visited Cuba to witness its transformation up-close. But skyjackers sometimes perceived Cuba in terms that echoed age-old paternalistic tropes about the island, as admiration blurred into entitlement. Cuba, they insisted, should welcome them as revolutionary comrades instead of locking them in jail. Nonetheless, some US skyjackers had fled from circumstances that suggested genuine political repression. Black radical activists, in particular, were often successful in appealing to Cuban officials for political asylum after arriving as skyjackers. The Cuban government allowed these asylees to make lives for themselves in Havana, paying for their living expenses as they transitioned to Cuban society or attended college. Several members of the Black Panther Party, such as William Lee Brent, and members of the Republic of New Afrika, such as Charlie Hill, became long-term residents of Havana.

Hijackers inadvertently forced Washington to face the consequences of American exceptionalism. Cuban émigrés reaching US soil with “dry feet” had been granted sanctuary and accorded a fast-track to citizenship since 1966, when the Cuban Refugee Adjustment Act created a powerful incentive for Cubans to immigrate by any available means, including violence and hijacking, an enticement that Havana had repeatedly protested. Now, Cuba was granting sanctuary to Americans committing similar crimes. The irony was not missed by the State Department. As Henry Kissinger admitted, the United States was now seeking to negotiate with Havana what Washington had earlier refused to negotiate in the aftermath of the Cuban revolution, when Cubans were hijacking planes and boats to the United States and Havana had appealed unsuccessfully to US officials for the return of the vessels. The island’s attractiveness as a legal sanctuary for Americans was in large part a consequence of Washington’s policy of unrelenting hostility, which had severed the normal ties through which the two nations might collaborate, as diplomatic equals, to resolve an issue such as air piracy.

Air hijackings to Cuba declined dramatically after the accord of 1973. A shallow crack appeared in the diplomatic stalemate between Washington and Havana, setting the stage for the mild warming of US-Cuba relations during the coming Carter era. But while mutual cooperation to respond to the hijacking outbreak preceded the brief détente of the late 1970s, air piracy did not itself cause the Cold War thaw. Rather, the significance of hijacking to US-Cuba relations lies in the way in which skyjackers, as radical non-state actors driven by idealism and politics, influenced the terrain of state relations in ways that no one could have anticipated. So too, by granting formal political asylum to Americans, especially African American activists charging racist repression, Havana defied US claims to moral and legal authority in the arena of human rights. As US-Cuba relations now make a historic move toward normalization, it is likely that non-state actors will continue to play unforeseen roles, defying both US and Cuban state power.

10. The Berlin Wall: A Day that Changed the World

Back when Quercus books was starting out (even before they were called Quercus) I wrote a piece for them as proof of concept for a planned volume called Days that changed the World (to follow on from the successful Speeches that changed the World). In the end it became a book by Hywel Williams. I really liked my sample piece, mocked up for the Frankfurt bookfair, and now, on the 25th anniversary of the fall of the Berlin Wall, I’d like other people to be able to read it.

It was 6.57 pm on Thursday 9 November 1989. In a press conference Günter Schabowski, head of the Berlin section of East Germany’s ruling party the SED (Socialist Unity Party of Germany), was trying to answer a question put by an Italian journalist.

Earlier that day at the Politburo (Cabinet) meeting, the continued hemorrhaging of East German citizens to the West, through the increasingly open borders of its communist allies, had been discussed. It was decided that a system of permits would be introduced to allow travel into West Berlin. It was Günter Schabowski’s role to answer questions at the subsequent press conference, but he had only returned from holiday towards the end of the meeting and so missed much of the discussion. The question the journalist had asked was about this very issue of travel into West Berlin, so Schabowski was handed a piece of paper to help him give an answer. It was a press release intended for publication the following day. No one meant for him to read it out loud but that’s what he did. He was then asked when this would actually happen. Unaware of the proposed timetable he mistakenly announced to the surprised group of journalists before him that ‘this is immediate, without delay’.

Within minutes the news wire services AP (Associated Press) and DPA (the German Press Agency) were reporting that East Germany had opened its borders to the West. The citizens of East Berlin flocked to the crossing points in the Wall hoping to gain access. Outnumbered and unprepared the border guards didn’t know what action to take. Telephone calls to their superiors apparently said ‘we’re flooding’ as they held back the ever-increasing crowds. Finally, around 10.30 pm at Bornholmer Strasse they bowed to the inevitable and opened the crossing. After 10,315 days stretching across 28 years the antifaschistischer Schutzwall (Anti-Fascist Protection Wall), the physical symbol of the Iron Curtain across Europe, had finally fallen.

‘We’re flooding’ East German border police

The 1989 fall of the Berlin Wall was the pivotal moment in a dramatic year across Europe. This followed in the wake of the new philosophies of Glasnost (openness) and Perestroika (restructuring) coming from Mikhail Gorbachev in The Kremlin. The Poles with their powerful Solidarity trades union were impatient for reform and on 5 April the communist government there agreed to hold free elections. In May, Gorbachev came to West Germany to meet with Chancellor Kohl. He informed Kohl that the Brezhnev doctrine was over – that Russia was no longer prepared to use force to control the satellite states that comprised the Soviet Union. At once the government in Hungary announced its intention to begin the dismantling of the Iron Curtain along the border with Austria. The floodgates were open.

East Germans began pouring into Hungary en route to what they hoped was a new life in the West. The scale of the exodus was unprecedented. Some were allowed through into Austria while others who were turned back ended up camping in the grounds of the West German Embassy in Prague in Czechoslovakia.

A weekly peace vigil had begun on Mondays in the East German city of Leipzig. At first the numbers were small, but despite sometimes violent police action they grew. On 4 September there were a thousand demonstrators – by 16 October there were 120,000. Loudspeakers proclaimed their words of opposition throughout the city:

We, the people, demand:

  • the right to free access of information
  • the right to open political discussions
  • the freedom of thought and creativity
  • the right to maintain a plural ideology
  • the right to dissent
  • the right to travel freely
  • the right to exert influence over government authority
  • the right to re-examine our beliefs
  • the right to voice an opinion in the affairs of state

The Leipzig protests

Gorbachev had returned to Berlin as guest of honour for the 40th anniversary of the East German state on 7 October. In front of the Palace of the Republic the celebrations turned to protest as the crown cried out for Gorbachev to help them. The demonstration was broken up by the police with a thousand arrests. In a warning to the SED Gorbachev announced ‘Wer zu spät kommt, den bestraft das Leben’ (whoever comes too late is punished by life). In East Germany this was seen as a tacit acknowledgement that the old order was over. Following Gorbachev’s comments and the ever-increasing demonstrations against him, East German President Eric Honecker, who as late as June had claimed the Wall would last for another ‘50 or 100 years’, resigned on 18 October.

Honecker was the original builder of the Wall. More than two and a half million East Germans had escaped to West Germany between 1949 and 1961, an unsustainable drain on the communist state’s resources. Because of this the first East German President, Walter Ulbricht, had secretly decided a wall must be built. He sought the then Russian Premier Nikita Khrushchev’s permission to make his plan a reality. At midnight on the morning of Sunday 13 August 1961, Honecker, responsible for security on the SED Central Committee and so the overseer of the construction of the Wall, sealed the border with West Berlin while the citizens in the east slept. In preparation for the day he had stored 25 miles (40 km) of barbed wire and thousands of fence posts in barracks around the city. This was brought out and the Wall was erected behind a line of 25,000 armed police, posted every six feet along the border.

The resignation of Honecker saw him replaced by another hardliner, Egon Krenz, but the exodus from East Germany continued apace. On Tuesday 7 November the government of East Germany resigned en masse appealing to the public that ‘in this serious situation, all energies be concentrated on keeping up all functions indispensable to the people, society and the economy.’ The plan was that the ministers would remain in office until a new government could be formed. The next day the entire Politburo also resigned. However, the Central Committee of the SED unanimously re-elected Egon Krenz as leader. That afternoon party members elected a new Politburo who would meet for the first time the following day under Krenz’s leadership. The rapid changes in the administration and personnel were perhaps the reason for Günter Schabowski’s confused announcement on the fateful evening.

As night fell on 9 November a street party spread all across West Berlin that lasted several days. As each East German Trabi drove across Checkpoint Charlie its driver honked its horn and was cheered by the masses. East German border guards joined the celebrations and were presented with flowers by delighted West Berliners. East Germans were pouring into West Berlin with no money, so it was quickly announced that possession of an East German passport would entitle the bearer to free public transport and museum admission across the city.

‘Berlin was out of control. There was no more government, neither in East nor in West. The police and the army were helpless. The soldiers themselves were overwhelmed by the event. ‘Soon after the announcement was made, my family and I went to the wall with hammers and chisels in order to help knock it down. There were hundreds of people there already. I was surprised at just how difficult it was to break a piece of wall off: it was made of such hard material. Looking at gaps which others before me had managed to create, I could see the thick iron wires which were between the concrete layers making up the wall. One thing I did notice about the wall was that the West side was covered in graffiti and the East was perfectly clean: the East Berliners were not allowed near the wall. Tear down the wall

The next day, Friday, saw the announcement of free elections in East Germany to take place the following year. Then, on Sunday 12 November, the Wall was opened at the historic Potsdamer Platz (Potsdam Square) by the mayors from each half of the previously divided city. Walter Momper, Mayor of West Berlin proclaimed ‘Potsdam Square is the old heart of Berlin and it will beat again as it used to.’ Six weeks later the historic Brandenburg Gate, was also reopened in front of enormous crowds.

Systematic demolition of the Wall began on 13 June the following year and Germany was finally reunited on 3 October 1990. However, a watching world that had been caught in the grip of the Cold War for so long remembers 9 November 1989 as the day it ended – the day the Berlin Wall fell.

11. Trapped in the House of Unity

I emerged after a long day in the soundproofed cabins at the back of the reading room in the onetime Institute of Marxism-Leninism, which pieces of black sticky tape now proclaimed as the ‘Institute of the Labour Movement’. It was spring 1990 and I was in East Berlin, as one of the first western researchers into the German Democratic Republic. Normally, I would have seen fellow researchers gathering their papers, and archive staff ushering them gently out. But this evening the main reading room was in complete darkness.

It soon became apparent that I was locked in. I could mentally see the red plasticine seal over the lock on the other side of the door, with the logo of the Socialist Unity Party of Germany pressed into it, which staff dutifully unpeeled each morning. What to do? Locked into a building I had spent so long trying to get into! Furtively, I tried the card catalogue, just to see if there was a secret archive they were keeping from me. Locked too. My stomach began to rumble. I didn’t think I could pull an all-nighter, even for scholarship. I cast around for a means of escape. A telephone directory was lying on the desk with ‘Central Committee – for the use of the Comrades only!’ handwritten across the top.

I scanned the various numbers until I came across one for the porter. I dialled. A man replied in a thick Berlin accent. I explained that I was locked in the main reading room. Could he come and let me out? After some grumbling he said he would see. After twenty minutes of anxious waiting, I phoned again. I was in the ‘Benutzersaal’, on the fifth floor. There was a baffled silence at the other end of the line, before my would-be rescuer intoned, chillingly: ‘There is no fifth floor.’

It transpired that I had been talking to a man in a different building entirely, in the Karl Liebknecht Haus (named after one of the Spartacist martyrs of 1919). After a series of proxy phone calls, I eventually reached a rather flustered wife of the Institute director, and was liberated by the deputy-head archivist at 10pm. Locking in visitors was ‘so bad for business’, apologised Frau Pardon.

It turned out that the Institute had been down-sizing as the communist state continued to totter. Security staff had been let go, and the archivists had not quite learned the ropes. When I had arrived in February, entering the building had been like passing a checkpoint. A ‘Vopo’, or People’s Police officer, had scrutinised my passport, after the head archivist had come down with the stamp which made me an official visitor of the Central Party Archive. Ordnung muß sein!

This had not been without its difficulties. At the time of the fall of the Berlin Wall the previous November, I had been doing my Oxford DPhil at West Germany’s main GDR think-tank in Mannheim. All of its staff had been routinely banned from East Germany as ‘bourgeois’ historians. But following the people’s storming of the Stasi headquarters in January, sudden invitations had appeared. Please come and use the archive! Perhaps we were going to be used as human shields to ward off the mob’s fury should it turn on the party. Would we have to throw ourselves on the files to stop them from being defenestrated?

Beyond the Vopo check-point was like a dismantled stage-set. The slogan ‘Marxism-Leninism is not a dog..’ adorned the rear wall. A workman on a step-ladder had just unscrewed the final two letters ‘..ma’. A bust of Ernst Thälmann, the Weimar communist leader murdered by the Gestapo at Buchenwald in 1944, had been unceremoniously parked in the corner.

But as a foreigner, and especially as a ‘Wessi’, I was still escorted everywhere. My minder was ‘Rudi’, an affable, bespectacled man in late middle age with his jet-black hair brylcreemed back, who made a point of telling me jokes about the ex-East German party leader, Erich Honecker, but only when no-one else was around. His job included accompanying me to the canteen every day, until we agreed that I knew the way. And he stopped.

I also learned about the history of the building. In the Weimar Republic it had been a Jewish-owned department store, but had been ‘Aryanised’ by the Nazis in 1939. Then it had become Hitler Youth Headquarters, before being turned over by the Soviets to the East German party in 1946. But it still had the form of a department store, with lifts at the back of the main lobby, which must once have ascended to soft furnishings, next stop Politbüro. But now the building was reverting to type. The Vopo was moved from the porter’s cubicle, and a tuck shop selling Coke and Snickers moved in.

Later that spring, in May, the Institute closed at short notice. The former Central Committee on the far side of the Alexanderplatz, housed in the old Reichsbank building – the equivalent of the Bank of England – had been forced to vacate its premises, since the West German Bundesbank was reclaiming it. (German history knows its continuities when it wants to.) The Central Committee files would have to find temporary refuge in the Institute, which was turned into a depository. But I managed one last mass photocopying bonanza by changing money illicitly on the black market at the Bahnhof Zoo in West Berlin: German historians know when to exploit the present too – für die Wissenschaft!

And then the Institute itself was finally evicted in the mid-1990s. For the next twenty years it remained a derelict reminder of the past, an inlaid relief profile of one of the Party leaders, Otto Grotewohl, the only outside reminder of previous occupancy. Yet the last time I looked, it had finally discovered its post-communist identity: ‘Soho House Berlin’, a private members’ club in the heart of the city, whose website simply states that the building has a ‘remarkable history’. So, indeed.

12. Nuclear strategy and proliferation after the Cold War

On 4 November 1994, the United Nations Security Council formally endorsed the so-called “Agreed Framework,” a nuclear accord discussed for years but negotiated intensively from September to October 1994 between The Democratic People’s Republic of Korea (DPRK, North Korea) and the United States.

The framework had four main parts:

  1. The nations would cooperate to replace the DPRK’s graphite-moderated reactors and related facilities with light-water reactor (LWR) power plants.
  2. The United States and DPRK would work toward full normalization of political and economic relations.
  3. The United States and the DPRK pledged to seek peace and security on a nuclear-free Korean peninsula.
  4. The United States and the DPRK agreed to work together to strengthen the international nuclear non proliferation regime.

In light of recent events these are eye-catching promises. They were then as well. As The New York Times reported, the agreement was a remarkable event. The four key tenets of the accord, even to the jaundiced eye of a seasoned diplomat seemed symbolic of the post-Cold War era. However, according to the Times, the announcement of the agreement “kept secret many details of how the accord will be put into effect.”

It is unclear whether the momentum for the framework continued despite the secrecy or because of details hidden from view. Within two weeks of the agreement, the Security Council took up the cause and numerous nations were on board (many not yet privy to some more secret aspects of the Framework). The UN proclaimed support of North Korea’s decision to freeze its current nuclear program and to comply with a safeguards agreement with the International Atomic Energy Agency (IAEA). Yet perhaps such international approbation did more harm than good, because North Koreans objected to how the agreement was playing out symbolically. The UN statement seemed to emphasize only North Korea’s responsibilities under the framework agreement and not the reciprocal obligations of the United States and of South Korea.

North Korean leaders aimed for their nation to be perceived not as a rogue state being brought into line, but as holding the United States and its allies accountable in an agreement with mutual responsibilities. The agreement itself, as events unfolded, seemed promising enough. Within another two weeks, by 11 November 1994, the IAEA arranged to send inspectors, and soon thereafter United States and North Korean scientists and policymakers announced preliminary protocols regarding storage issues for over 8,000 spent fuel rods. South Korean diplomats pushed back, seeking security guarantees, but eventually bought into the agreement. By 18 November, according to Reuters, the United States, South Korea, and Japan agreed to lead an international consortium to finance more than $4 billion in construction and maintenance costs for light-water reactors in North Korea.

To many observers, the Agreed Framework of 1994 augured a new chapter in non-proliferation, tailored to the post-Cold War era. Despite difficult negotiations regarding the compromise framework and the international consortium, it seemed to be a real success.

Why such a promising framework collapsed bears further scrutiny and has profound implications for the future.

The end of the Cold War did not eliminate the challenges of nuclear weapons and strategy. Far from it. Recognizing the new nuclear and strategic landscape, the Clinton Administration tried to align nuclear policy with new circumstances. “A wide-ranging and thorough bottom-up study conducted by the Pentagon during 1993,” writes Joseph Siracusa, “identified a number of key threats to United States national security. Foremost among them was the increased threat of proliferation of nuclear weapons and other weapons of mass destruction.”

Clinton’s strategy for dealing with obvious threats, such as a resurgent Russia and the need to keep track of former Soviet stockpiles, materials, technologies, and experts, was to pursue new agreements that addressed the concerns of individual states, while strengthening the existing Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Just months after the agreement with North Korea, for example, the United States, Britain, and Russia worked with Ukraine to send its inherited Soviet-era nuclear arsenal to Russia, persuading it to join the NPT in return for security guarantees. It seemed that new accords, adjusted to the new era, could be reached to foreclose future proliferation. Notorious cases of international trafficking in materials, technology, expertise, such as the transnational network of Pakistani scientist A.Q. Khan, served as a reminder that proliferation required constant attention. Through diplomatic channels, military threats, and economic coercion, the Clinton Administration sought to work with allies to alleviate nuclear threats in such places as Libya, Iraq, and North Korea. Subsequent administrations hoped for productive results into the early 21st century despite instability in the Balkans, Middle East, Africa, and elsewhere.

So, what changed?

First, on the Korean peninsula tensions persisted. “Pyongyang’s continued failure to come into full compliance with its IAEA safeguard obligations,” according to Daniel Poneman, “appeared to threaten the project.”

Second, US policymakers and many among their allies in the international community lost sight of the importance of perception for a country like North Korea. Third, American leaders too easily assumed that “unipolar” power, stability, and unilateralism could go hand-in-hand. US political rhetoric, especially related to nuclear and WMD negotiations and in sharp contrast to international economic agreements, abandoned the sense of mutual obligation and reciprocity that had been essential to Cold War and immediate post-Cold War diplomacy. Instead, American leaders tended to emphasize the pacts as treaties “to be enforced” rather than ones in which nations “shared,” which often resulted in resentment and retrenchment.

In terms of the Agreed Framework, Siracusa argues that the agreement collapsed because in 2002 President George W. Bush refused to honor the two most crucial precepts of the Agreement: helping to build light-water reactors and moving to normalize relations. North Korean diplomatic brinksmanship did not help, but rejecting direct negotiations was clearly a mistake. Pushing for new “six-party talks on North Korea, in which the two Koreas, China, Russia, Japan, and the United States were jointly to reach a solution with Kim Jong-il’s Stalinist regime” may have added too many voices and competing interests. Similarly, new incentives seemed to be aligning to make states like North Korea, in the wake of 9/11 seek nuclear power status as a bulwark against more overt attempts at regime change.

No longer obliged to the Framework, on 9 October 2006, North Korea exploded a nuclear bomb in a tunnel complex at Punggye, in the far north of the country, which made it the ninth nation in history to become a nuclear power.

In his 2002 State of the Union Address President Bush inveighed against all members of the “Axis of Evil.” Of the three “members” of this purported axis, Iraq was first to be invaded, in large part based on the premise that weapons of mass destruction were located there but no nuclear threshold had yet been reached. Iran has been attacked largely via sanctions and covert operations and to date there have been no recent military assaults on the nation’s nuclear facilities.

In contrast to Iraq and Iran, the already isolated, impoverished, and heavily sanctioned nuclear North Korean state, a nation that the New York Times deemed “too erratic, too brutal, and too willing to sell what it has to have a nuclear bomb,” has retained a high nuclear barrier to direct military action. Indeed, the Times in 2006 ruled out “a military strategy” entirely. The differential treatment of North Korea and Iraq, one nuclear-armed and the other not, has left strategists in Iran with mixed messages from the United States.

Even as nuclear stockpiles have been dramatically reduced, the new nuclear strategic world seems to be one of state proliferation. On the one hand “any confrontation between nuclear armed states runs the risk of escalating to the use of nuclear weapons, whether by inadvertence, accident, or bad decision-making,” reasons Tilman Ruff, co-chair of the International Steering Group and Australian Board member of the International Campaign to Abolish Nuclear Weapons. On the other hand, without those weapons, states and groups out of favor with the United States, Russia, or other “great” powers may find themselves far more susceptible to coercion or even attack. In turn, with nuclear weapons as a credible threat, states may be able to negotiate better deals, even if those accords ultimately might result in the relinquishing the very weapons themselves.

The ability of the impoverished North Korean state to stand up to the United States and its allies in recent years remains a product of its nuclear deterrent. The Russian annexation of Crimea followed by Russian-backed separatist attacks and revolution in the Ukraine pinpoint a similar counterfactual lesson: would a nuclear Ukraine be able to stand up more effectively to Russia? Kazakhstan and Belarus, which also gave up their Soviet era stockpiles in the mid-1990s, are confronting this question today.

There is an unfortunate logic for states to develop nuclear weapons in the 21st century, even if they have no intention of using them. Despite the end of the Cold War, the concept of deterrence may have more legitimacy than ever before. Potential combatants around the world now see the development of weapons of mass destruction, particularly nuclear, as a means of neutralizing the hegemonic capacities of the United States and other major military and economic powers. The stubborn, persistent spread of nuclear weapons – in large part because of the apparent strategic-diplomatic need for them – in a multi-polar world is more complicated and more problematic than most would have predicted in November 1994. In no small measure the changes of the last two decades mark a moment of diminished US leadership and what Andrew Bacevich has depicted as the limits of American power. The United States, in the wake of 9/11 and in attempting to combat the spread of WMDs, has not exactly made the world safe for an NPT by all-too-often abandoning the interest- and mutual security-based discussions of the 1990s.

13. Why we don’t go to the moon anymore

Today marks the forty-fifth anniversary of the Apollo 11 moon landing. To understand Apollo’s place in history, it might be helpful to go back forty-four rather than forty-five years, to the very first anniversary of the event in 1970. That July, several newspapers conducted informal surveys that revealed large majorities of Americans could no longer remember the name of Neil Armstrong, the first man to walk on the moon. This does not mean they forgot the event — few who watched it ever forgot the event — but it suggests that we need to reconsider what Apollo meant to Americans at the time, and what it can tell us about the history of the 1960s and 1970s.

Dave Eggers’s new novel, Your Fathers, Where Are They? And the Prophets, Do They Live Forever?, opens with a disturbed man peppering an astronaut he has kidnapped with questions about why the United States has not revisited the moon since the early 1970s. America, Eggers’s protagonist complains, is not living up to its promise — a failure seen clearly in its betrayal of the space program. This is a common complaint among the many Americans who yearn to return to an aggressive program of human exploration, and to whom it makes no sense that the United States called it quits after the Apollo program ended in 1972.

The truth is, sending men to the moon in 1969 did not make sense to a majority of Americans in the first place, let alone continuing with an ambitious effort to send astronauts on to Mars or permanent space colonies, as advocates urged. In fact, with the exception of a brief period following Apollo 11, poll after poll in the late 1960s revealed a public that disapproved of the high cost of the moon race, the rush to complete it before 1970, and the misplaced priorities it represented. Beneath all the celebratory rhetoric and vague notions that Apollo somehow changed everything was a realization that it really had not changed much at all. It certainly did not inaugurate any “new era” in history, as many assumed it would. Instead, Americans grew indifferent to the program shortly after the first landing, as the rapid dismissal of Armstrong from the national consciousness indicated. In 1970, the final three planned Apollo missions — what would have been Apollos 18, 19, and 20 — were cancelled, and few Americans complained.

What happened? Why didn’t Apollo even complete its original plan of ten moon landings, let alone fundamentally alter history? There are some obvious reasons. The Cold War, Apollo’s original impetus, had eased considerably by the late 1960s, and with the moon race won there was little interest in continuing an expensive crash program of exploration. There were also more pressing social issues (and a divisive war) to deal with at the time, eroding NASA’s budget and scuttling any ambitious post-Apollo agenda.

But there is another significant reason why human space exploration not only waned after Apollo but also why Apollo itself failed to have the impact most expected it would: cultural changes in the late 1960s undermined interest in the kind of progress Apollo symbolized. By 1969, the Space Age values that were associated with Apollo — faith in rational progress, optimism that science and technology would continue to propel the nation toward an ever brighter future — were being challenged not just by a growing skepticism of technology, which was expressed throughout popular and intellectual culture, but by a broader anti-rationalist backlash that first emerged in the counterculture before becoming mainstream by the early 1970s.

This anti-rationalism, and its penetration into mainstream culture, can be seen in the reaction to Apollo of one well-known American: Charles Lindbergh. Lifethe magazine of Middle America — in 1969 asked Lindbergh to pen a reflection on Apollo. He refused, and instead sent a letter that Life published in which he claimed he no longer believed rationality was the proper path to understanding the universe. “In instinct rather than intellect lay the cosmic plan of life,” he wrote, anticipating not further space travel of the Apollo variety, but, in language reminiscent of the mystical ending of the contemporaneous 2001: A Space Odyssey, “voyages inconceivable by our 20th century rationality . . . through peripheries untouched by time and space.” “Will we discover that only without spaceships can we reach the galaxies?” he asked in closing, and his answer was yes: “To venture beyond the fantastic accomplishments of this physically fantastic age, sensory perception must combine with the extrasensory. . . . I believe it is through sensing and thinking about such concepts that great adventures of the future will be found.”

Lindbergh was far from alone with these sentiments, as evidenced by the overwhelmingly positive letters to the editor they drew. American culture by 1969 was moving away from the rationality that undergirded the Apollo missions, as Americans began investing more importance in non-rational perspectives — in religion and mysticism, mystery and magic; in meditation or ecstatic prayer rather than in shooting men to the moon; in journeys of personal discovery over journeys to other planets. Apollo was thrilling to most who watched it, but it failed to offer sufficient deeper meaning in a culture that was beginning to eschew the rationalist version of progress it represented.

So, why didn’t Apollo make a bigger splash? Why did it mark the end of an era of human exploration rather than the beginning? In short, “the Sixties” happened, and the space program has never recovered. It is entirely possible that, when viewed from its 100th or (if we last so long) 1000th anniversary, Apollo will indeed be considered the beginning of a space-faring era that is yet to come. In the meantime, understanding the retreat away from the Space Age’s rationalist culture not only helps us understand what happened to the space program after Apollo, but also what happened to the United States in that maelstrom we call “the Sixties.”

14. Obama’s predicament in his final years as President

The arc of a presidency is long, but it bends towards failure. So, to paraphrase Barack Obama, seems to be the implication of recent events. Set aside our domestic travails, for which Congress bears primary responsibility, and focus on foreign policy, where the president plays a freer hand. In East Asia, China is rising and truculent, scrapping with its neighbors over territory and maritime resources. From Hanoi to Canberra, the neighbors are buttressing their military forces and clinging to Washington’s security blanket. Across Eurasia, Vladimir Putin is pushing with sly restraint to reverse the strategic setbacks of 1989-91. America’s European allies are troubled but not to the point of resolution. At just 1.65 percent of GDP, the EU’s military spending lags far behind Russia’s, at 4.5 percent of GDP. The United States, the Europeans presume, will continue to provide, much as it has done since the late 1940s.

Washington’s last and longest wars are, meanwhile, descending towards torrid denouements. Afghanistan’s fate is tenuous. Free elections are heartening, but whether the Kabul government can govern, much less survive the withdrawal of US forces scheduled for 2016 is uncertain. Iraq, from which Obama in 2011 declared us liberated, is catastrophic. The country is imploding, caught in the firestorm of Sunni insurgency that has overwhelmed the Levant. We may yet witness genocide. We may yet witness American personnel scrambling into helicopters as they evacuate Baghdad’s International Zone, a scene that will recall the evacuation of Saigon in April 1975. The situations are not analogous: should ISIS militia penetrate Baghdad, the outcome will be less decisive than was North Vietnam’s 1975 conquest of South Vietnam, but for the United States the results will be no less devastating. America’s failure in Iraq would be undeniable, and all that would remain would be the allocation of blame.

We have traveled far from Grant Park, where an inspirational campaign culminated in promises of an Aquarian future. We are no longer in Oslo, where a president newly laden with a Nobel Prize spoke of rejuvenating an international order “buckling under the weight of new threats.” Obama’s charisma, intellect, and personality, all considerable, have not remade the world; instead, a president who conjured visions of a “just and lasting peace” now talks about hitting singles and doubles. There have in fairness been few errors, although Obama’s declaration that US troops will leave Afghanistan in 2016 may count as such. The problem is rather the conjuncture of setbacks, many deep-rooted, that now envelops US foreign policy. These setbacks are not Barack Obama’s fault, but deal with them he must. The irony is this: dire circumstances, above all Iraq, made Obama’s presidential campaign credible and secured his election. Dire circumstances, including Iraq, may now be overwhelming Obama’s presidency.

Cerebral and introspective, Obama may rue that the last years of presidencies are often difficult. Truman left the White House with his ratings in the gutter, while Eisenhower in his last years seemed to critics doddery and obsolete. But for Mikhail Gorbachev, Reagan’s presidency might have ended in ignominy. Yet a president’s last years can be years of reinvention, even years of renewal. With the mid-terms not yet upon us, the fourth part of Obama’s day has not passed; its shape is still being defined.

Notorious as a time of setbacks, the 1970s offer examples of late-term reinventions. Henry Kissinger, serving President Ford, in 1974-76 and Jimmy Carter in 1979-80 snatched opportunity from adversity; their examples may be salutary. The mid-1970s found Kissinger’s foreign policy in a nadir: political headwinds were blowing against the East-West détente that he and Richard Nixon had built, even as Congress voted to deny the administration the tools to confront Soviet adventurism in the Third World. Transatlantic relations were at low ebb, as the industrialized countries competed to secure supplies of oil and to overcome a tightening world recession. Alarmed by the deterioration of core alliances, Kissinger in 1974-76 pivoted away from his prior fixation with the Cold War’s grand chessboard and set to work rebuilding the Western Alliance. As he did so, he pioneered international economic governance through the G-7 summits and restored the comity of the West. Kissinger even engaged with the Third World, proposing an international food bank to feed the world’s poorest and aligning the United States with black majority rule in sub-Saharan Africa. Amidst transient adversity, Kissinger laid the foundations for a post-Cold War foreign policy, and the benefits abounded in the decades that followed.

Jimmy Carter in the late 1970s inherited serious challenges, some of which he exacerbated. Soviet-American détente was already on the ropes, but Carter’s outspoken defenses of Soviet human rights added to the strain. The Shah of Iran, a longtime client, was already in trouble, but the strains on his regime intensified under Carter, who sent mixed messages. Pahlavi’s tumbling in the winter of 1978-79 and the ensuing hostage crisis threw Carter’s foreign policy off the rails. Months later, the Soviet Union invaded Afghanistan. Carter responded by reorienting US foreign policy towards an invigorated Cold War posture. He embargoed the USSR, escalated defense spending, rallied the West, and expanded cooperation with China. This Cold War turn was counterintuitive, being a departure from Carter’s initial bid to transcend Cold War axioms, but it confirmed his willingness to adapt to new circumstances. Carter’s anti-Soviet turn turned up the fiscal strain on the Soviet Union, helping to precipitate not only the Cold War’s re-escalation but also the Cold War’s resolution. Carter also defined for the United States a new military role in the Persian Gulf, where Washington assumed direct responsibility for the security of oil supplies. This was not what Carter intended to achieve, but he adapted, like Kissinger, to fast-shifting circumstances with creative and far-reaching initiatives.

Late term adaptations such as Kissinger’s and Carter’s may offer cues for President Obama. One lesson of presidencies past is that the frustration of grand designs can be liberating. The Nixon administration in the early 1970s sought to build a “new international structure of peace” atop a Cold War balance of power. Despite initial breakthroughs, Nixon’s design faltered, leaving Ford and Kissinger to pick up the pieces. Carter at the outset envisaged making a new “framework of international cooperation,” but his efforts at architectural renovation also came unstuck. The failures of architecture and the frustration of grand designs nonetheless opened opportunities for practical innovation, which Kissinger, Carter, and others pursued. Even George W. Bush achieved a late reinvention focused on practical multilateralism after his grand strategic bid to democratize the Middle East failed in ignominy. Whether Obama can do the same may hinge upon his willingness to forsake big ideas of the kind that he articulated when he spoke in Cairo of a “new beginning” in US relations with the Muslim world and to refocus on the tangible problems of a complex and unruly world that will submit to grand designs no more readily today than it has done in the past.

Moving forward may also require revisiting favored concepts. Embracing a concept of Cold War politics, Nixon and Kissinger prioritized détente with Soviet Union and neglected US allies. Kissinger’s efforts to rehabilitate core alliances nonetheless proved more durable than his initial efforts to stabilize the Cold War. Substituting a concept of “world order politics” for Cold War fixations, Carter set out to promote human rights and economic cooperation. He nonetheless ended up implementing the sharpest escalation in Cold War preparedness since Truman. Making effective foreign policy sometimes depends upon rethinking the concepts that guide it. Such concepts are, after all, derived from the past; they do not predict the future.

President Obama at West Point recently declared that “terrorism” is still “the most direct threat to America.” This has been the pattern of recent years; whether it is the pattern of years to come, only time will tell. New threats will also appear, as will new opportunities, but engaging them will depend upon perceiving them. Here, strategic concepts that prioritize particular kinds of challenges, such as terrorism, over other kinds of challenge, such as climate change, may be unhelpful. So too are the blanket prohibitions that axiomatic concepts often produce. Advancing US interests may very well depend upon mustering the flexibility to engage with terroristic groups, like the Taliban or Hamas, or with regimes, like Iran’s, that sponsor terrorism. Axiomatic approaches to foreign policy that reject all dialogue with terrorist organizations may narrow the field of vision. Americans, after all, did not go to China until Nixon did so.

If intellectual flexibility is a prerequisite for successful late presidential reinventions, political courage is another. While he believed that effective foreign policy depended upon domestic consensus, Kissinger strived throughout his career to insulate policy choice from the pressures of domestic politics. He persevered in defending Soviet-American détente not because it was popular but because he believed in it. Carter also put strategic purposes ahead of political expedience. Convinced that America’s dependence on foreign oil was a strategic liability, Carter decontrolled oil prices, allowing gasoline prices to rise sharply. The decision was unpopular, even mocked, but it paid strategic dividends in the mid-1980s, when falling world oil prices helped tip the Soviet Union into fiscal collapse. Obama, in contrast, appears readier to let opinion polls guide foreign policy. Withdrawing US forces from Iraq in 2011 and committing to withdraw US forces from Afghanistan during 2016 were both popular moves; their prudence remains less obvious. Still, the 22nd Amendment gives the President a real flexibility in foreign policy. Whether Obama bequeaths a strong foundation to his successor may depend on his willingness to embrace the political opportunity that he now inhabits for bold and decisive action.

Setbacks of the kind that the United States is experiencing in the present moment are not unprecedented. Americans in the 1970s fretted about the rise of Soviet power, and they recoiled as radical students stormed their embassy in Tehran. Yet policymakers devised ways out of the impasse, and they left the United States in a deceptively strong position at the decade’s end. Reinvention depended upon flexibility. Kissinger, Carter, and others understood that the United States, while the world’s leading superpower, was more the captive of its circumstances than the master of them. They were undogmatic, insofar as they turned to opportunities that had not been their priorities at the outset. They operated in the world as they found it and did not fixate upon the world as it might be. They scored singles and doubles, but they also hit the occasional home run. This is a standard that Obama has evoked; with luck, it will be a standard that he can fulfill, if he can muster the political courage to defy adverse politics and embrace the opportunities that the last 30 months of his presidency will present.

15. The continuing threat of nuclear weapons

Out of sight. Out of mind.

Nine countries, mainly the United States and Russia, possess 17,000 nuclear weapons, many of which are hundreds of times more powerful than the atomic bombs dropped over Hiroshima and Nagasaki almost 70 years ago. An attack and counterattack in which fewer than 1% of these nuclear weapons were detonated could cause tens of millions of deaths and could disrupt climate globally, leading to crop failures and widespread famine. A greater conflagration could cause a “nuclear winter” and threaten the future of life on earth.

The recent tensions concerning Ukraine demonstrate that although 23 years have elapsed since the end of the Cold War, nuclear weapons remain a clear and present danger to humanity. Persistent threats include accidental launch of nuclear warheads, proliferation of nuclear weapons among nations, potential acquisition and use of nuclear weapons by non-state actors, and diversion of human and financial resources in order to maintain and modernize nuclear arsenals in the United States and other nations.

Despite safeguards, accidental detonation remains a real possibility. A few years ago, a US Air Force plane transported six missiles tipped with nuclear warheads, unbeknownst to the pilot and crew. Twice, in recent weeks, it was revealed that as many as half of navy and air force personnel who maintain nuclear-armed missiles and would be responsible for launching them if commanded to do so had cheated on their competency examinations. In 1995, Boris Yeltsin, then president of Russia, had only a few minutes to decide whether to launch Russian nuclear-armed missiles against the United States in response to what, on radar, looked like a US air attack with multiple re-entry vehicles (MERVs); it turned out to be a rocket launched by a team of Norwegian and US scientists to study the aurora borealis.

Another major concern is that the leaders of the nine nations that possess nuclear weapons each have absolute authority — unchecked by other government officials or institutions, even in the United States — to launch an offensive or allegedly defensive nuclear strike.

Furthermore, proliferation remains a serious threat. During the past decade North Korea obtained nuclear technology and fissile materials, and developed and tested one or more nuclear weapons. At least until recently, Iran apparently was — and may still be — on the path to developing nuclear weapons. Given the widespread knowledge about nuclear technology and the potential availability of fissile material, non-state actors could acquire and use nuclear weapons.

Highly-enriched uranium (HEU) — the fissile material used in nuclear weapons — is distributed globally, and used in nuclear reactors to perform research or power aircraft carriers and submarines. Converting to low-enriched uranium would eliminate the possibility of HEU being stolen or otherwise diverted to produce nuclear weapons.

Yet another major concern is the huge diversion of financial resources to maintain and modernize the US nuclear weapons arsenal, estimated over the next 30 years to be about $1 trillion. The proposed nuclear weapons budget of the US Department of Energy for fiscal year 2015 is higher than at any time during the Cold War. Meanwhile, substantial cuts have been proposed in programs to dismantle and prevent proliferation of nuclear weapons — and in programs to reduce poverty and protect human rights.

To most Americans, all of these concerns are out of sight and out of mind. Each of us has a responsibility to become more educated about these issues, increase the awareness of other people about them, and advocate for measures to reduce the dangers associated with nuclear weapons, including the abolition of nuclear weapons.

A longstanding proposal to eliminate all nuclear weapons is the Nuclear Weapons Convention (NWC). In 1997, a consortium of experts in law, science, public health, disarmament, and negotiation drafted a model convention. The Convention would require nations that possess nuclear weapons to destroy them in stages — taking them from high-alert status, removing them from deployment, removing warheads from delivery vehicles, disabling warheads by removing explosive “pits,” and placing fissile material under control of the United Nations. Such a convention has had wide public support throughout the world.

An immediate step that could pave the way to the Nuclear Weapons Convention and the eradication of nuclear weapons is a treaty banning nuclear weapons. Such a treaty could be negotiated with or without the participation of those nations possessing nuclear weapons. It could create an international norm of the illegality of nuclear weapons, similar to the norms that have been established concerning chemical and biological weapons, antipersonnel landmines, and cluster munitions. Such a treaty could put substantial pressure on the nations possessing nuclear weapons to comply with their disarmament obligations — which they have been unwilling to do thus far. The International Campaign to Abolish Nuclear Weapons (ICAN) has mobilized 300 civil-society organizations in 90 countries to campaign, on humanitarian grounds, for such a treaty banning nuclear weapons.

Given resurgent Cold-War-era arguments for revitalizing US nuclear-weapons capabilities to deter Russian actions in Ukraine, we must resist measures that would reset the “Doomsday Clock” to a point that places all humanity — and indeed all life on earth — in great peril of annihilation by nuclear weapons.

16. Two difficult roads from empire

Britain’s impending withdrawal from Afghanistan and France’s recent dispatch of troops to the troubled Central African Republic are but the latest indicators of a long-standing pattern. Since 1945 most British and French overseas security operations have taken place in places with current or past empire connections. Most of these actions occurred in the context of the contested end of imperial rule – or decolonization. Some were extraordinarily violent; others, far less so. Historians, investigative journalists and leading intellectuals, especially in France, have pointed to extra-judicial killing, systematic torture, mass internment and other abuses as evidence of just how dirty decolonization’s wars could be. Some have gone further, blaming the dismal human rights records of numerous post-colonial states on their former imperial rulers. Others have pinned responsibility on the nature of decolonization itself by suggesting that hasty, violent or shambolic colonial withdrawals left a power vacuum filled by one-party regimes hostile to democratic inclusion. Whatever their accuracy, the extent to which these accusations have altered French and British public engagement with their recent imperial past remains difficult to assess. The readiness of government and society in both countries to acknowledge the extent of colonial violence indicates a mixed record. In Britain, media interest in such events as the systematic torture of Mau Mau suspects in 1950s Kenya sits uncomfortably with the enduring image of the British imperial soldier as hot, bothered, but restrained. Recent Foreign and Commonwealth Office releases of tens of thousands of decolonization-related documents, apparently ‘lost’ hitherto, may present the opportunity for a more balanced evaluation of Britain’s colonial record.

In France, by contrast, the media furores and public debates have been more heated. In June 2000 Le Monde’s published the searing account by a young Algerian nationalist fighter, Louisette Ighilahriz, of her three months of physical, sexual and psychological torture at the hands of Jacques Massu’s 10th Parachutist Division in Algiers at the height of Algeria’s war of independence from France. Ighilahriz’s harrowing story helped trigger years of intense controversy over the need to acknowledge the wrongs of the Algerian War. After years in which difficult Algerian memories were either interiorized or swept under capacious official carpets, big questions were at last being asked. Should there be a formal state apology? Should decolonization feature in the school curriculum? Should the war’s victims be memorialized? If so, which victims? Although the soul-searching ran deep, official responses could still be troubling. On 5 December 2002 French President Jacques Chirac, himself a veteran of France’s bitterest colonial war, unveiled a national memorial to the Algerian conflict and the concurrent ‘Combats’ (using the word ‘war’ remained intensely problematic) in former French Morocco and Tunisia. France’s first computerized military monument, the names of some 23,000 French soldiers and Algerian auxiliaries who died fighting for France scrolled down vertical screens running the length of the memorial columns.

No mention of the war’s Algerian victims, but at least a start. Yet, seven months later, on 5 July 2003, another unveiling took place. This one, in Marignane on Marseilles’ outer fringe, was less official to be sure. A plaque to four activists of the pro-empire terror group, the Organisation de l’Armée secrète (OAS), carries the inscription ‘fighters who fell so that French Algeria might live’. Among those commemorated were two of the most notorious members of the OAS. One was Roger Degueldre, leader of the ‘delta commandos’, who, among other killings, murdered six school inspectors in Algeria days before the war’s final ceasefire. The other was Jean-Marie Bastien-Thiry, organizer of two near-miss assassination attempts on Charles de Gaulle, first President of France’s Fifth Republic. Equally troubling, it took the threat of an academic boycott in 2005 before France’s Council of State advised President Chirac to withdraw a planned stipulation that French schoolchildren must be taught the ‘positive role of the French colonial presence, notably in North Africa’.

One explanation for the intensity of these history wars is that few France and Britain’s colonial fights since the Second World War were definitively won or lost at identifiable places and times. The fall of the French fortress complex at Dien Bien Phu in May 1954, the climax of an eight-year colonial war over Vietnam’s independence from France, was the exception, not the rule. Not surprisingly, its anniversary has been regularly celebrated by the Vietnamese Communist authorities since then.

Elsewhere it was harder for people to process victory or defeat as a specific event, as a clean break offering new beginnings, rather than as an inconclusive process that settled nothing. Officials in British Kenya reported that the Mau Mau rebellion, rooted among the colony’s Kikuyu majority, was ‘all but over’ by the end of 1955. Yet emergency rule continued almost five years more. To the East, in British Malaya, a larger and more long-standing Communist insurgency was in almost incessant retreat from 1952. Surrender terms were laid down in September 1955. Two years later British aircraft peppered the Malayan jungle, not with bombs but with thirty-four million leaflets offering an amnesty-for-surrender deal to the few hundred guerrillas who remained at large. Even so Malaya’s ‘Emergency’ was not finally lifted until 1960.

In the two decades that followed, the Cold War migrated ever southwards, acquiring a more strongly African and Asian dimension. The contest between liberal capitalism and diverse models of state socialism became a battle increasingly waged in regions adjusting to a post-colonial future. Some of the bitterest conflicts of the 1960s to the 1990s originated in fights for decolonization that morphed into intractable proxy wars in which civilians often counted amongst the principal victims. In the late twentieth century France and Britain avoided the worst of all this. Should we, then, celebrate the fact that most of the hard work of ending the British and French empires was done by the dawn of the 1960s? I would suggest otherwise. For every instance of violence avoided, there were instances of conflict chosen, even positively embraced. Often these choices were made in the light of lessons drawn from other places and other empires. Just as the errors made sometimes caused worst entanglements, so their original commission reflected entangled colonial pasts. Often messy, always interlocked, these histories remind us that Britain and France travelled their difficult roads from empire together.

17. The Spy Catchers of Maple Hill: Megan Frazer Blakemore

The Spy Catchers of Maple Hill is a historical mystery novel set in a small Vermont town in 1953. Hazel Kaplansky lives with her parents in a home adjacent to the graveyard that they manage. She's prickly and smart, and doesn't fit in very well, despite having grown up in Maple Hill. At a time when everyone is nervous about Russian spies and possible nuclear attacks, Hazel is suspicious of the new gravedigger, a man with the too-banal-to-be-true name of Mr. Jones. Hazel soon enlists lonely new kid Samuel Butler in her investigation. But she soon learns that Samuel has secrets, too, which everyone seems to know about except Hazel. Hazel and Samuel's developing friendship is set against a backdrop that includes a McCarthy investigation of the men in the local factory, and corresponding swirl of local rumor and innuendo.

I think that Blakemore does a nice job integrating the historical time period with Hazel's story. She introduces lots of details, but keeps all of them tied closely to Hazel's perspective. For instance, she captures Hazel's mortification when she sneezes during an air raid drill. The Spy Catchers of Maple Hill covers everything from the scars that remain from the depression and influenza epidemic to how people treated unwed mothers during and after World War II to the fear and gossip triggered by McCarthyism. And she slips in little tidbits, too, like the fact that Alaska isn't a state yet. 

There is a bit of an old-fashioned feel to The Spy Catchers of Maple Hill, as you would expect from a book so decisively set in the 50s. Bike riding, microfiche searches at the library, only mothers expected to show up at school events, etc. I think that the presence of a graveyard, together with active spying, will still keep kids interested, but there's always that risk with historical fiction that it will appeal more to adults than it does to the kids. There's a pretty clear sub-text in some of the scenes, where the adults, particularly Hazel's parents, talk over her head. I suppose that kids who understand this will have the chance to feel superior. Certainly I would expect young readers to be surprised at how different the world was 60 years ago. 

Anyway, I quite liked Hazel, despite (or perhaps because of) that fact that she isn't completely likable at all. She makes mistakes, she runs away with her assumptions, and she is flat out wrong about most things. But she's smart and loves books and doesn't really try to fit in - she is utterly herself. When a popular girl invites Hazel, unexpectedly, to a birthday party, she attends only so that she can conduct her investigation. She attempts to turn a mausoleum into a fallout shelter. She does remind me a bit of Harriet the Spy, writing things down in a little notebook, though the lives of the two girls are quite different. 

Here's a snippet, to give you a feel for Hazel:

"What was in that box?

Hazel sat up in the tree chewing her lip. Something was not on the up-and-up. Last year she had read every single one of the Nancy Drew mysteries, and just like Nancy always did, she had a hunch, but you didn't need to be a young sleuth like Hazel and Nancy to know that when a person locked something up, he was hiding something. And just like that, Hazel had her first real mystery." (Chapter 2)

and:

"It should come as no surprise that Hazel loved the library. She loved everything about it, even the smell, like paper, and paste, and sometimes, when Richard Begos was there, a little bit like pipe smoke." (Chapter 6)

Despite the presence of some mean-spirited, gossipmongers in the town, there are several wonderful adult role models for Hazel, including a service station owner and a librarian. I also liked the fact that the conflict that Hazel has with a couple of mean girls is not resolved to any great degree. This comes across as realistic, and Hazel never feels like she needs their approval anyway. 

A hint of a mystery is left open at the end of The Spy Catchers of Maple Hill. It's not a cliffhanger, just something to keep the reader guessing. Kids who enjoy mysteries or realistic historical fiction (like Gary Schmidt's Okay for Now) will definitely want to check this one out. I enjoyed it as an adult, and I think that I would have loved it when I was ten (having been something of a geek like Hazel). Although this is Hazel's story, the engaging cover should help it to appeal to boys, too. Recommended!

18. The Bomb by Steve Sheinkin – Fabulous Non-fiction

There is a reason Steve Sheinkin‘s non-fiction book The Bomb: The Race to Build–and Steal–the World’s Most Dangerous Weapon (Roaring Brook, 2012) has won the 2013 Newbery Honor Award, the 2013 Sibert Medal, and the 2013 YALSA Award.  This book is AMAZING–not a word I use lightly. I just finished my first non-fiction manuscript for an educational publisher.  In my kidlit work, I write primarily fiction, so writing a non-fiction book was a new challenge.  It’s not easy to create an appealing story that is also factually true (all those pesky facts get in the way of the narrative arc).  My research on the beginnings of the Cold War led me to Bomb. Move over David McCullough–Sheinkin is a masterful story-teller of non-fiction.  As his website says, “Yes, it’s true, I used to write history textbooks. But I don’t do that kind of thing anymore. Now I try to write history books that people will actually read voluntarily.” Bomb “weaves together three basic story lines,” says Sheinkin. “[T]he Americans try to build a bomb, the Soviets try to steal it, and the Allies try to sabotage the German bomb project.”   My mom always said that the best children’s book can be [...]

19. The Apothecary by Maile Meloy – Harry Potter with a Cold War Twist

Maile Meloy’s (pronounced MY-lee like Miley Cyrus) middle-grade novel The Apothecary is a bit like Harry Potter meets the pharmacy meets the Cold War.  Instead of wizards and spells you have apothecaries and magical elixirs, and instead of evil Voldemort you have governments bent on nuclear domination. The year is 1952.  The place is London.  Janie Scott has been forced to move from Los Angeles with her screenwriter parents who have been blacklisted.  Soon she meets and makes friend with the daring and adventurous Benjamin Burrows, a classmate who is practicing his espionage skills in the hopes of one-day being a spy for Great Britain.  Heaven knows, he’d never like to be like his dull apothecary father who runs a boring pharmacy that has been in the family for generations. Fidel Castro Becomes Prime Minister of Cuba

Dressed in army fatigues and surrounded by supporters and reporters, 32-year old Fidel Castro took the oath of office as Cuba’s prime minister on February 16, 1959. He would remain in power for nearly fifty years.

In 1953, Castro had led an attack on a Cuban army barracks hoping to launch a revolt against the government of Fulgencio Batista. That attack failed and he was arrested and imprisoned, though later released in an amnesty of political prisoners. Castro and his brother Raúl formed a small rebel group and hid in Cuba’s eastern mountains as they gathered more supporters, trained them to fight, and connected with other anti-Batista groups. By late 1958, the rebel forces were advancing westward. On January 1, 1959, Batista fled the country and Castro entered Havana triumphant.

The initial provisional government included leaders from several rebel factions, not just Castro’s. At first, he refrained from taking any political power, although he was commander of the armed forces. In six weeks, though, the provisional prime minister—not a Castro ally—resigned, and he took the office.

During 1959, Castro supporters, including Raúl, filled more and more top-level positions. Meanwhile, hundreds of former Batista officials were tried and executed, and Castro began sending signals that he was a Communist. An exodus of thousands of Cubans began, some fearing for their lives because of links to Batista, others angered by Castro’s refusal to restore the 1940 constitution and hold promised elections. Cuban relations with the United States worsened when Castro seized the assets of several American companies and tilted toward the Soviet Union; they fractured when the U.S. government cancelled trade agreements and backed an invasion by anti-Castro Cubans, which failed miserably. By early 1962, Castro had announced that his revolution was socialist, and the United States had placed an embargo on trade with the island.

21. The Book Review Club - The Apothecary

Something Cold War-ish must be in my reading water. I seem to be choosing books with a Cold War themes fairly regularly -- David Almond's The Fire-Eaters, which centers around the Cuban Missile Crisis, Cecil Castelucci's Rose Sees Red, which is set in the early 80s with the Cold War tension as a back drop to a friendship that develops between an American and a Russian immigrant, and now, The Apothecary. It's not the side effects of too much dystopian ya for dessert, I promise.

It was for dinner.

Nonetheless, if  you find yourself feasting on dystopian but are looking for a little diversity in your dark, The Apothecary serves it up fresh and fun. The story centers around Janie, a teen whose writer parents are marked as Communists during the McCarthy witch hunts of the 1950s and thus forced to leave LA for London where they get jobs writing for the BBC. At her new school, Janie meets a boy, Benjamin, who wants to be a spy, a Russian boy whose father is, and a chemist-apothecary-physicist triangle trying to contain the effects of a nuclear bomb.

There are so many twists, James Bond-like chase scenes, an unexpected apothecarian surprises, replete with a serum that turns humans into birds and another that can make them invisible, as well as the threat of a nuclear bomb that does go off. It's all there in spades.

The biggest leap of faith I found strained in the novel were the serums. The book is so solidly set in the Cold War, that to expect a character, let alone the reader to buy into the fact that chemical compounds can do what alchemists believed they could do hundreds of years ago is tough. The author acknowledges this by having her character say that it would have been hard to believe her friend could turn into a bird if she hadn't actually seen it happen herself. Still, for me, it disrupted the fictional dream. I believed that chemstry and physics could come together to undo the destruction of a bomb, but to tie that right into the magicalness of herbs was a stretch.

Then again, I spent my teens in the Cold War era. I'm bomb scare scarred. Today's young audience will likely have far less trouble taking that leap. If the reader does, the book continues on in a fast-paced, no-holds-barred, edge-of-your-seat ride to the very end.

One other interesting note. The book is told from the perspective of the main character, Janie, albeit as an adult. I haven't run across too many POVs from this angle of late, and Meloy plays it lightly, allowing the adult only to surface at the very beginning and the end to lend the story an air of continuing mystery. It's well-balanced and a great example of how to use the adult POV to a writer's advantage.

22. Second Fiddle

As a veteran of the "I can't hear you practicing" skirmishes,  I am heartened by stories of young people, devoting themselves to music (and practice) which this lovely book cover promises.  Band, orchestra and choir programs play a huge role in many teens' lives.  One of my students used to credit Virginia Euwer Wolff's The Mozart Season for inspiring her to All State success.
 
Parry begins her book with this cracking opening line: 

"If we had know it would eventually involve the KGB, the French National Police, and the Supreme Allied Commander in Europe, we would have left that body in the river and called the Polizei like any normal German citizen; but we were Americans and addicted to solving other people's problems, so naturally, we got involved." 
This is a very cleverly imagined mystery, set in the distant past of 1990, in Berlin, not long after the Berlin Wall came down. Also, as promised, there is music.

Three girls have become friends by playing together in a string trio. Their music has linked them in friendship even though they come from different social worlds.  Giselle's father is the commanding general of the American Forces in Berlin and Vivian's mother is the U. S. consul general to West Berlin.  Jody's family lives in enlisted soldiers' quarters. Musically, Jody also plays second violin in the trio. As political change takes hold  in Germany, many American diplomatic and military families are preparing to leave Berlin. These girls will probably not see each other again.

Their  apprehension worsens when they learn their music teacher will not be able to take them to a music competition in Paris,  This is a blow after all their practice and preparation so on their way home, they decide to cross into the East Berlin to console themselves with some gelato.  The ease of their crossing is still somewhat unnerving as this used to be enemy territory.  While there, they witness a terrible crime against a Soviet soldier and despite years of Cold War distrust, the three resolve to help him.  As they plan, Jody sees a way to help the soldier and also get to Paris so they can perform together, one last time.

Parry conveys a sense of what it is like to be part of a military family living overseas.  Despite frequent moves and her father's long work hours, Jody's family enjoys a sweet closeness. The author also captures the time and place perfectly.  One side of the Brandenburg Gate is prosperous and booming, the other side is poor and grim.   Parry inserts lovely detail such as the mouth-watering aroma from a Parisian crepe cart and the quiet interior of a church which puts the reader there, on the streets of Berlin and Paris. Her descriptions are so spot on, we can follow the action with a city map.

23. Happy 100th Birthday, Ronald Reagan!

This Sunday, February 6, 2011, will mark the 100th birthday of the late U.S President, Ronald W. Reagan. In addition to serving as the 40th President of the United States (1981-89), Reagan also served as the 33rd Governor of California (1967-75). He enjoyed a successful career as an actor before coming into office, served in the U. S military during the Second World War, and survived an assassination attempt in March 1981.  In honor of his life, we offer the following excerpt from Michael Schaller’s book, Ronald Reagan.

During his eight years as president, and especially after, supporters praised Reagan as a transformative leader who, like Abraham Lincoln and Franklin D. Roosevelt, used his power to alter fundamentally the nation’s direction. Even many Americans who disliked Reagan’s policies agreed that he might well be the most influential president since Roosevelt, turning the nation away from many of the “big government” programs initiated during the New Deal. Reagan received widespread praise for restoring national pride and an unembarrassed muscular patriotism that had lapsed after the debacles of the Vietnam War, the Watergate Scandals, and the economic reversals of the 1970s.

Democratic Party leaders acknowledged Reagan’s political skill but disparaged his ideas and programs. Clark Clifford, an influential power broker since 1948, called Reagan an “amiable dunce.” Democratic Speaker of the House Thomas “Tip” O’Neill put it more gently. Questioning Reagan’s understanding of his own administration’s policies, O’Neill described him as better suited to be a ceremonial “king” than a president.

Biographer Gary Wills explained Reagan’s self-assurance and determination in another way. Wills described Reagan as the real-life embodiment of the nearsighted Mr. Magoo. Like the cheerful cartoon character whose myopia prevented him from seeing anything either unpleasant or that did not conform to his mental map, Reagan simply plowed forward, oblivious to external realities.

Satirist Phil Hartman, part of the Saturday Night Live television ensemble, captured Reagan’s several sides in a 1987 skit. Hartman impersonated a silver-tongued but airheaded president sleepwalking through “photo ops” such as honoring Girl Scout cookie captain of the year. But when the photographers leave, Reagan morphs into a hard-charging executive, telling aides exactly how to supply weapons secretly to anticommunist guerrillas, performing complex currency calculations in his head, and even taking a call apparently from Saddam Hussein in Baghdad (conducted in Arabic) that results, Reagan boasts, in a “lucrative deal with the Iraqis.”

Yet these varied portrayals failed to account for the fact that throughout his career as an actor, governor, and president, most Americans felt comfortable with Reagan. They saw him not as a fool or an extremist but as something of an everyman who shared many of their hopes and fears. Critics who ridiculed his ignorance of complex policy issues misunderstood the source of his appeal, according to journalist Bill Moyers. “We didn’t elect this guy because he knows how many barrels of oil are in Alaska,” Moyers remarked in 1981. “We elected him because we want to feel good.”

24. Failures of the Modern Discovery Mission

In his latest book Passport to Peking: A Very British Mission to Mao’s China, journalist and author Patrick Wright tells the story of the British delegations that took up Prime Minister En-lai’s invitation to ‘come and see’ the New China on the fifth anniversary of the communist victory in 1954.   Here, Wright answers a few questions I had about this intense era of diplomacy – when it ended and how it went wrong. –Michelle Rafferty, Associate Publicist

1.) Bill Richardson’s recent trip to North Korea reminded me of a topic you’ve written extensively about: the diplomatic “discovery missions” between East and West. Is this era behind us?

In one far from regrettable sense, Bill Richardson’s trip seems to come after the event. While extraordinary misrecognitions have attended ‘East-West’ travel for many centuries, the ‘discovery missions’ I have written about belong to a modern era that extended from the First World War to the invasion of Iraq, shaped as it was by Cold War attitudes that lived on in the minds of Rumsfeld, Blair and others, even after the breach of the Berlin Wall in 1989. These organized, if also unofficial, delegations made their journeys at a time when the world was divided into opposed and hostile blocs, each with its own ideology and claims to international extension.

2.) We know how the Cold War turned out, so looking back, what can we determine was accomplished on these missions?  Did they offer us any true prescience?

As for the question of ‘prescience’, there can be no doubt that many of the western travelers who visited the communist East during this period got things spectacularly wrong. The Mayor of Lyons and former French Prime Minister, Édouard Herriot, was led through Ukraine in the summer of 1933, and came home to repudiate the suggestion that millions of peasants and alleged ‘kulaks’ had been systematically starved to death under Stalin. Eleven years later, President Roosevelt’s Vice President, Henry Wallace toured the Gulag at Kolyma in the company of his adviser, Owen Lattimore, without apparently suspecting that he was actually in a vast prison. Many British visitors were also taken in – as much by their own ideals as by the indulgence and trickery of their official minders. Visiting communists saw what they wanted to see, but so too did those well-known and senior pioneers of modern social science, Sidney and Beatrice Webb. As for the anti-fascist barrister D. N. Pritt, he inspected Stalin’s show trials and declared them better than anything available in British courts.

The list of deluded visitors also includes Christian socialists such as George Lansbury, who visited Russia in 1920 and, despite Lenin’s protestations of atheism, declared that the Bolsheviks were doing God’s work, and the so-called “Red Dean of Canterbury,” Hewlett Johnson, who made a similar pilgrimage to China in the early fifties and came home to provoke a storm of public condemnation w

25. Spies for Peace?

A transnational peace activist for roughly half a century, Nigel Young has spent his life on the margins of political and state boundaries. Below Young reveals what he has learned to be a fine line between espionage and conflict research (i.e. “the perfect cover”).

By the time I first moved into peace research in 1963, I had become aware of the State’s interests (or often several States’ interests) in the anti-war movement: McCarthyist informers, Cold War agent provocateurs, intelligence sniffers, as well as plain opportunists, con-men, the confused, and mavericks – it was not only phone taps and men in macs. And then there were some odd characters in the peace movement itself, like Bertrand Russell’s secretary, R. Schoenman, and on the margins Pergamon Press’ Robert Maxwell, or the MP John Stonehouse in the U.K. The Quakerly dictum, “think the best of everyone you meet”, was certainly the one that many of us aspired to, but how many “strikes” before someone was out of the reach of trust and credibility? During the anti-draft movement in the U.S.A., the “plants” were obvious, their jeans and denim didn’t fit, they were awkward and not very with it, and their sunglasses were not cool. But they sowed mutual suspicion and that was enough. Many groups broke up. And during and after McCarthyism, in the 1960s, I directly experienced the entry of agents, often ex-military, into peace studies and action roles – not so much to gain information as much as to disrupt, divide and dismantle.

Those who work on the margins of states and boundaries – spies and peaceniks – have a lot in common. They sift the same information. They share not only their extra-national orientations, but their ambivalent loyalties and often the frontiers, or “walls” – around which they work in. I remember one occasion when a somewhat eccentric combat military officer, turned critic, turned journalist, turned researcher, (and temporary colleague) asked me, “But why would a spy be in peace research?” My response was immediate: “Because it is the perfect cover!” It’s one better than journalism, or refugee work, better than the U.N. and far better than the diplomatic corps. The genuine conflict researcher has legitimate roles in zones of conflict and violence and talks to both – or all sides – the IRA, the Brits, the Loyalist paras, the police, always “listening” carefully. The difference is between the overt (if still confidential) and the covert, the dissembler.

Of course, peace researchers are not free of their own agendas; even for more universal values. I made myself very unpopular in one North American University seminar by saying that I would have been sorely tempted to help Klaus Fuchs (the Atom Spy) escape if I was sure it could have helped nuclear disarmament. And I knew people who succumbed to similar temptations; or to covertly support one of the big battalions in a moment of crisis. Inevitably, transnational activism and study brought us into contact with senior military or ex-military, or intelligence – some as colleagues. Some turned for help to us; I still recall the unnameable high ranking North Vietnamese intelligence officer defecting (with my and others’ help) to Scandinavia, via embassies in Europe. It was he who had sought assistance. Very real, human, not an imagined ghost; he was desperate to tell his story, at length; though how much of it he told I’m not sure; but it had the passionate ring of authenticity and a plethora of details.
