Freedom of the seas, open waterways, are necessary to our national development. Not only are our rivers kept navigable, but new waterways have been created in the form of canals. The early explorers vainly spent their lives looking for the Northwest Passage. Now, because of the great benefit to shipping, our country has made such a passage. Where? This play also shows another matter of vital interest to our government, the health of its people, sanitation. In no country in the world is so much done to promote the physical well-being of its citizens as in ours. Act I Time: 1904. Scene: Headquarters of Col. Goethals in Washington, D. C. COL.
