MoreIncreasingly, state governments throughout the United States have opted to contract out the provision of health education programmes through community agencies, rather than provide these services themselves. This policy carries the promise of programme innovation and responsiveness, a seemingly wise strategy when it comes to reaching high-risk populations, as in the case of HIV/AIDS education and prevention programmes for the Latino community. Nevertheless, the small but growing literature examining the government-nonprofit relationship is generally pessimistic about the contracting system, claiming that it is inefficient, diffuses public accountability, and hampers nonprofit organisations' ability to serve their target population effectively. However this study of HIV/AIDS education and prevention programmes provided by Latino community agencies with contracts recieved from the Massachusettes Deaprtment of Public Health, finds that the contractual relationship did not interfere with the HIV/AIDS prevention programmes provided by the sampled Latino community agencies. Instead, a partnership model of the contractual relationship is advanced as the optimal model of collaboration between government agencies and community agencies for the provision of health education programmes for high-risk populations.
