1. When the People Speak

This weekend, James S. Fishkin, Professor of Communication and Political Science at Stanford University and Director of the Center for Deliberative Democracy, will conduct a Deliberative Poll® in Michigan. A 9780199572106scientific sample of 200+ people will convene in Lansing to deliberate about the state’s economic future, and in the end, the poll will reveal what the public thinks about these issues, both before and after it has had a chance to become informed.

Fishkin’s most recent book, When the People Speak: Deliberative Democracy and Public Consultation, explains this method of polling. It combines a new theory of democracy with actual practice, and has demonstrated how an idea that harks back to ancient Athens can be used to revive modern democracies. Fishkin and his collaborators have already conducted deliberative democracy projects in the United States, China, Britain, Denmark, Australia, Italy, Bulgaria, Northern Ireland, and in the entire European Union. These projects have resulted in the massive expansion of wind power in Texas, the building of sewage treatment plants in China, and greater mutual understanding between Catholics and Protestants in Northern Ireland.

When the People Speak is accompanied by a DVD of “Europe in One Room” by Emmy Award-winning documentary makers Paladin Invision. The film recounts one of the most challenging deliberative democracy efforts with a scientific sample from 27 countries speaking 21 languages. Watch the trailer after the jump.

2. Chop Suey: An Excerpt

The only foods that I can think of as being as “American as apple pie” are recipes that have been lifted from other countries: pizza, sushi and, of course, Chinese food. College in New York has meant that I eat a lot of Chinese food. In his new book, Chop Suey: A Cultural History of Chinese Food in the United States, Andrew Coe chronicles Chinese food’s journey across the ocean and into the hearts of Americans everywhere. Below, I’ve excerpted a passage from Chop Suey in which Coe details the earliest written account of an American’s experience eating Chinese food for the first time almost 200 years ago.

Nevertheless, the first account we have of Americans eating Chinese food does not appear until 1819, thirty-five years after Shaw’s visit. It was written by Bryant Parrott Tilden, a young trader from Salem who acted as supercargo on a number of Asia voyages. In Guangzhou, he was befriended by Paunkeiqua, a leading merchant who cultivated good relations with many American firms. Just before Tilden’s ship was set to sail home, Paunkeiqua invited the American merchants to spend the day at this mansion on Honam island. Tilden’s account of that visit, which was capped by a magnificent feast, is not unlike the descriptions Shaw or even William Hickey wrote a half century earlier. First, he tours Paunkeiqua’s traditional Chinese garden and encounters some of the merchant’s children yelling “Fankwae! Fankwae!” (“Foreign devil! Foreign devil!”). Then Paunkeiqua shows him his library, including “some curious looking old Chinese maps of the world as these ‘celestials’ suppose it to be, with their Empire occupying three quarters of it, surrounded by ‘nameless islands & seas bounded only by the edges of the maps.” Finally, his host tells him: “Now my flinde, Tillen, you must go long my for catche chow chow tiffin.” In other words, dinner was served in a spacious dining hall, where the guests were seated at small tables.

“Soon after,” Tilden writes, “a train of servants came in bringing a most splendid service of fancy colored, painted and gilt large tureens & bowls, containing soups, among them the celebrated bird nest soup, as also a variety of stewed messes, and plenty of boiled rice, & same style of smaller bowls, but alas! No plates and knives and forks.” (By “messes,” Tilden probably meant prepared dishes, not unsavory jumbles.)

The Americans attempted to eat with chopsticks, with very poor results: “Monkies [sic] with knitting needles would not have looked more ludicrous than some of us did.” Finally, their host put an end to their discomfort by ordering western-style plates, knives, forks, and spoons. Then the main portion of the meal began:

Twenty separate courses were placed on the table during three hours in as many different services of elegant china ware, the messes consisting of soups, gelatinous food, a variety of stewed hashes, made up of all sorts of chopped meats, small birds cock’s-combs, a favorite dish, some fish & all sorts of vegetables, rice, and pickles, of which the Chinese are very fond. Ginger and pepper are used plentifully in most of their cookery. Not a joint of meat or a whole fowl or bird were placed on the table. Between the changing of the courses, we freely conversed and partook of Madeira & other European wines—and costly teas.”

After fruits, pastries, and more wine, the dinner finally came to an end. Tilden and his friends left glowing with happiness (and alcohol) at the honor Paunkeiqua had shown them with his lavish meal. Nowhere, however, does Tilden tell us whether the Americans actually enjoyed these “messes” and “hashes.”

3. German Lesson Two: Deutsch Lektion Zwei

In the first lesson we covered how to say “Hello, how are you?” and “What is your name?” in German. In this lesson we will look at possible answers to general questions. Phrases in brackets are the pronunciation of the adjacent word. NOTE: In German you may come across an awkward character (ß) it may look like the letter B but actually represents a double s. But this character is now only used in special circumstances. For the sake of this lesson we will use ss instead of ß so you don’t get confused.

The most simple of answers are “Yes” and “No”. Which in German are “Ja” (Ya) and “Nein” (nine).

Out loud or in your head say “Yes” and then “Ja”. Repeat this three times. Do the same with “No” and “Nein”.

If your not sure how to answer something I suggest three phrases. “Maybe” - “Vielleicht” (vee-liked), “I don’t know.” - “Ich weiss nicht.” (Ick vise nickt) or “I don’t understand.” - “Ich vestehe nicht.” (Ick ver-shter-hir nickt). Now these are slightly harder phrases to learn if you are not yet familiar with German. Start by revising “Maybe” and “Vielleicht” over in your head.

It should become clear by looking at the other two phrases that “Ich” means “I”. Also you might have been able to tell that “nicht” is “not”. We have “I do not know.” and “I do not understand”. In German, however, they literally say “I know not.” or “I understand not.”. Once you know “Ich” and “nicht” these phrases should become easier to learn.

All you have to learn now is “weiss” and “vestehe”. “Weiss” meaning “know” and “vestehe” meaning “understand”. Write these words down if this is hard to memorise and use this to revise at various points during the day.

6. Moving House: An Excerpt

Patrick Wright a Professor at the Institute for Cultural Analysis at Nottingham Trent University and a fellow of the London Consortium.  Wright wrote On Living in An Old Country and its companion, A Journey Through Ruins: The Last Days of London (read an excerpt here). On Living in an Old Country looks at history’s role in shaping identity and everyday life in England. Below is an excerpt about the house of Miss May Alice Savidge. Upon finding out that her pre-Tudor house was scheduled for demolition to make way for road work, Savidge dismantled it, shipped it 100 miles away, and began reassembling the house piece-by-piece.

So far I have not identified the political complexion of the local authority in Ware, not for that matter of the national government when the decision to redevelop Miss Savidge’s home was made. This has not been the result of any reluctance to deal with the political implications of Miss Savidge’s story. On the contrary, my point is that these implications will not be appreciable unless one also grasps the extent to which politics, at least in the traditional frame of the major electoral parties, have become irrelevant to the issues finding expression in this affair.

In a phrase of Habermas’s, the political system is increasingly ‘decoupled’ from the traditional measures of everyday life, and Miss Savidge cannot be adequately defined as the victim of one party as opposed to another. She fell instead (and, of course, rose again) on the common ground of the post-war settlement, a ground which is made up of rationalised procedures and methods of administration as much as of any shared policies about, say, the efficacy of the mixed economy or the legitimacy of the welfare state. Miss Savidge’s house stood in the way of an ethos of development and a practice of social planning and calculation which have formed the procedural basis of the welfare state under both Conservative and Labour administrations. Governments have come and gone (at the behest of an electorate oscillating at a rate which itself reflects the situation), but a professionalised conduct of social administration has persisted throughout.

The professionals of this world are almost bound to see the more traditional forms of self-understanding persisting among the citizenry as merely quaint and eccentric, if not more dismissively as obstructive and inadequate to modern reality. While there is always room for an arrogant contempt to develop here, the most frequent manifestation consists of a resigned and pragmatic realism (the bureaucratic sigh which responds to people’s demands by saying that things are always more complicated than that) with which officials draw out and exhaust the discussion and patience of residents’ associations around the country. That this system of planning is less than perfect goes without saying, and Miss Savidge is well stocked with complaints on this score. For anyone who stops to ask she will talk about the callousness of the officials who turned up the Saturday before Christmas (1953) to look at the buildings which they had already decided to pull down—even though this was the first the residents had heard of it. She will mention inconsiderate rules applying to council tenants (no cat or dog unless you have a family, and so on). She will also talk about a general bureaucratic incompetence which, in her experience, made it possible to get a council grant towards the cost of installing a bathroom in a house which was already up for demolition, and which was also evident in the many changes of plan regarding the road development itself. Is it to be a new road with a roundabout, or can the old road be widened, and which local authority (town or country) is to be responsible?

Bureaucratic procedure may indeed be conducted as if its rationality were contained entirely within its own calculations, and in this respect it may well seem to stand impervious: free from any responsibility to the world in which its works eventually materialise. But whatever the appearance, this is obviously not a matter of rationality alone. The system of planning into which Miss Savidge was well caught up by 1969 is characteristic of a welfare state that was both corporatist in character (public discussion and political negotiation simulated in thoroughly institutionalised forms), and caught in the contradictions of its commodifying pact with private capital. More than this, the welfare state has developed through a period of extensive cultural upheaval, and Miss Savidge’s is therefore a story of the times in its discovery of tradition not just in the lifeworld but also in an apparently hopeless contest with modernity. While the dislocation of traditional self-understanding could indeed prepare the way for better possibilities, Miss Savidge stands there as a testimony to another scenario in which the prevailing atmosphere is one of insecurity which develops when extensive cultural dislocation has occurred without any better, or even reasonably meaningful, future coming into view.

7. In Defense of Sarah Palin

Elvin Lim is Assistant Professor of Government at Wesleyan University and author of The Anti-intellectual Presidency, which draws on interviews with more than 40 presidential speechwriters to investigate this relentless qualitative decline, over the course of 200 years, in our presidents’ ability to communicate with the public. People love to hate Sarah Palin. I thought she was trouble on the McCain ticket, trouble for feminism, and trouble for the future of the Republican party, but I am troubled at the feeding frenzy that has continued despite Palin’s express desire and efforts to bow out of the negative politics that has consumed her governorship.

The speculation about what exactly Palin is up to is itself revealing - for it comes attached to one of two possible postulations - neither of which are charitable. Either Palin is up to no good, or she is completely out of her mind. Even in surrender Palin is hounded. Either she is so despicable that post-political-humous hate is both valid and necessary or she is so dangerous that she must be defeated beyond defeat.

Even Governor Mark Sanford got a day or two of sympathy from his political opponents before he admitted to other extra-marital dalliances and referred to his Argentinian belle as his “soul-mate.” Sarah Palin was accorded no such reprieve. Yes, I think gender is entirely relevant here.

Feminist scholars have studied the double-bind of woman political leaders for a while now. Women leaders are faced with a dilemma a still-patriachical political world imposes on them: women must either trade their likeability in return for male respect; or they preserve their likeability but lose men’s respect for them in exchange. When it comes to women in positions of political power in the world that we know, they cannot be both likeable and respected. Unlike men, they cannot have their cake and eat it as well. This is not the world I like, but it is the world I see.

Let me draw an unlikely parallel to make the point. People love to hate another woman that we saw a lot of in 2008 - Hillary Clinton. Like Palin, she was to her detractors the she-devil to whom evil intentions were automatically assigned for every action. But unlike Palin, she was respected and feared - she was everything Sarah Palin was not. What Palin lacked in terms of likeability she possessed in terms of respect (or at least reverent fear). No one underestimated Hillary Clinton, no one doubted her ambition. And of course, as Barack Obama put it in one of their debates, she was only “likeable enough.” Clinton was respected as a force to be reckoned with, but she paid her dues in terms of likeability. Just like the Virgin Queen and the Iron Lady, she could only be respected if she surrendered her congeniality.

Palin stands at the other end of the double-bind. Where Palin was in need of respect she gained in terms of likeability. She was the pretty beauty queen loved and beloved by her base, unapologetically espousing a “lip-stick” feminism (in contrast to a grouchy liberal feminism). But what she enjoyed in terms of likeability she lost in terms of respect. If there was one thing her detractors have done consistently, it has been to mock her. She was the running joke on Saturday Night Life, and now, a laughing stock even amongst some Republicans who see her as a quitter and a thin-skinned political lightweight. Strangely enough, Sarah Palin is Hillary Clinton’s alter-ego. Where Clinton is perceived as strong, Palin is seen as weak; whereas Clinton turns off (a certain sort of) men, Palin titillates them.

If we lived in a post-feminist, gender-neutral world, the two most prominent women in American politics, Sarah Palin and Hillary Clinton, would not so perfectly occupy the antipodal caricatures of women trapped in the double-bind of our patriachical politics. That they each face one cruel end of the double binds tells us that the two women on opposite ends of the political spectrum sit in the same patriachical boat. So the next time liberals mock Sarah Palin, they should remember that they are doing no more service to feminism than when some conservatives made fun of Hillary Clinton’s femininity allegedly subverted by her pant-suits.

9. Du Bois and Garvey Meet: No Blood Is Shed!

Colin Grant is the son of Jamaican parents who moved to Britain in the late 1950s. He spent 5 years studying medicine before turning to the stage. He has written and produced numerous plays and is currently a producer for BBC Radio. In his new book, Negro with a a Hat: The Rise and Fall of Marcus Garvey Grant looks at one of the most controversial figures in African-American history. Both worshiped and despised, Garvey led an extraordinary life as the founder of the Universal Negro Improvement Association which had branches in more than 40 countries. In honor of W. E. B. Du Bois’s birthday, which is tomorrow, Grant has taken a closer look at the relationship between Du Bois and Garvey.

A great excitement swirled around the garden reception for W.E.B Du Bois in the grounds of the royal governor of Jamaica’s official residence. On 3 May 1915, the island’s representative men assembled to honor the Harvard-educated African American, feted by the local papers as a scholar who certainly ‘belonged to the aristocracy of intellect in America’. A stocky dark-skinned black man was one of the last in line to extend a proud hand of welcome. Du Bois later recalled his ‘remarkable intensity’ but other than that, little impression was made on him by the man who was destined, over the next decade, to become his nemesis: Marcus Garvey. 10. A New Kind of Evangelical

Mike Huckabee’s early success in the primary season shows that evangelicals have political muscles to flex in the post-George W. Bush era. Just as scribes across the country were ready to write Huckabee’s political obituary, he came out of nowhere and won the Republican Caucuses in Iowa by nine points over Mitt Romney. He also did better in New Hampshire than many pundits predicted, and with South Carolina and many other states up for grabs in the next few weeks, Huckabee’s political star will continue to rise—at least for a few more weeks. The true story of Dick Hickock and Perry Smith and how they brutally murdered a family in Kansas is chilling enough on its own. But it’s the brilliant and revolutionary way in which Capote pens this tale that makes it my favorite. (more…)

If I had to pick a favorite book I’d go with Hunter S. Thompson’s Fear and Loathing in Las Vegas. Raoul Duke’s romp, along with his trusty attorney Dr. Gonzo, through the desert in search of that unattainable state of euphoria, all the while experiencing American culture at its best and worst, is as pertinent now as it was in 1972.

Thompson is known for his heroic drug binges but his choppy yet flowing prose is often overlooked by his dirty deeds. The fact that he can remember so vividly his exploits in the book while being under the influence is testament to his great mind. He’s one of America’s eminent satirists and humorists, and will be sorely missed.
