1. What about those 15%?

I’ve been refining my library talks lately. The one I’ve given a few times over the past year has to do with the 15% of Americans who still don’t use the internet (no phone, no home internet, no work internet, nothing). How do we work on this issue? Part of the good news is that the new Lifeline Program guidelines from the FCC do include “digital inclusion” (that is, making sure people can use the tools not just have access to them) as part of what the program is supposed to accomplish. This is good. And people have access via their libraries. This is also good. But some of what needs doing is creating a safe place where people can learn technology without being harassed by messages of hazards and pitfalls and social gaffes, often perpetuated by people trying to sell you something. And this messaging starts with us, librarians and educators and people who see these 15% as part of our daily lives. Positive messaging is more important than we give it credit for. This talk goes into detail about ways to do that and important things to think about in our own speech.

2. Continuing to talk about the empowerment divide – CTlibs15

I somehow managed to screw up the hashtag for my Connecticut Library Association slides so they’re at librarian.net/talks/cla15 instead of findable collocated with the CTLibs15 tag. I’ve rectified that here. I took some time off from public speaking in the last six months. Wanted to get some new ideas percolating. Was doing more writing and less speaking andtrying to do more listening. It was useful. I’m now back around. I filled in for a speaker who cancelled lateish at CLA last month in Groton CT and I’ve got a few more speaking gigs coming up including another CLA in California later in November. I’ve never spoken at that conference before and I am excited.

So here are my slides for my talk that I gave in Connecticut. Unlike past talks, I didn’t make a list of links to go along with it because I felt like most of them are Googleable if you need them (and I was pressed for time). Title, which I love, is Attitude: How to bring the empowerment divide by being more like Vanilla Ice. Enjoy. Feedback welcome.

3. A week of technology instruction

So since I left MetaFilter almost a year ago, my goal was to spend more time “librarianing” I have a part time job with the Internet Archive running Open Library. I write for The Message a Medium publication, sometimes about librarianship and sometimes not. I write monthly for Computers in Libraries. I do my local technology instruction through the Adult Education program at the local vocational high school. In the past I’ve also done a lot of “How I do it” talks on the road at library conferences. I have not been doing that this month. Instead, I’ve been picking up more local tech instruction work, some paid and some unpaid. It’s been a fun busy week here and I thought I’d outline a few things I’ve done that people might be interested in.

  1. I taught an iPad class in a “pop up” university in the local town. Some local folks started Bethel University a local skillshare program. I offered an iPad class. People could read the list of classes via a home made WordPress setup and RSVP via EventBrite. I had ten students, most new-ish to the world of iPads and we talked about a lot of iPad features, did some exercises together and I answered a lot of questions. Fun. Free for everyone. I donated my time. I got photocopies for free. The class was held in the library which donated the space. Win. Win. Win.
  • I taught the last class of my college credit class on integrating technology for teachers at the vocational high school. Through a collaboration with a state university, teachers could take a one-credit continuing education class with me learning how to use the Google Suite of tools for education. We wrapped up with class presentations (ten minute slide presentations demonstrating some of the things we’d learned, Ian discusses pollinators above) and it was a joy to see how much people had learned and seeing them applying it to their own classrooms. I learned a lot and this gig also paid via grant money given to RTCC for teacher continuing education, coordinated through the adult education department.
  • Drop-in time had a bunch of new computer users who were at the “How do I turn it on?” phase of technology learning. There were a lot of people at drop-in time last week, so I grouped them together and got a few of them started with Google and a few basic commands: back, reload, scroll, click. Every so often when I was helping someone else, I’d hear peals of laughter from that part of the room as they took delight in things I’ve become jaded to such as custom 404 pages.
  • I also finished a Computers in Libraries article today about data collection and was pleased to see one of my local colleague, Amber Billey a metadata librarian at UVM, get listed as one of Seven Days’ Seven Vermont Women to Watch. If there’s a meta-story to this post it’s that staying local and working on the digital divide in your own backyard has been, for me, as satisfying as being on the road. And a little more calm.

    4. how the broadband sausage does or does not get made

    The Vermont Department of Public Service will hold public hearings to gather public input on the final draft of the 2014 Vermont Telecommunications Plan. The Plan addresses the major ongoing developments in the telecommunications industry, including broadband infrastructure development, regulatory policy and recommendations for future action. The Department will hold two public hearings in Orange County on the public comments draft of the Plan prior to adopting the final Plan.     I went to this meeting. There weren’t even going to be any meetings in Orange County, the county where I live, until someone showed up at one of the Barre meetings and suggested them. So there were two meetings in Orange County last week. One during the day in Bethel and one in the evening in Strafford. Unfortunately the weather didn’t totally cooperate so there was a local power outage for some reason and a forecast of a hard frost that evening. So a lot of the farmers who would have shown up at this even had to stay home and cover plants and do other things that farmers do when the weather starts getting cold.

    I’ve been doing a lot of leisure-time stuff in keeping with my theme this month but today I went to work. I sat and listened to multiple stories of farmers and other neighbors struggling with digital disinclusion. I took some notes and I made a statement. This is the polished version of what I said.

    My name is Jessamyn West, I’m a technology educator in Randolph Vermont and I wrote a book about the digital divide. I have three points I’d like to make

    1. We’re interested in results, not projections. A lot of the data we hear talks about when we’re going to have everyone online, or points to the number of people who have this technology available. I’d like to know why people aren’t online and what we’re doing to work with those people. Saying that most Vermonters have access overlooks the chunk of people with no access who should be the focal point of future build-outs. This report talks about how Burlington Vermonters have a choice of ISPs and overlooks that most of us have almost no consumer choice at all.
    2. And while we’re getting people access, let’s make sure they all have the same access. People talk about 3G and 4G as if they are the same as cable or DSL. They’re not. They come with bandwidth caps, overage charges, and a lot of concern about impending lack of net neutrality. Similar to how, back when people had dial-up, some people in more remote locations had to pay for the phone calls in addition to having to pay for the service. We’re seeing the same gap now with remote users only having satellite or cellular-based access. We should strive for everyone having equitable access.
    3. Most important to me is what we call the empowerment or the usability divide. I heard a person earlier say she wanted to get access to the internet so that she could run a website for her small business. Just getting access isn’t going to give her a website. She’ll need resources and likely some human help in order to be able to do that. And where does that come from? It used to be that the digital divide was just “People don’t have access to computers” and then it was “People don’t have access to the internet” and now that most people have access, sometimes only through their public library, we are still seeing participation gaps. These gaps align along the same lines as other structural inequalities like poverty, educational attainment, age, race, and disability status. The people not participating are already facing multiple challenges. We know this. We need to find a way to support those people and not reinforce those inequalities.

    The hardest to serve have always been the hardest to serve; the challenge of getting everyone online is going to necessarily mean having a plan for those people as well as everyone else. Thank you.

    5. Bridging the digital divide in more ways than one

    I was at the Lake Superior Libraries Symposium last week talking about the digital divide. The theme was “bridges” which was perfect because “librarians bridging the digital divide” is the subtitle of my book, now three years old. The talk was a variation of the talk I gave in Michigan, plus it had slides. You can check it out here: Bridging the Digital Divide. I had a wonderful time in Duluth and have to thank the organizers for putting on a really excellent one-day symposium.

    This image, though it looks super old timey, is actually from late 2012 and is what it look like: two guys laying cable through the woods using draft horses. It’s a very dramatic image just because of the colors but I think it also shakes people up a little “Wow, there really are places in the US that aren’t there yet….” I talked a bit about the culture of learning new things and about our roles as not just teachers but emulators of good technology practices.

    And it was timely because I’ve spent this week enmeshed in terrible, confusing, and poorly designed websites as a result of a job shift. I’ll talk about this more in a separate post, but in an effort to get more librarianing in my life, I’ve moved on from MetaFilter and taken a small job at the Internet Archive working for Open Library. This involved a shift in health insurance and possibly some unemployment payments (going from full-time to part-time). And, since this sort of thing is all done digitally nowadays I’ve gotten to experience first hand what it’s like to feel beaten down by technology when you feel like your money or your livelihood is dependent on it.

    I am fine, nothing is wrong with me, I have health care and am still well-paid, but the creeping dread that came over me when I was worried “Did I fill this out correctly?” “What does that phrase mean?” “Why isn’t this Submit button working?” and the inability to get timely help or support via the website (I seemed to always start these processes 20 minutes after the phone support ended for the day) just made me frustrated with our culture of bad technology and poor user interfaces and made me sad for people less savvy than me having to navigate these waters and being worried that maybe the problem was them. As always, we have so far to go.

    6. A good old fashioned linkdump

    I’m back at home after meeting with a lot of terrific librarians in four different states. March is the busy month and after last month my plan is “not getting in a plane more than once a month for work.” I’ll be speaking with my good friend Michael Stephens at the Indiana Library Federation District Six conference next week. I’ll do a wrap-up of the talks I’ve been giving sometime later but news for me is mostly having more free time to actually attend things and not just speak at them. Getting to go to programs at the Tennessee Library Association conference and the National Library of Medicine’s New England Region one-day conference about social justice has really helped me connect with what other people are doing in some of the same areas I’m interested in. It’s sort of important to not just be a lone voice in the wilderness about some of this stuff, so in addition to the SXSW stuff (and talking to a great bunch of library school students in Columbia Missouri) getting to attend library events as an audience member has been a highlight of the past few weeks.

    However I’ve been backed up on “stuff I read that I think other people might like to read.” Try as I may Twitter is still for hot potato stuff [i.e. Google's April Fools Joke specifically, I felt, for librarians] and not for things that I think merit more thoughtful or wordy presentation. So, as I enter the first Thursday in over a month where I get to hang out at home all day, I’m catching up, not on reading because there is tons of time for reading while traveling, but on passing some links around. So, here are some things you might like to read, from the past few months, newest first.

    7. the tools and the hammer/nail problem in the digital divide

    “The way you talk about the [digital divide] changes people’s view of who is responsible for resolving it…. This issue has been around for years, but its meaning is in constant flux and is manipulated by political agendas.”

    I’ve switched some of the tools I use for keeping current over the past few months. I’m finding that I use RSS less and less for keeping up on blogs and rely more on Twitter lists and searches to sort of keep my hand in. I also read a lot of print material still [some of my best "things to think about" things are still coming from the pages of Library Journal and Computers in Libraries magazines] and am trying to keep to my book-a-week plan for 2011. Oddly I also get news from seemingly random places like other people’s facebook walls and I made a little image-milkshake over on a site called MLKSHK. You might like it.

    I have a standing search for “digital divide” on Twitter that just auto-updates itself onto my desktop via TweetDeck. The thing that is so interesting about this, to me, is how often the term gets used and for how many different things. This morning there are discussions about the digital divide and gender, how the EU is trying to narrow the digital divide (referring to access to broadband) and a report about how switching to online social services in the UK would adversely affect people who are digitally divided already, mostly talking about seniors.

    Which leads me to the paper I read recently which was really pretty intersting and on topic: Who’s Responsible for the Digital Divide? Public Perceptions and Policy Implications (pdf) It’s not long, you can read it, but the upshot is that depending how we define the digital divide, we will develop different strategies to “solve” the problem. This is not just hypothesized in the paper but addressed scientifically. So if the problem is lack of compturs, we throw computers at the problem. If the problem is broadband, we work on network infrastructure. If the problem is education we design sites like DigitalLiteracy.gov and then wonder why a website isn’t teaching people how to use computers. Tricky stuff, endlessly fascinating, thorny problem.

    8. A few talks, a few links

    Talking about the digital divide in Connecticut is a lot different from talking about it in Texas, or even Vermont. Unlike most states I’ve looked at, Connecticut really doesn’t have a large population of people who live in an area where they can’t get broadband. I’m sure it has the same numbers of offline people, generally speaking, but whatever their reasons for being offline are, they’re not for lack of access. I admit, I played this for laughs a bit at my CLA since I know that people aren’t going to confuse broadband access with technological know-how and will still see that there is work to be done.

    All my talks went well. Here’s what I’ve been up to recently

    • Last Thursday I was on a panel with some interesting people including the soon-to-be-president of ALA Molly Raphael. We answered some provocative questions about the future of libraries and mostly had a great time.
    • Friday I gave my talk about developing a technology curriculum for libraries. For those of you used to my usual stuff, this was a departure. Not heavily attended–it was in one of the last timeslots of the conference–but I was pleased with it. If you’re considering a technology curriculum, you might be interested in my short set of notes/slides. I got to present with Anna Fahey-Flynn who is Curriculum Development Librarian at Boston Public and it was really interesting to see how their tech instruction program is coming together.
    • Over the weekend I walked around in the sun in Massachusetts and then headed to CT for the CT Library Association conference. Before attending the conference I was interviewed for public acess TV in Manhattan about the Google Books project and copyright and a few other things. No idea when this will go live, but if you think you’ve seen me on tv talking about Google Books, you may have.
    • Tuesday I gave a talk about myths about the digital divide, similar to my Texas talk but with some local examples.

    As usual, I also got to attend some great presentations including a talk by BPL and the Internet Archive [at MLA] about how they’re working together to provide digital access to library content via Open Library. This may be a personal thing, but I’m always excited when libraries test boundaries and tell us “We checked with our lawyers and they think this is an acceptable level of risk.” I also saw a CMS smackdown/comparison [Drupal vs. WordPress] by Polly-Alida Farrington and Shanon Clapp which was full of good information and delivered with a friendly “you can do it!” approach. I also saw John Palfrey’s closing keynote talking about the digital divide and some of what Harvard’s Library Lab has been up to, and the DPLA and other things. I’ve mostly seen him in contexts where he was talking to non-librarians so it was fun to see him explaining a lot of these big idea projects on my home turf.

    I’m home for a bit, back to teaching my Know Your Mac classes, staffing drop-in time, filling in at the public library and waiting for my book to be in print [this week, here's hoping] and then travelling to Portland at the end of the month for the Oregon Virtual Reference Summit.

    9. Notes/slides/audio from my digital divide panel at SXSW

    This year SXSW got the audio up from the panels very quickly. This panel isn’t mostly me, it’s mostly my two co-panelists Fiona Morgan and Justin Grimes talking about the other non-library issues surrounding how and why people can or can’t get access to broadband internet. If you’re interested in this sort of thing, you might like it. The panel went well, was well attended and started a lot of conversations that I think still need to be happening. I myself was without decent internet here at home for the past week since I got back from SXSW (I switched ISPs and had some in-between time where I “only” had access via my iphone and local wifi including, yes, the library) and it changed my life patterns more than I even thought it would. Interesting times.

    10. it’s tax time again…

    And here is some advice I’ve pulled off of the VTLIBRARIES mailing list about tax assistance for people with disabilities. Here is an obligatory link to an article outlining the effect on some public libraries (in Maine in this case) who are dealing with the fact that people are not getting mailed paper tax forms unless they request them. Currently about 70% of Americans file their taxes electronically.

Taxpayers can find a nearby location by calling 1-800-906-9887 or checking the partial list on the IRS’s website.

    11. VT library stats & pitiful stories from the digital divide

    The Boston Globe [via Associated Press] has a short article comparing bringing broadband to rural America to the rural electrification program which finally wired up the last of Vermont towns in the early 60s. The story is what you would expect, except that it’s a little maddening that the options offered are 1. wait for broadband and suffer with dial-up, or 2. nothing. The byline of East Burke points to a town with a teeny library that is open 12 hours per week. West Burke has a larger library but it’s still not large enough to have a website. According to the VT Department of Libraries’ statistics it doesn’t have a single public access computer. Lyndon is the closest town with high speed at their library. Not too far, but still several miles.

    Doing a quick autofilter on the DoL’s list shows 183 public libraries in the state of Vermont. Ten have dial-up internet access. Thirteen have nothing. Seventy-five libraries have no wireless internet access. It’s possible I’m reading the statistics wrong, but this is fewer libraries with internet than in 2009. I sure hope I am reading the charts wrong.

    Dial-up user Val Houde knows this as well as anybody. After moving here four years ago, the 51-year-old mother of four took a correspondence course for medical transcription, hoping to work from home. She plunked down $800, took the course, then found out the software wasn’t compatible with dial-up Internet, the only kind available to her.

    Selling items on eBay, watching videos, playing games online? Forget it. The connection from her home computer is so slow, her online life is one of delays, degraded quality, and “buffering’’ warning messages. So she waits until the day a provider extends broadband to her house.

    12. summertime is when I am not writing a book

    I mentioned it on my personal blog, but I’ve finished writing my book and submitted the draft to my editor, Barbara Ittner from ABC-CLIO/Libraries Unlimited. Assuming everything goes well, it will be available at the end of January. This is the first time since April of last year that I have not in some way been writing this book, though most of the actual writing took place in the last six months. I lenjoyed writing and I am enjoying not-writing. Here’s a little bit of reflection on the book writing thing.

    1. The book’s title is Without a Net: Librarians Bridging the Digital Divide. The book is already for sale on Amazon. This is sort of weird, watching its sales rank soar and plummet six months before its even available. I set up an author page there, but I’m not sure what to do with it. I’m aware that the book is expensive. I’m aware that I could sell it more cheaply if it were self-published. I know I don’t really need any of the statusing that comes along with publishing with an established publisher. I’ll probably grouse that I could have made a better cover. However, I don’t think I would have written this book without an external deadline, even though I think in many ways this is the book I’ve been “meant to write” for some time now. So, thank you to Barbara for suggesting it and helping make it a reality.

    2. I really cocooned while I was writing. I stopped reading my RSS feeds for about the first time ever. I kept my IM client off. I’d peek at Twitter and try to remember to keep adding things to my blog. I sort of checked out from my online and offline communities except for work and occasional Twitter updates. It was an odd thing to do.

    3. I woke up every morning determined to write at least 1000 words and would tell myself “I chose this.” but it was still really difficult. Some days the words just flowed. Some days 1000 words would take eight hours. I type about 90 words a minute, when I’m on a roll this would all go fast. I had to keep reminding myself that in many ways I am the expert on this topic and so it was okay to speak from a position of authority and not have to cite statistics all the time.

    4. I felt like I was becoming a total dullard. “How’s it going Jessamyn?” “Pretty good, I’m writing a book.” “Still?” This became easy because after a while I just didn’t feel that I had the free time to go out. I’m working on re-entry, it’s going okay.

    5. The book has my voice which means I say that some things work and some don’t. I’m sure people will have strong opinions about some of it and I mentally prepared myself for a lot of pushback, more than I will likely get. I make a lot of assertions about how I see the digital divide and what I think is working and not working to mitigate it. I hope people don’t get bogged down in nitpicking. I hope no one that I mention feels that I was uncharitable.

    6. I asked for an received a lot of help from people–editing help, requests for pullquotes, some open Twitter requests for information, proofreading–and it’s weird to me that only my name will be on it. I have an extensive “thanks” section. I’m sure I’ve forgotten as many people as I’ve included. It’s odd, in a lot of ways the path I’ve chosen has room for a lot of showboating, doing public presentations, talking on my blog about what I’ve been doing or thinking about, and yet I get timid when there’s actually a situation where it’s useful to be all BUY MY BOOK.

    That is the report about the book. You can buy it or not. I think it will be good.

    13. while I was away – sxsw

    So, I may have mentioned earlier that this is the month I’m away giving talks and talking to librarians instead of typing on my blogonet. I’m partway done. I’ve been to Florida and Alaska and Austin Texas and I’ll be stopping by Portland Oregon next week and then I’m pretty much done. I’ve done a few talks you’ve maybe heard before but the biggest news is the panel that NYPL’s Jenny Engstrom and I did at SXSW on Tuesday. It was called How The Other Half Lives: Touring The Digital Divide [link goes to our slides] and it was a look at how libraries are dealing with people on the other side of the digital divide.

    Some of this is stuff you’ve heard before but some is newish. We were lucky enough to give our presentation after the FCC released the results of their broadband study but before they actually released their Broadband Plan, so there was a lot to talk about but not too much to fight about. The talk was well-attended, well-tweeted and folks asked a lot of questions and stuck around to talk more. I’ve just gotten back from Texas so I’ll save more links and discussions for a little later. Thanks to everyone who showed up and who supported us in our desire to get this talk on the roaster at SXSW. I think we gave people a lot of food for thought.

    14. please help me get more library content into SXSW

    I have proposed two presentations for the SXSW conference in Austin Texas next March. There is a complicated series of steps to determining which of the proposals will actually get picked. Part of this determination (30%) is a very basic voting thing where you can thumbs-up or thumbs-down a particular presentation. Voting is now open. We are encouraged to use our powers of persuasion to get you to vote for our ideas. I would like you to vote for my ideas. Here is a link to all of the proposals. There are over 2000 of them and 300 or so will get chosen.

    15. Some Vermont library statistics, fyi

    So, I gave a short talk at the Library 2.0 Symposium at Yale on Saturday. Put on by the Information Society Project, it was a gathering of people ruminating on the nature of future libraries. Only a few of the participants seemed to know our profession’s definition of Library 2.0 but that didn’t seem to matter much. There are some great summaries of the panel discussions on the Yale ISP blog. Most people there were academic, but I did get to hang out with Josh Greenberg from NYPL and see Brewster Kahle talk about the Internet Archive’s book scanning project. My general angle was that while we talk a lot about the “born digital” generation, there are still places here in the US — hey, I live in one — where the sort of network effect that is necessary for 2.0 sorts of things still eludes us. We each got about ten minutes and I could have used twenty, but you can look at my five slides if you’d like.

    The whole day was worthwhile, but it’s somewhat ironic that we were encouraged to use twitter and blog our reactions while the room the panel was in had almost no wifi and no outlets. I don’t know why this sort of thing still surprises me, but I just felt that a high-powered panel would be able to receive high-powered tech support and handle things like this. Not so.

    Today we got notification that public library statistics are available for Vermont and got a link to this page. No HTML summary so I’m going to pull out a few things that I thought were notable so maybe other people can link to it or maybe I’ll crosspost on the VLA blog.

    • Vermont has 182 public libraries, the largest number of libraries per capita in the US.
    • 174 of these libraries have Internet access; 160 of these have high speed access. Do the math, that’s 14 libraries with dial-up and eight with nothing.
    • Half of the public librarians in the state have MLSes or the equivalent.
    • 73% of Vermont library funding comes from local taxes; 27% comes from other local sources (grants, fundraising)
    • Eleven public libraries filter internet access on all terminals (as opposed to some libraries that offer a children’s filtered option)

    The library that I work in serves about 1300 people and is open nineteen hours per week. We’re the only library at our population level (serving 1000-2499 people) that loaned more books than we borrowed via ILL. Ninety-six percent of the service population have library cards. I’m still reading for more details, fascinating stuff really.

    Interested in the actual educational effects of giving laptops to students? Some interesting conclusions from a paper by Jacob Vigdor entitled Scaling the Digital Divide: Home Computer Technology and Student Achievement (pdf). The study is a North Carolina-wide look at who has access to broadband, home computers and what the test score correlations are with these facts, if any. A few notable pullquotes.

    [T]he introduction of home computer technology is associated with modest but statistically significant and persistent negative impacts on student math and reading test scores. Further evidence suggests that providing universal access to home computers and high-speed internet access would broaden, rather than narrow, math and reading achievement gaps.

    [T]he introduction of high-speed internet service is associated with significantly lower math and reading test scores. Moreover, broadband internet is associated with wider racial and socioeconomic achievement gaps. One interpretation of these findings is that home computer technology is put to more productive use in households with more effective parental monitoring.

    Students who own a computer but never use it for schoolwork have math test scores nearly indistinguishable from those without a home computer, while scoring slightly better than reading. Students reporting almost daily use of their home computer for schoolwork score significantly worse than students with no computer at home.

    Students who gain access to a home computer between 5th and 8th grade tend to witness a persistent decline in reading and math test scores. There is little evidence that more intensive computer use for schoolwork offsets these negative effects.

    17. Roxbury Vermont library now has indoor plumbing

    I often refer to the Roxbury Free Library when I’m talking about the digital divide. It was easier to get this library set up with wireless internet access — which they’ve had for years now — than it was to get them a bathroom which they just got this week. Yay! Here are a few other photos I’ve taken of the library.

    18. little pieces of things that might interest you

    A few links that have been keeping me from inbox zero for the past few weeks.

    • “…the increased popularity of the Internet in America has not been correlated with an overall increase in reported sexual offenses; overall sexual offenses against children have gone steadily down in the last 18 years” Note: this does not say “oh the internet is safe!” It just says that the internet getting more popular doesn’t correlate with sexual offenses against children. More from the Research Advisory Board of the Internet Safety Technical Task Force
    • Speaking of Berkman people, I’ll be hanging out in the Boston area over the turkey weekend and likely going to this event that Saturday. Anyone in the area should consider going, it looks like fun.
    • Evergreen is gaining traction as an ILS that works even for big/complicated systems. The Traverse Area just went live with their Evergreen implementation. Doesn’t that look nice? More about Michigan’s open source ILS project.
    • I’ve been reading more lately. I read Cory Doctorow’s book Content (my review) and think it should be required reading for librarians or anyone else in the various digital content industries. If you’d like a copy, you can read it for free online, or if you’re a librarian or a teacher, you can request a donated copy from the website. I already gave mine away.
    • FCC broadband bill passed. This might help Farmer Bob [my generic term for the people over on this side of the digital divide] get broadband.
    • Pew Report “When Technology Fails” (and even really great technology sometimes does). The results will likely not surprise the librarians. “15% of tech users were unable to fix their devices” and “48% felt discouraged with the amount of effort needed to fix the problem.”

    19. Digital Divide event at Simmons, Monday April 7th

    If you’re in the Boston area on Monday you might be interested in the Digital Divide panel and discussion happening at Simmons College at 3 pm. I’ll be there talking about the rural digital divide along with two other panelists — Susan O’Connor and Pat Oyler — who will be discussing urban and international digital divide issues. It’s open to the public and if you haven’t been to the Simmons campus lately it’s worth a look.

    20. The Second Amendment and the Gun-Rights Argument: Part One

    Mark V. Tushnet is William Nelson Cromwell Professor of Law at Harvard Law School. He is the author of fifteen books, most recently Out Of Range: Why the Constitution Can’t End the Battle Over Guns. Out Of Range is honest guide to both sides of the 2nd amendment debate and an insightful analysis of how our view of the 2nd amendment reflects our sense of ourselves as a people. Part of Oxford’s Inalienable Rights Series, Tushnet’s book challenges our views of one of our most controversial freedoms, the right to bear arms. In the post below Tushnet lays out the argument.     With Constitution Day today, it seems like a good time to talk about a constitutional issue that’s likely to get to the Supreme Court’s attention pretty soon: the Second Amendment. Shortly after it opens its term in October the Supreme Court will decide whether to hear an appeal from the District of Columbia challenging a court of appeals decision striking down the city’s ban on handgun possession as a violation of the Second Amendment’s guarantee of the “right to keep and bear arms.” (more…)
